二、 中國大陸早期收穫項目：即台灣對於自中國大陸進口產品，依據關稅級距分2年3階段降稅，詳述如下：
l 中國大陸早收清單50～63章紡織品共計21項，依據台灣海關統計資料顯示（詳如下表）：
1. 2009年台灣自大陸進口金額為1.07億美元，佔全部早收清單(267項)進口金額(28.58億美元)之 3.74%。
2. 2007～2009年台灣自大陸進口金額分別為0.94、0.96、1.07億美元，分別佔台灣自全球進口該等產品總金額之43.69%、45.07%、53.09%。
3. 2007～2009年自大陸進口金額分別佔自大陸進口紡織品總金額之13.72%、12.19%、14.45%。
4. 近3年台灣自中國大陸進口50-63章紡織品金額分別為6.85、7.85、7.38億美元。

l ECFA早收清單降稅模式表（詳如下表）
1. 早收清單內貨品2009年稅率小於及等於2.5%項目，於ECFA早收實施第一年（2011年）1月1日立即調降為零。
2. 早收清單內貨品2009年稅率大於2.5%且小於等於7.5%之項目，於ECFA早收實施第一年（2011年）1月1日立即降為2.5%，次年（2012年）1月1日）降為零。
3. 早收清單內貨品2009年稅率大於7.5%項目，於ECFA早收實施第一年（2011年）1月1日立即降為5%，次年（2012年）1月1日降為2.5%，第三年（2013年）1月1日降為零。

l 早收清單降稅效果（詳如下表）
1. ECFA早收清單21項產品，依據本會分類原則（玻纖計入雜項紡織品）分為5大類，各類項次分別為：纖維1項、紗線6項、布類14項、成衣0項、雜項0項。
2. 該21項早期收穫項目2009年自大陸進口金額共計1.07億美元，若依據各項稅率核算2009年繳交關稅為367萬美元，依據ECFA降稅模式，2011年1月1日開始降稅，以2009年進口金額估計減少關稅約218萬美元。
