Good morning. This year marks the 60th Anniversary of the People’s Republic of China. In the last few decades, China has become a destination for capital, for ideas and for innovation. And one of the best illustrations of this transformation is China's burgeoning trade relationship with the United States. In the past 20 years, U.S. exports to China have increased by a factor of 12. The pace of change right here in Guangdong Province is a most striking illustration of this. Thirty years ago, former Vice-Premier Deng Xiaoping chose a small fishing village not far from here as China’s first Special Economic Zone. Today, that village makes up Shenzhen, one of China’s most dynamic cities. And the Pearl River Delta is now a thriving example of market principles at work. There are more than 100,000 factories that make every type of product imaginable. The next critical step is for China to develop more homegrown entrepreneurs that sell high-value added and high-tech products here in China and around the world.

早上好！今年是中华人民共和国建国六十周年。在过去的几十年中,中国已经成为了一片吸引着各方资本,创意和创新到来的土地。最能体现这一变化的就是迅速发展的中美贸易关系。在过去的20年中，美国对中国的出口额增长了12倍。而这种变化的步伐在广东省尤为显著。三十年前，邓小平选择了个离此不远的小渔村作为中国第一个经济特区。而现在，那个渔村已经成为了今天的深圳，中国最具活力的城市之一。现在的珠三角地区就是市场原则发挥功能的一个成功范例。这里有着超过十万家工厂生产你所能想到各种产品。对中国来说，接下来的关键一步在于培养更多本土企业家。他们能在中国和世界各地销售高附加值产品，高科技产品。

目前，全球经济出现企稳回升的积极迹象，但危机的深层次影响依然存在，经济全面恢复增长任重道远。今天我们齐聚一堂，共同向世界发出一个积极的信号，一个关于“开放、前行、改革”的信号。第一，保持开放。危机发生以来，发达国家和发展中国家都遭受了很大冲击，但我们不能因为风险和挑战就关闭对外开放大门。WTO成员如能形成同样共识，继续恪守 WTO承诺，就可凝聚起强大的力量共度危机。第二，坚持前行。多哈回合谈判还未走出僵局，但纵观多边贸易体制60年历史，自由贸易的车轮始终在逆境中前行。因此，我们应该坚定信心。这7年来获得的谈判成果，不能以任何借口推倒重来。

Recently, the global economy has shown positive signs of recovery and growth, but the profound impact of this crisis still lingers. It is still an uphill road for the complete recovery of the economy. Today we are here together to send the world a positive signal, a signal about “opening up, moving forward and reform”. Firstly, keep opening-up. Since the outbreak of the crisis, both developing and developed countries suffered a lot, but we shouldn’t close the door of opening-up because of risks and challenges. As long as WTO members can reach the consensus of observing their WTO commitments, we could gather enormous strength to tide over the crisis. Secondly, keep advancing. In spite of the Doha Round deadlock, the 60-year history of Multilateral Trading System has shown that free trade has kept advancing through adversity at all times. So, we should proceed with confidence. At present, achievements are hard won after 7 years of efforts and shall not be overturned for any excuse.
