Our Mission

香港失明人協進會成立於一九六四年，是首個由視障（失明及弱視）人士組織及管理的自助團體。本會一直發揮視障人士的自助互助精神，以推動平等、獨立、機會為宗旨，致力改善全港超過十二萬名視障人士的教育和就業情況，協助他們使用資訊科技及爭取權益並貢獻社會。

Hong Kong Blind Union was established in 1964. It is the first self-help group organized and managed by people with visual impairment (blindness and low vision). It aims at promoting the spirit of “self-help” and “mutual-help”among 120,000 people with visual impairment in Hong Kong as well as striving for equality, independence and opportunities for them. We assist them to use information technology and to fight for their rights so that they can become productive members of society.

會長的話 莊陳有

過去一年，風雲變色。全球，以致香港都面對金融風暴的嚴重衝擊，經濟急速惡化。中國四川5月份發生達到8級的大地震，造成嚴重的人命傷亡；8月份北京舉行了盛大的殘疾奧運會，全球人民聚焦中國，中國視障運動員揚威國際體壇。在這個百感交集的日子，協進會仍然乘風破浪，堅守崗位，並在不同的工作上，取得令人欣喜的進展，這實有賴所有執委、會員，以至職員團隊的共同努力，發揮平等、機會、獨立的精神。

我們雖然植根香港，但血濃於水，同樣非常關注內地視障同胞的需要，5月份發生四川大地震後，我們透過中殘聯，不斷瞭解四川各特殊教育學校的情況以及需要，同時發起募捐運動，短短一個月便籌得18萬元以支援四川視障學童，當中除了熱心市民的捐款外，不少經濟能力並不富裕的視障會員，更主動到中心作出捐款，我為會員這份雪中送炭的情操深受感動。

緊接四川地震，我們於8月烈日高懸的日子面對另一個大挑戰，就是8月9日的港島區賣旗日，由最初各界反應冷淡，賣旗義工只得廖廖數十人，到最後短短三個月內，多達1200位賣旗義工鼎力協助，當中更包括200位會員及會員家屬跑遍港島區的大街小巷找人賣旗，我體會到會員的確將協進會當作自己的另一個家。當家面對困難時，大家不是各散東西，而是團結面對。我為會員這份當仁不讓的精神深感驕傲。

透過過去44年來一點一滴的累積，社會人士對協進會的信任與日俱增。12月份，我們獲得一位熱心人士透過生命傳愛計劃，於辭世後將保單合共200多萬元捐贈予本會。我所珍視的，不是這筆數額的多少，而是背後捐款者對協進會的信任，以及對香港視障人士的關愛，我懷著戰戰兢兢的心情收下捐款，亦期望款額能夠真正造福每一個視障朋友及家庭。

放眼香港，視障學童在接受融合教育的服務時仍然充滿困難，接受過高等教育的年輕會員，畢業後就業前景仍然荊棘滿途，新失明朋友適應生活時仍然充滿考驗，不少視障人士的家人，父母，與視障人士相處時仍然不知所措，視障長者的困難仍然有待支援，政府在視障人士資訊科技的投入仍有待加強。

面對成千上萬的難題，作為會長的我不可能靠一人之力改變現況，但我有一個夢想，亦期望是每一個協進會成員的夢想。在不久的將來，視障學童最終能夠在主流學校愉快地學習成長；年輕會員能夠得到僱主的信任，學以致用；新失明朋友能夠獨立自強地生活；視障人士及家人能夠彼此關愛溝通、互助支持；視障長者能夠老有所依；政府能夠大力支援視障人士在資訊科技方面的需要。

President’s Address CHONG Chan-yau
Last year has been a year of rumbling and tumbling. The entire world, including Hong Kong, was shaken by the financial slump which dragged the economy quickly into a dismal crisis. The severe earthquake happened in Sichuan of China claimed tremendous amount of lives and injured more. While in August, Beijing hosted the splendid Paralympics and proudly showed the world what Chinese visually impaired champions have got. And during this time of ups and downs, the Union managed to stay put in its’ position, while gaining delightful progress in multiple works. Thanks to the hard working executive committee, staffs and members who lived by the belief of equality, opportunities and independency
Although we are rooted in Hong Kong, our connection to China is strong. We care about the needs of our mainland counterparts. After the Sichuan earthquake in May, we continuously learn about the situation and the needs of schools of special needs through China Coalition of Disabilities. Meanwhile, we quickly initiated fund raising activities and raised $1 million within the short course of one month to support the Sichuan visually impaired children. Donors not only included our usual donors, many visually impaired members who were not financially well off also came to the Centre to give what they could. I was deeply touched by this warm helping spirit.

Right after the Sichuan quake disaster, we had yet to face another challenge under the hot August sun. This was the Island Flag Day on 9th August. It started off badly with poor responses. Only a few dozens of volunteers were willing to help. It was not until three months before the Flag Day that 1,200 volunteers flocked in to register. 200 of them were visually impaired members and their families who scrambled around town to call for donations. I got the feeling that members actually thought of the Union as their family. When there is a family crisis, members did not run away. Instead, they come together to solve the problem. I am so proud of this helpful heart.

After 44 years of collecting by the bits, we have earned substantial trust from Society. In December, the Union received an insurance policy donation of over $2 millions by a caring individual through the program of Life Care Movement. What I cherish the most, is not the amount, but the trust behind which carried by the donor, as well as his/her loving and caring hearts towards visually impaired people in Hong Kong. I accepted the donation with deep humbleness, hoping the money could truly help every visually impaired fellowman and their families.

As I look at the visually impaired students of Hong Kong, the way to an inclusive education is still filled with obstacles. Those who earned high educational degrees still need to face a doubtful future after graduation. On the other hand, lots of test of life are coming ahead for the people who recently become blind during their transition period. Many families and parents still do not know how to get along with their visually impaired loved ones. The visually impaired elderly still have not got enough supports. The Government still has yet to put enough resources for the IT needs of visually people.

As the President, with so many challenges laying right in front, I cannot battle the reality with my sole meager power. But I have a dream, and hope that every Union members share the same. I dream that in the near future, visually impaired students can grow and thrive in main stream schools. Young graduates can be trusted by employers and contribute what they are prepared for. People who newly become blind can live an independently and lead a strong new life. The visually impaired and their families can care, support, and communicate well with each other. The visually impaired elderly can get enough of what they need. And the Government supports the IT needs of the visually impaired in a more robust manner.

香港失明人協進會經歷了重要的08-09年。我們要面對日益沉重的工作量，優質服務的要求，亦要應付資源緊絀，人才流失及服務發展上的種種挑戰。值得慶幸的事，有更多的會員朋友支持本會的工作，同事與執委並肩攜手，一同為提升本會服務質素而努力。另一方面，商界的慷慨捐款，義工無私的參與和幫忙，舒緩我們面對人力及財政資源的問題，使我們繼續為視障朋友帶來更完善的服務。

慶祝三十周年紀念活動及社康活動
2008年是服務中心30周年的大日子，我們預備了豐富而精彩的節目祝賀。計有標語創作比賽，藉比賽增加會員對機構及服務中心的歸屬感；製作三十周年紀念品，用作紀念這重要時刻；最後為整合服務中心三十年之工作，及對外宣傳中心的工作及成就，我們製作三十周年特刊，以標示整系列活動劃上完滿的句號。另社康活動是我們會員聯誼的好機會，故中心全年合共舉辦50個社交及康樂活動，當中之活動包括訓練課程、季度旅行、季度茶聚、季度生日會、各類型康體活動等等。同事在舉行活動時，加插不同原素，吸引更多會員朋友參加，我們亦喜見報名及參加人數不斷增加，成績令人鼓舞。

再上光明路計劃
此計劃主要服務對象是新失明人士，目的是：透過同路人之分享，共渡失明所帶來的困擾，注入、重塑新希望；透過學習實用的自我照顧技巧，如點字、電腦(文書處理)、烹飪和使用白杖的方法等，發展及提升視障人士獨立生活之能力，助其建立自信，發揮個人潛能；融入社區，重投社會，以達傷健一家之目標。最終希望参加者都能明白，縱使他/她們面對失明這狀況，他/她們能做到的，一定比他/她們所想的多。為期3年之計劃於2006年1月開始，至2008年12月底完滿結束。我們十分高興得到社會福利署再次撥款資助為期3年之「再上光明路計劃｣(由2009年1月至2011年12月底)。再接再厲，讓新失明朋友能重獲新生。

關注教育政策 ，鼓勵視障學童努力學習
為獎勵就讀主流學校，克服種種挑戰並獲得優異成績的視障學生，本會成立李朱淑鈞教育基金，並於2009年3月進行頒獎禮。當日頒獎嘉賓有教育局首席助理秘書長胡寶玲小姐，教育局首席督學黎錦棠先生，以及一眾心光學校的資源老師、得獎學生的校長、家長及朋友出席，一同見證四位得獎學生的成果。
就視障學童面對公開考試的困難，本會與香港考試及評核局(考評局)進行會議，除表達意見及想法外，更提交了建議書，就視障學童面對公開考試的困難提供了實質的建議。本年本會共舉辦了10個成人教育課程，內容包括資訊科技和語文等，使視障會員能善用餘暇，好好裝備自己。

關注就業政策 積極推動平等就業機會
就視障人士職業發展需要、有關之政策方向及發展，這都是我們關心的重點：故我們出席了社聯及立法會小組委員會會議，討論就業配額制及職業歧視等議題；出席效率促進組的會議，了解視障人士在政府效率促進組工作的情況；出席勞福局舉辦最低工資座談會，並與勞福局局長及其餘7個非政府的殘障團體進行會議，席上我們再度重申本會就最低工資的立場及意向。
除宏觀的就業政策，我們也跟進青年和成人就業情況，分別有「陽光路上之視工行動」和「輔助就業及支援服務」：本年度本會共有3位新登記及15位仍跟進的視障青少年參加陽光路上計劃，而且我們已分別安排了6位學員到私營機構、學校及政府部門實習，4位學員順利完成整個實習期，另有3位學員正就業中。輔助就業及支援服務方面，有12位輔助就業登記者成功就業。本會與職業訓練局合辦的全日制經穴手力理療訓練班，今年已是第七屆；另有12位會員完成香港按摩業界發展及認證考試, 其中3位更考獲中級資格。

資訊科技支援
社會不斷創新，視障人士必須保持敏銳的觸角、吸收最新的資訊，才能保持在社會上的競爭力。故本會十分重視資訊科技支援服務，推動資訊科技發展，讓視障人士可以在無障礙的網絡上與外界接觸。故本會經常舉辦相關的資訊科技講座，使會員能使用適當的軟件，貫徹科技無障礙的方向而行。本會的「陽光讀屏軟件（香港版）」榮獲「2008香港資訊及通訊科技獎」最佳數碼共融專項中的銅獎，這已是本會連續第三年獲得香港資訊及通訊科技獎的殊榮。而對外參賽本會也有豐富的成果，兩位會員代表本會參加《全國盲人電腦技能大賽》，並獲得三等獎，凱旋歸來。
今年應教育局邀請本會參與「如何為有特殊教育需要的中學生安排評估調適」研討會，會內我們向參與者(教師們)即席示範如何利用陽光讀屏軟件協助有特殊需要的學生，效果滿意，教師們對讀屏軟件均表興趣。

權益爭取工作
為視障人士爭取合理和公平的權益，是本會多年來不斷努力和實踐之目標。現時跟進的權益，當中有不少是成效顯著的：
如積極參與殘疾人士爭取交通半費優惠聯席的行動，包括：約見復康專員、港鐵站內爭取半價優惠集會、聲援立法會動議辯論、向平機會作出投訴，到特首府請願等，以實際行動支持視障人士爭取合理的權益。
另針對視障人士誤墮地鐵站路軌的意外時有發生，本會發起簽名運動，短短10次的落區工作，已收集到超過11,000名市民支持，並在立法會及區議員陪同下，向港鐵遞交簽名。有關行動最終逼使港鐵公佈提前於2011年完成所有8個車站的月台閘門安裝工程。

回顧過去，前膽未來，作為一個自助組織，本會將繼續堅守信念。會員、委員和職員，將繼續同心協力，開展多元化的服務，致力推廣本會宗旨。謹此再向一直與本會同行的捐款者及提供精神和實質支持的人士、團體，以及身體力行參與服務的義工朋友致意，且讓我們共同努力，與視障朋友一同實踐平等，機會和獨立的信念。

Director’s Report 08-09 Cheng Tak Wah, Raco
The Hong Kong Blind Union has gone through an important year of 08-09. Besides having to face the increasing workloads and the demand of quality services, we also had to deal with insufficient resources, the loss of work force and many other developmental challenges. But we are pleased that there have been more and more members who showed their supports. Together with the committee, we all worked hard to raise the service quality of this Union. On the other hand, there were commercial donations and the helping hand of selfless volunteers. They have relieved the burden of our overworked staffs and under provided resources. This truly facilitated us to give better services to our members.

Celebrating the 30th Anniversary and Social Recreational Activities
2008 was the 30th anniversary for the Centre. We had arranged a series of exciting activities to celebrate. A slogan contest was launched to promote the sense of belongings of the members to the Centre. We also produced a 30th Anniversary souvenir to commemorate this important moment. To summarize the servicing and publicity works we have done and achieved over the past three decades, we issued a 30th Anniversary Bulletin as the grand finale. On the other hand, recreational activities gave us good chance to socialize and bond. The Centre had held 50 social and recreational activities. These included training courses, quarterly field trips, quarterly tea gatherings, quarterly birthday parties, and all types of recreational and sporting events, etc. We had also injected exciting elements to attract more members to participate. We were happy to see the number of participants increased continuously. This really encouraged us and kept us going.

“Life Beyond Vision” Program
This program serves people who recently lose their sight. By ways of peers to peers support, it aims to relief the difficulties newly visually impaired has to face. It also brings in and reconstructs new hopes for them. Through the learning of practical self-care skills, such as Braille, computer, word processing, cooking and white cane techniques, it develops and raised the participants’ independent living abilities. It also helps them to gain confidence, discover their potential, integrate into the community, and get back to society, which can eventually reach the purpose of having the disabled and sighted under one roof. At the end of the day, we hope that the participants will understand that, although they have to cope with the trauma of losing sight, they can surely do better than they thought. The past 3-year program started in January of 2006 and ended in December of 2008. And we are thrilled to be granted once more from the Social Welfare Department for another 3-year funding of “Life Beyond Vision” program. It commenced in January of 2009 and will finish in December of 2011. This will allow more newly visually impaired people to regain control of their lives.

Care about Education, Encourage Visually Impaired Student to Work Hard
In order to encourage the visually impaired students who attended mainstream schools and conquered difficulties to get good study results, the Union founded Li Chu Shuk-kwan Education Fund. We held the Award Ceremony in March 2009. Guests included Ms. Wu Po-ling, Principal Assistant Secretary for Education Bureau, Mr. Lai Kam-tong, Godwin, Principal Inspection Education Bureau, the resources teachers of Ebenezer School, as well as the principals and parents of the students who won the awards. All came to witness the achievement of the award winning students. Regarding the difficulties visually impaired students have to face, the Union met with the Hong Kong Examination and Assessment Authority (HKEAA). Besides expressing our opinions and thoughts, we submitted a proposal which included practical suggestions regarding the difficulties visually impaired students had to face when attending public examinations. This past year, we had also held 10 adult education courses that taught subjects such as IT and languages. We hope to let the visually impaired members well utilized their spare time and better equip themselves.

Concerns about employment policy, Promotes Equal Job Opportunities
The career development needs of the visually impaired, as well as the development and direction of relevant policies are two of our major concerns. Thus, we attended a meeting with the Council of Social Services and Legislative Council Subcommittee to discuss about employment quota system, and career discrimination, etc. We also went to Efficiency Unit’s meeting, to understand the work situation of visually impaired workers who worked there. We attended the minimum wage forum held by Labour and Welfare Bureau. And we had a meeting with the Director of the Bureau and other seven disabled Non-Governmental Organizations. We further expressed our standpoints and expectation for the necessity of minimum wage.
Besides the general employment policies, we also follow up with the employment situation of visually impaired youth and adults. There are “Sunnyway” visually
