项目提出的背景及意义一、项目提出的背景近年来，我市肉鸡生产作为畜牧业生产的重要组成部分具备了相当的规模，成为人们生活消费的主要来源。伴随我市畜牧业产业结构的调整，以及城乡居民的生活水平不断地提高，在膳食结构上越来越趋向营养性、安全性、保健性、科学性。从人们的消费习惯的结构和未来消费的趋势来看，禽蛋、禽肉仍为广大居民消费的主要产品。从消费市场上看，肉鸡产品远销京津唐、南方沿海城市及香港等地。从肉鸡产品深加工上看，肉鸡仍然备受加工企业和消费者的欢迎。但是，我市肉鸡生产存在的问题较多：一是设备简陋，多数饲养蛋鸡户没有按标准建舍；二是管理粗放，在肉鸡饲养管理上没有执行无公害饲养标准，肉鸡生产的产量和质量不高，有药物残留；三是疫病综合控制能力弱，一些饲养户在疫病防治过程中滥用药，从而使肉鸡时时受各种疾病的威胁，特别是来自鸡瘟和禽流感的威胁；四是环境污染严重，由于鸡的排泄物没有得到有效的无害化处理，使得周边空气污浊，水源及土壤被污染。五是肉鸡屠宰加工企业规模小、设备简陋、卫生条件差。这些问题严重制约了肉鸡生产的稳定发展。随着社会消费意识、质量意识、安全意识增强，推行肉鸡标准化生产具备了最佳时机和良好的外部条件。为了打造品牌，增强禽蛋市场的竞争力，适应消费者以及市场的需求，在我市实施肉鸡标准化生产技术十分必要。引进优良品种的鸡雏，以及饲喂优质的全价配合饲料，加强示范小区建设，提高肉鸡屠宰加工水平是搞好标准化生产的保证，其意义重大，势在必行。二、项目实施的意义 建设条件一、项目区概况（一）地理位置及区域范围 葫芦岛市位于辽宁省西南部，地处辽西走廊，辽东湾北岸，东临锦州市，南临渤海，西接秦皇岛，北连朝阳市。总面积10300平方公里，总人口275万人，西南距北京市448公里，东距沈阳市260公里。绥中县位于葫芦岛市西南部，地处辽西走廊西端，称作“关外第一县”。 绥中地处东经11934至12031，北纬3959至4037。东隔六股河与兴城市为邻，南邻渤海辽东湾，西与河北省秦皇岛市山海关区、抚宁县、青龙满族自治县接壤，北靠建昌县。总面积2,765平方公里，总人口62万，县内辖25个乡镇。（二）自然资源：境内南部沿海平原广阔，西北山区中部丘陵绵延起伏，整个机构为六山三水一分田。气候宜人，属温带半湿润大陆性季风气候。年降水量平均为600-700mm，年平均气温为9.6C，冬无严寒，夏无酷暑。年平均地面温度为11.9，年平均降水量为652.5毫米，年均日照时数2,544.2小时，日照百分率为57%，平均无霜期176天。
