上海市对外交流用组织机构名称和职务职称英文译写规范

0总则
0.1为规范本市组织机构名称和职务职称英文译写，促进对外交流，根据《中华人民共和国国家通用语言文字法》《上海市实施〈中华人民共和国国家通用语言文字法〉办法》《公共场所英文译写规范》（DB31/T 457-2009）《上海市人民政府关于加强本市公共场所英文译名使用管理的若干意见》，及国家和本市其他有关规定，制定本规范。
0.2本规范适用于本市各级党政机关、群众团体和相关组织机构名称，各类职务职称的英文译写。
0.3各级党政机关的招牌、指示牌应当按照国家有关规定，使用国家通用语言文字。本规范提供的机关和组织机构名称英语译文用于对外交流。
0.4使用汉语拼音拼写，应符合GB/T 16159的规定。
1组织机构名称的英译方法和要求
1.1译写组织机构名称，应当符合《中华人民共和国国家通用语言文字法》，在首先使用国家通用语言文字的前提下进行译写。
1.2译写组织机构名称，应针对其不同的构成成分，采用相应的英译方法。组织机构名称的构成成分，一般分析为冠名、属性名、序列名和通名。
1.3冠名
1.3.1冠名中的地名
冠名中涉及中国地名的一般用汉语拼音拼写。如：上海（市）Shanghai；黄浦（区）Huangpu。
1.3.2冠名中的行政区划限定词
冠名中含有“市、区、新区、县、乡、镇”等行政区划限定词的，需区分不同情况作出处理。
——以下情形应当译出行政区划限定词
与同级人民政府有隶属关系的部门、机构，应当译出同级的行政区划限定词，如：上海市农业委员会Shanghai Municipal Agriculture Commission，嘉定区财政局Jiading DistrictFinance Bureau。
需要译出行政区划限定词的，市译作Municipal，区译作District，新区译作New Area，县译作County，乡、镇均译作Township。
——以下情形不宜译出行政区划限定词
法院、检察院名称中的行政区划限定词，不宜译出。如：上海市高级人民法院Shanghai High People’s Court。
1.4属性名
可采用顺译法，将其置于通名之前，如：上海市教育委员会Shanghai Municipal Education Commission。也可将其置于通名之后，用介词连接，如：上海市经济和信息化委员会Shanghai Municipal Commission of Economy and Informatization。
1.5序列名
可以采用“No.+基数词”的形式，如：上海市第一中级人民法院Shanghai No.1 Intermediate People's Court。也可以采用序数词的形式，如：上海市人民检察院第一分院First Branch of Shanghai People’s Procuratorate。
1.6通名
1.6.1部
作为某一组织机构的内设部门的部译作Department，如：组织部Organization Department。
1.6.2委员会
委员会可译作Committee或者Commission。
通过选举产生的，或者在某一行政区域之内、某一机构之下的专设部门或派出机构，一般译作Committee。如：常委会Standing Committee。
相对独立、承担有一定普适性管理职能的综合协调机构，一般译作Commission。如：商务委员会Commission of Commerce。
管理委员会译作Administrative Committee/Commission或Administration。
1.6.3办公厅（室）
办公厅译作General Office。
办公室译作Office。
1.6.4局
局译作Bureau或Authority或Administration。如：上海市司法局Shanghai Municipal Bureau of Justice；上海市交通运输和港口管理局Shanghai Municipal Transport and Port Authority；上海市知识产权局Shanghai Municipal Administration of Intellectual Property。
其行政级别需同时译出。如：上海市卫生局Shanghai Municipal Health Bureau；上海市黄浦区卫生局ShanghaiHuangpu District Health Bureau。
管理局译作Administration。如：上海市工商行政管理局Shanghai Municipal Administration of Industry and Commerce。
1.6.5处（室）
处（室）译作Division或Department。
相关管理职能覆盖整个行政区域的处，视情况可译作Administration或Office，如：上海市排水管理处Shanghai Drainage Administration。
1.6.6科（室）
科（室）译作Section。
1.6.7大队、总队
履行行政执法职能的大队、总队等译作Corps，如：上海市杨浦区城市管理监察大队Shanghai Yangpu District City Management Supervisory Corps。
1.6.8所、站
履行行政职能的管理所、检测所等译作Office或Center；履行行政职能的管理站、监督站等译作Office。具有研究性质的科研院所译作Institute。
1.6.9中心
履行社会管理和服务职能的中心译作Center。
1.6.10群众团体
学会译作Society；协会、研究会译作Association；联合会译作Federation；基金会译作Foundation；同学会译作Alumni Association。
1.6.11驻沪办事处
驻沪办事处译作Shanghai Office或Office of XX in Shanghai，如：江西省人民政府驻沪办事处Shanghai Office of Jiangxi Provincial People’s Government或Office of Jiangxi Provincial People’s Government in Shanghai。
1.6.12非常设机构
领导小组译作Leading Group；指挥部译作Headquarters；联席会议译作Joint Conference；组委会译作Organizing Committee；执委会译作Executive Committee。
1.6.13其他通名的英文译法宜参照附录A执行。
1.7专有名词
1.7.1党委（中国共产党的各级委员会）
党委译作Committee of the Communist Party of China，必要时可简作CPC Committee。
1.7.2人大（人民代表大会）
人民代表大会译作People’s Congress。
1.7.3政府（人民政府）
人民政府译作People’s Government。
1.7.4政协（中国人民政治协商会议）
中国人民政治协商会议（政协）译作Chinese People’s Political Consultative Conference，必要时可简作 CPPCC。
1.7.5法院、检察院
人民法院译作People’s Court；人民检察院译作People’s Procuratorate。
1.8层级表述
1.8.1分支机构
分局、分所等均译作Branch，如：上海市公安局长宁分局Shanghai Municipal Bureau of Public Security, Changning Branch。
公安警察署、派出所译作Police Station。
街道办事处译作Sub-district Office，如：上海市普陀区长风街道办事处Changfeng Sub-district Office, Shanghai Putuo District。
1.8.2多层级的语序
含有两个行政层级的，一般按照由高到低的层级顺序翻译，如：上海市卢湾区人民检察院Shanghai Luwan People’sProcuratorate。
含有两个以上行政层级的，一般将需要翻译的主体层级置于最前，其余按照由高到低的层级顺序翻译，如：中国共产党上海市金山区枫泾镇委员会Fengjing Township Committee of the Communist Party of China, Shanghai Jinshan District。
具有隶属关系的内设机构，一般将该机构名称前置，用“,”或介词of连接所隶属的主体部门或机构名称，如：上海市人大法制委员会Legislative Affairs Committee, Shanghai Municipal People's Congress或Legislative Affairs Committee of Shanghai Municipal People's Congress。
1.8.3多层级中的行政区划限定词
上一层级行政区划限定词一般不译出，如：上海市静安区司法局Shanghai Jing’an District Bureau of Justice。
1.9简称
组织机构的中文简称，一般应完整翻译，如：民革上海市委Shanghai Committee of the Chinese Kuomintang Revolutionary Committee。
1.10例外
市级党政机关、组织机构名称的英文译法宜参照附录A执行。
附录A中不符合上述规定的译例，为现用成熟译名，可以沿用。
2职务和职称的英译方法和要求
2.1通用名词
2.1.1书记
书记译作Secretary。
2.1.2常委（常务委员会委员）
常委（常委会委员）译作 Member of Standing Committee。
2.1.3主席、委员长、主任委员
主席、委员长、主任委员，译作Chair或Chairman。
2.1.4秘书长
秘书长译作Secretary-General。
2.1.5部长
作为某一组织机构的内设部门的部长译作Director-General或Director，如：中共上海市委宣传部部长Director-General of Publicity Department of CPC Shanghai Municipal Committee。
2.1.6主任
主任一般译作Director。
厅局级（含）以上单位的主任（局长）译作Director-General。
委员会主任可译作Chair或Chairman。
2.1.7 其他各级职务、各专业职称通用名词英文译法宜参照附录B执行。
2.2修饰、限定词
2.2.1“副”
——“副”用于党政机关领导职务时译作Vice或Deputy。
Vice一般用于表述Mayor，Chair/Chairman等的副职。如：副市长Vice Mayor，副主席、副主任委员Vice Chairman。
Deputy一般用于表述Secretary，Director，District Mayor，Township Mayor等的副职。如：副书记Deputy Secretary，副主任Deputy Director，副区长Deputy District Mayor，副处长Deputy Division Director。
常务副职，可译作First或Executive，如：常务副市长Executive Vice Mayor。
Vice或Deputy后不带连字符“-”。
——“副”用于党政机关非领导职务、专业技术职务资格名称（职称）时译作Associate。
如：副巡视员Associate Counsel，副教授Associate Professor。
2.2.2代理（主持工作）、执行、名誉
代理（主持工作）译作Acting，如：代理市长Acting Mayor。
执行译作Executive，如：执行秘书Executive Secretary。
名誉译作Honorary，如：名誉会长Honorary President。
2.2.3注册、执业
注册译作Registered或Certified。
执业译作Licensed。
2.2.4助理
助理译作Assistant。
2.2.5专业技术等级
技术等级一般用Class加罗马数字表示，例如：一级导演Class-I Director，三级公证员Class-III Notary。
3英文格式
3.1词语选用和拼写方法
3.1.1同一事物或概念，英语国家有不同表达词语的，选择国际较为通行的英文词语。
3.1.2同一词语，在英语国家有不同拼写方法的，选择国际较为通行的拼写方法。
3.1.3同一场所中的词语选用和拼写方法应保持一致。
3.2缩写
已经约定俗成的，可使用英文缩写形式，如：中国共产党CPC或CCP；中国人民政治协商会议CPPCC。
采用缩写形式应符合国际惯例。来自外来概念的中文缩略语，应使用外来概念原词的英文缩写。如：“世贸组织”应使用WTO。
3.3书写要求
3.3.1大小写
第一个词和所有实义词的首字母应大写，也可所有字母全部大写。
3.3.2字母体式
英文字母应当遵循英语的文字标准和相关规范。
组织机构英文译名中的汉语拼音字母可以使用与英文词语相同的字体。
3.3.3标点符号
组织机构英文译名中的汉语拼音可以不标声调符号。
汉语拼音中以a, o, e开头的音节连接在其他音节后面的时候，如果音节的界限发生混淆，用隔音符号（’）隔开，该符号前后不空格，如：静安Jing’an。
3.3.4换行
需要换行的，应尽量避免词中换行，无法避免的，应按音节分开，使用连接符“-”。连接符置于第一行行末。
