Summarize The scope of DCS system power acceptance of India Mundra Power Plant 2×660MW+3×660MW Project include DCS power panel, DCS network panel, DCS control panel, DCS extension panel, engineer station, operator station, etc. equipment. This measure is used of DCS equipment power giving; preparing for the recover of DCS hardware & software and next step: adjusting; make sure the safety of body and equipment in the process of power giving. 3. Project Quantity The sequence of DCS power acceptance: a. Electrical UPS supply the power to I&C DCS power distributed panel; b. DCS power distributed panel supply power to operator station, duty captain station, control room control platform etc. DCS control panel and DCS system panel; it send power to the whole DCS system. The segment from electric 240VAC to DCS power panel power giving should be after factory power reversal. It has no quantity of installation. 4. Erection Condition Main equipment delivery condition All the equipments affect DCS system power acceptance have been delivery to site on time. Remark Preparative erection condition Ground, power: 1. DCS room achieve the condition of DCS system power acceptance. 2. Adjust personnel in their place. Environment: DCS room is clean, light and fire fighting are enough. Others Other worker requirement: don’t enter DCS room without permission. Date According the milestone plan of the project and the adjusting plan carry out the DCS power acceptance step by step; The plan date of No.5 unit DCS power acceptance is 15/03/2010. Manpower 1 principal, 2 adjusting personnel, 2 construction personnel. Machines none Tools 2 multimeter, 4 electric test pen, 2 electric iron, personal wiring tool 2 set. Summarize: the preparation of power acceptance mostly include: the condition before power acceptance; the check after power acceptance; cabinet power giving and acceptance. 2. Operation process: Sequence / Process Method and Operation Requirement Quality Requirement 2.1 The condition of power acceptance and power giving 2.1.1 The wire connection of DCS room and CCR system is finished; electric power reversal system cable shield is good; power supply and other wire connection is correct. 2.1.2 All the I&C panel and station etc. need to power giving wire connection is finished; earthing construction is finished; inside equipment assembled completely. 2.1.3 DCS system joint network is finished. 2.1.4 DCS principal station and operator station installation fill its shoes. 2.1.5 DCS power panel to apiece user power circle and electric power reversal are finished. 2.1.6The cable from electric UPS to DCS power panel laying finished and wire connection acceptance is eligible. 2.1.7 Light in DCS room and CCR is using; Clean and firefight equipment is using. 2.1.8 Checking the type, specification and capacitance of electric equipment in the panel for power acceptance accord design and the load in fact; recording the item fall short of requirement. 1. Wire connection correctly; marked clearly and intact. 2. The type, specification and capacitance of electric equipment in the panel for power acceptance accord design and the load in fact. 3. Before the circuitry checking, cut off the power switch in sequence. 4. Wire connection correctly; marked clearly and intact. 2.2 Checking before working 2.2.1 Before working, must study the technique instruction and safety instruction. 2.2.2 Checking the environment of panel, platform and cabinet in DCS room and CCR. 2.2.3Checking the relational control circle and measure circle; ensure circle and signal circle insulating (the work should finished ahead of schedule); checking and switch off the entire switch and make the record. 2.2.4 Checking the electrification equipment and the equipment without power circle and connection. 2.2.5 Checking the signal of communication tools. 2.2.6 All the examination is ok, then contacted power giving. 1. Study instruction carefully and completely; Be familiar with the whole process and signature. 2. Ground is cleaned; light is using; aeration is good; firefight equipment is all ready. 3. Panel, platform and cabinet are clear; indicator and protective socket are good; equipment No. are clear; mark are in evidence. 4. All the electric circle is correct; insulation accord with design. 5. Adopt isolated measure. 2.3 The distributed panel power acceptance from electric UPS to DCS panel 2.3.1 When power acceptance, electric segment and DCS panel every side need 2 person; one operator and one ward person; keep in touch with each other; before electric UPS operate, inform DCS person. 2.3.2 Checking electric UPS voltage is 240VAC or not; the voltage is steady or not. 2.3.3 Switch on the UPS power panel switch; measure the voltage with multimeter; observing the equipments is normal or not. 2.3.4 Measure the input voltage of DCS distributed panel; Is it240VAC? IS the switch normal? 2.3.5 When electric power reversal is finished, measure the input voltage of DCS distributed panel; Is it240VAC? IS the switch normal? 2.3.6 The power switch must be operated by electrical personnel; don’t let other personnel operate. 2.3.7 Make the card: ”power on, NO OPERATION” after switch on the power switch. 1. Power switch capacitance accord with design. 2. Make sure 240VAC voltage steadily. 3. The equipment for power acceptance is normal. 2.4 power giving from I&C DCS power panel to operator station 2.4.1 This segment must be operate by DCS factory personnel and I&C personnel. 2.4.2 Checking the DCS distributed panel is normal or not; Turn on the main switch; Observe the switches; are they normal. 2.4.3 Check the switch cabinet of operator station; turn on the power switch. 2.4.4 Check the operator station power, joint network connection; turn on the switches of host computer and display; start the computers. 2.4.5 Observing the host computer and display in operator station is normal or not. 1. Power switch capacitance accord with design. 2. Make sure 240VAC voltage steadily. 2. The equipment for power acceptance is normal. 2.5 power supply from DCS power panel to DCS control panel GPS 2.5.1 Checking DCS power panel power switch equipment input voltage is normal or not; DCS control panel and GPS connection is normal or not. 2.5.2 Turning on the power switch; checking DCS control panel and GPS input voltage. 1. Checking and affirming the voltage 240VAC is steady. 2. The equipment for power acceptance is normal. 2.6 Acceptance 2.6.1 Power cable wire connection correct rate is 100%; power switch capacitance accord with design. 2.6.2 Test record clearly, data correctly and completely. 1. The insulation of electrical source loop>1MΩ. 2. Safety and civilization erection and environment management 7.1 Safety measures 7.1.1 All the personnel for power giving must obey command, club together; don’t leave or operate at will. 7.1.2 All the personnel for power acceptance and power giving should be familiar with equipment and measure; preparation well for the work. The personnel are familiar with operation, measure, checking method and work step. 7.1.3 In the process of power acceptance and power giving, enhance the equipment patrol, avoid contingency. 7.1.4 Check the location for power acceptance; disallow the personnel not relate to work entry the site. 7.1.5 Hang the caution card when the equipment is power on; Setting up necessary safety barrier. 7.1.6 When the working personnel finish operating, measuring and custody, report in time; if you found abnormity, report it at once. 7.1.7 Don’t use the intercom at will in order to ensure the communication is good. 7.1.8 Don’t operator or measure at side only yourself. 7.1.9 The equipment for firefighting is enough at site. 7.1.10 Command correctly; operation carefully; measure rapidly and safety. 7.2 Environment safeguard 7.2.1 Notice to economize energy sources and material.
