名单位产量备注1辣红素t3002辣椒粉粕t150003辣椒籽t5004辣椒酱t20000二、企业概况剑阁县白龙镇赵家湾机砖厂建于2000年，企业占地20亩，现有资产总额700万元，其中固定资产400万元，员工人数60人，主要从事页岩砖生产，年产页岩砖达到1000万块的生产能力。2006年，实现销售收入450万元，利润120万元，税金40万元。企业必须做强做大，才能在激烈的市场竞争中处于不败之地。剑阁县白龙镇赵家湾机砖厂为不断壮大自身实力，提高管理水平，实现企业上档升级，必须扩大规模，拓宽发展空间，实现多种经营。企业结合剑阁县情，根据国家产业政策，决定利用剑阁辣椒优势资源，投资辣椒深加工项目建设。三、项目背景（一）产业背景辣椒是我国的传统产业，改革开放以来，随着市场经济的推进，我国辣椒产业每年以7%的速度迅速发展。近二十年来，辣椒产业从我国的西南、中南地区崛起，扩大到华北、东北、西北地区新兴产地。种植面积分布在全国28个省份，形成了以贵州、湖南、江西、云南、四川、陕西、河北、河南、吉林等16个省区的重点辣椒产区和以贵州虾子镇、云南稼依镇、河北鸡泽、山东武城、吉林洮南等为代表的区域性辣椒集散地。全国产生了一批有影响力的区域品牌产品，一些大的龙头企业相继诞生，提高了辣椒粗加工、深加工产品比重，并得到了科研单位、大专院校的科技支持，增加了产品科技含量。如：贵阳南明的“老干妈”、“王守义十三香”、湖南的“辣之源”、“辣妹子”、山东的“沂蒙小炒”等产品；河北晨光公司、湖南隆平红安种业、吉林洮南金塔集团和爱迪尔公司。这些品牌产品和龙头企业的成长，冲击了辣椒传统生产与分散经营方式，正在改变着我国辣椒产业的产品结构和产业格局，促进了辣椒产业化生产的发展。据不完全统计，目前全国辣椒播种面积130万公顷，产量2700万t，实现产值270亿元。我国不仅是辣椒种植大国，也是辣椒消费、出口大国。目前我国有5亿人口消费辣椒，占全国人口的40%，已成为居全球之首的辣椒生产和消费大国。同时，辣椒产品的出口也在不断增长，韩国、日本、墨西哥、澳大利亚、美国、东南亚等已经成为我国辣椒的常年进口国，仅墨西哥进口辣椒就有三分之一来自中国，日本进口辣椒90%来自中国。近年来，国际市场对我国辣椒需求增加，国家实施了农业产业化、免除农业税、建设新农村等一系列降低农民生产成本、加大国家农业投入的产业方针与政策，全国辣椒总体产量有所增加，市场价格持续上扬。良好的市场态势为辣椒产业提供了更大的市场空间，国内安定的政治环境为辣椒产业提供了新的发展机遇。但是，我国农产品加工程度与发达国家相比，差距很大，发达国家农产品加工率达到90%，我国只有45%；发达国深加工率占80%，我国只有30%。发达国家农产品加工产值与农业产值之比为24：1，而我国农产品加工产值与农业产值之比为1.1：1。为此，国家鼓励大力发展优势农业产品，重点发展深精加工，增加农民收入，提高农产品附加值，逐步实现由初级加工向精加工转变、由数量增长向质量、效益增长。我国辣椒总体加工率不高，低于农产品加工率水平，存在着重种植，轻加工。大力发展辣椒精深加工，延伸产业链，才能缩小与发达国家之间的差距。（二）项目建设的必要性剑阁耕地面积大，土地肥沃，生态与环境条件得天独厚，气候、土壤条件，适宜种植辣椒。农民种植辣椒历史悠久，种植技术娴熟、经验丰富。全县常年种植面积2万亩，年产鲜辣椒4万t。 2007年，全县种植辣椒面积达到3万亩，鲜产量达到6万t。全县规模种植辣椒，推广到31个乡镇。全县建立了500亩以上的专业村5个，300亩的专业村40个，种植1亩以上的农户有5115户。主要品种是二荆条、剑辣一号、鑫茂1号等。全县从事辣椒粗加工的企业不到5户。而加工的产品仅仅是辣酱、泡辣椒，产品品种单一，产量小，加工程度低，产品附加值小。除部分辣椒农民自家消费外，其余大部分辣椒由个体或企业收购后，卖给成都一带的企业加工。实际上剑阁辣椒是以原料的形式向外地供给，成了其它市、县的原料生产基地。剑阁本县辣椒加工率不到3%，精加工率为0，远远落后国家农产品加工率水平。大力发展辣椒加工，提高辣椒深精加工水平，势在必行。剑阁的小小辣椒，完全可以做出大文章。通过政府引导，企业主导，农民专业经济合作组织协调，农民自愿参与的形式，调整农业结构，改造传统农业，建立生产辣椒基地，充分利用优势资源，大力发展辣椒加工，延伸辣椒加工产业链条，提高辣椒工加深、精度，提高产品附加值，才能促进农民增收致富，带动农村剩余劳动力的转移，做大做强剑阁辣椒产业，从而实现“二产超一产”，“工业超农业”，加快工业强县、农业工业化进程。四、可行性研究的依据1、农业综合开发项目可行性研究报告编制大纲2、建设项目经济评价方法与参数（第三版）3、产品结构调整指导目录（2005年本及2007年征求意见本）4、农产品加工“十一五”发展规划5、食品工业“十一五”发展规划6、2006年全国辣椒产业大会会议通报7、四川省工业领导小组关于农产品加工业整合与发展实施意见（2006-2010年）8、四川省食品工业“十一五”发展规划9、四川省工业“十一五”发展规划10、四川省人民政府关于进一步加快发展农业产业化经营的实施意见11、剑阁县国民经济和社会发展“十一五”规划纲要12、广元市农业局广元市优势农产品区域布局规划13、剑阁县农业“十一五”发展规划14、剑阁县农业区域与产业化规划15、剑阁县海椒产业“十一五”发展规划五、主要建设条件（一）原村料1、辣椒本项目主要选择优质加工型辣椒鑫茂1-3号，以白龙镇为中心的18个乡镇发展辣椒种植，建成80000亩种植基地。2008年植面积达到20514亩，辣椒鲜产量为41029t，2009年植面积达到46223亩，辣椒鲜产量为70954t，2010年植面积达到81456亩，辣椒鲜产量为128711t。2、原煤我县下寺镇煤炭资源丰富，已探明煤炭储存量在1000万t以上，现有青林沟等三个矿井，年产煤炭达到30万t以上。原煤灰份在20%-28%内，硫份1%，固定碳为51%-56%，挥发份为30%-36%，水份4%，发热量在5500-6500大卡内，煤质发热量好，化学成分稳定。煤矿距项目建设地94公里，可用汽车直接运到厂内。煤炭储量、质量完全能够满足项目生产需要。3、化工产品项目所用食用用乙醇、氢氧化钠、乙酸乙酯、流体CO2等化工产品在全国各大化工企业或化工产品市场均能购进。（二）交通运输项目建设地点紧靠省道剑（阁）南（充）路,距剑（阁）苍（溪）路30km，国道302线24km,国道108线43km,省道213线30公里，绵广高速公路金子山入口66km、剑门关入口88km，距宝成铁路复线剑门关火车站90km。沿绵（阳）广（元）高速公路西去到绵阳170公里，到成都270公里。区位优势明显，交通便利。（三）供电剑阁县剑州电力公司在白龙设有变电站，本项目供电距离在5km以内，由白龙供电所架设专用高压电线，安装了一台400千伏安变压器，供电有保障。（四）供水白龙镇建有供水站，日供水能力在2000m3以上，目前有日供水1000m3的余量，完全能够满足项目建设用水。（五）建设厂址项目拟选建在剑阁县白龙镇春风坝。该地地势平坦开阔，无不良地质结构。能够完全满足项目建设用地面积50亩，建成一条年产300t辣椒红色素生产线项目的要求。（六）气象条件及地震列度1、气象条件（1)气温多年最高气温：40.9多年最底气温：-7.2年平均气温：
