1. Entrusted by the Purchaser, Beijing International Tendering Co., Ltd. (hereinafter referred to as BITC) invites sealed bids from relative bidders for the supply of the following goods and relative services:
Engine Assembly Line, Power-Train Final Assembly Line------1 set
2. The invited bidders may obtain further information from and inspect Bidding Document at the office of BITC
3. The invited bidders are kindly requested to contact BITC to buy Bidding Documents between 9:00~16:00 (Beijing time, working days only) at the following address starting from today, at BITC. The payment for the bidding documents is non-refundable. For mail order, an extra RMB100 or USD50 shall be added.
4. All bids shall be submitted before 9:30 am (Beijing Time) of Mar.8th, 2011, to the address (detailed place to be notified later).
5. Time for Bid Opening: 9:30 am (Beijing time) of Mar.8th, 2011, in the presence of bidders’ representatives. Address for Bid Opening: (detailed place to be notified later).

2.2.1
The limitation to eligible source country:
All bidders from P.R. China or from countries and regions, which have regular trade relations with P.R. China.
4.1
Costs associated bid:
Tendering Agent and the Tenderee, named in the Bid Data sheet, will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.
5.1
Tendering Language:
The bidding document is written in Chinese and English and both versions have the same effectiveness. In the event of any discrepancies between them, the Chinese version shall govern.
6.1
Clarification of the bidding document:
The Tendering Agent will respond in writing to any request for clarification of the bidding documents received no later than five (5) days prior to the deadline.
8.1
Language of bid prepared by the Bidder, as well as all correspondence and documents relating to the bid exchanged by the Bidder and the Tendering Agent:
For domestic bidders: Chinese
For foreign bidders: ★ English and Chinese version;
In the event of any discrepancies between them, the Chinese version shall govern.
Bidding Price and Currency
11.1
1. The former forms of Bid Schedules of Price as IV-3-1& IV-3-2 shall be canceled;
2. The new forms of the Bid Schedules of Price are shown as Attach 2-a & Attach 2-b.
The Bidder shall indicate on the Bid Schedule of Prices the unit prices and total price of the goods to be supplied under the contract. If the itemized price is not consistent with the total price, the itemized price prevails. The total bid price shall not include any items beyond the requirement of the bidding document; otherwise, the offer on such items shall not be deducted during the evaluation. Also, the total bid price shall not omit any item required in the bidding document; otherwise, the highest offer of the same item among the effective bids shall be added to the total bid price. The tendering this time shall not accept selective price in any form or price with additional conditions.
11.2.1
For goods offered from within P.R. China:
Terms of the Bidding Price: Project Site Price incl. VAT and other taxes.
Related Fees: the price for Inland transportation, insurance, other local costs incidental to delivery of the goods to their final destination and other incidental services should be quoted separately.
1. The bid price shall include the cost of equipments installation and commissioning. The Seller shall be responsible for all equipments’ installation and commissioning.
2 Bidders shall quote the itemized prices in strict accordance with the form of Attach 1 Bid Schedules of Price & Attach 2-a Brief Description and Price List of the Goods(equipment) & Attach 2-b Brief Description and Price List of the Goods(Technical Service).
3.The bidder shall quote itemized prices of each equipment as detailed as possible,as it is a matter of consideration of bid evaluation.
11.2.2
For goods from Abroad:
Terms of the Bidding Price: Turn-key Project
Technical documents and drawings: CIP project site
Including: CIF(Tianjing Xingang)+ the cost of Inland Transportation + Insurance + Installation and Commissioning + Other incidental cost.
Related Fees: Ocean freight, the cost of inland transportation, insurance, installation, commissioning and other incidental services should be quoted separately.
1. The bid price shall include the cost of equipments installation and commissioning. The bidder shall be responsible for all equipments installation and commissioning.

12.1/12.2
The prices shall be quoted in RMB for goods and services that the Bidder will supply from within P.R.C.;
The prices shall be quoted in USD or EUR for goods and services that the Bidder will supply from outside P.R.C.
Any statement of exchange rate variation will not be accepted in the bid opening, the exchange middle rate published by Bank of China on the date of bid opening will be taken as the basis of the bid evaluation, USD will be the bid evaluation currency.
The Preparation and Submission of Bidding Documents
★13.1
The Bidder shall furnish, as part of its bid, documents establishing the Bidder's eligibility to bid and its qualifications to perform the contract if its bid is accepted. If Bidders are a Joint Venture, each member of the Joint Venture shall submit respectively the Qualification Documents, together with the Joint Venture Agreement in which the leading member of the Joint Venture and respective work scope and responsibility shall be clearly indicated. Otherwise, the bid will be rejected.
★13.3
Qualifications requirements for suppliers
1 Seller shall manufacture Engine plant Assembly Line machine for more than five (5) years. (2006-2010)
2 Seller shall have sales contracts with an engine plant with annual production capacity over 150,000. (Copies of sales contracts with bidder’s official seal to be provided.).
3. Bidder(s) shall not have harmful record in the field of car and banking industries.
4. Bidder(s) shall provide the following qualification documents.
1) In case that the goods to be supplied under the contract not manufactured or produced by the bidder, the Bidder should have been duly authorized by the goods' Manufacturer or Producer for this project;
2) The Bidder has the financial, technical and productive capability necessary to perform the contract;
3) The Bidder meets the qualification and experience criteria listed in the Bid Data Sheet;
4) The Bidder shall provide the original or the duplicate of the bank reference letter issued within three months prior to the time of bid opening;
5) Other documentary evidence of the Bidder’s qualifications required in the bidding document.
★14.3
The documentary evidence of the conformity of the goods and services to the Bidding Documents may be in the form of literature, drawing and data, and shall consist of:
1. Detailed description of the essential technical and performance characteristics of the goods; and
2. A list of spare parts and special tools, giving full particulars, including available sources and current prices of spare parts, special tools; and
3. Instruction for installation, commissioning, and technical services as well as training (if any), project schedule, plan and content etc. at seller’s responsibilities; and make a explicit for the package and the transportation; and
4. The bidder shall fill in the commercial and technical deviation forms item by item; the Tendering Agent and Tenderee will regard the bid documents in compliance with the Tendering Documents if no content are listed; and
5. A list of sub-contractors and manufacturers and statement of origin.
★15.1
Amount of Bid Security: Not less than two percent (2%) of Bid Price.
★15.3
Forms of Bid Security: Bid Security in form of Bank Guarantee/Bond (see attached for BITC’s banking information)
Requirements for Bid Security in Guarantee/Bond:
1. The Bid Guarantee/Bond from banks abroad must be advised or transmitted or reissued or have its signature verified by the Bank of China, Head Office, Beijing, China or its oversea branch; and that issued from domestic provincial of higher level banks must be printed with the bank’s name, address and communication method.
2. The validity of the bid security: Thirty (30) days after the bid validity.

The bidder shall make their bid effectually be signed according to the provisions of the Bidding Documents.
18.1
Any special statement of price reducing should be submitted with Summary Sheet for Bid Opening together with Bid Security and Payment Guarantee for Bidding Service Charge in a separately sealed envelop to the Tendering Agent on Bidding Opening Date. Otherwise, the document will not be acknowledged in bid evaluation.

Bid Evaluation
23.1
Bid evaluation principle: the lowest evaluated price leads to a bid success.
★24.5
The bid that will be rejected: The bid that is not substantially responsive will be rejected:
The bid will be rejected as non-responsive, if it is found having any of the following during the commercial evaluation:
1) The bid is not accompanied with a bid security, or in the case the submitted bid security is of less amount than required, or of shorter validity than required, or not conforming with the requirements of Bidding Documents in its form and issuing bank.
2) The Quotation part, responses to general commercial and technical clauses and provisions, and responses to important commercial and technical clauses and provisions (marked with ★) and all the content in Section IV of Volume One shall be initialed and signed page by page.
3) The bidder and the manufacturer have interest with the Tender and or the Tendering Agent.
4) The bid form or qualification Documents are not submitted or not in compliance with the requirements of the bidding document.
5) The bid has not been signed by the Bidder’s legal representative or by the person or persons with a power of attorney issued by the said Legal Representative.
6) The experience of the bidder does not meet the requirements of the Bidding Documents.
7) The bid validity offered by the Bidder is shorter than that stipulated in the bidding documents and
8) The bid does not meet, in commercial aspects, other clauses stipulated in the bidding documents.
26.2
The total Evaluated Bid Price (EBP) will be calculated on the basis that the goods are delivered to the designated installation site.
For goods offered outside PRC, the total EBP shall be: CIF Price, plus Customs Duties, Import Taxes, and the cost of Inland Transportation and Insurance.
For goods offered from within PRC, the total EBP shall be: EXW Price (including Value Added Tax and other taxes), plus the cost of Inland Transportation and Insurance.
