The Report on China ’s Cultural Exchanges with the World represents the findings of a research project on China’s cultural exchanges with the world in 2024 based on publically available documents, data, and case studies from various institutions. The report reveals that at the conceptual level, China’s proposals in the new era, represented by the global initiatives, not only inject vitality into China's modernization, but also presents China’s perspective on resolving global deficits through dialogues among civilizations for this turbulent and changing world. At the practical level, the cultural exchanges between China and the world in 2024 are taking a multi-dimensional development pattern, provideing lasting cultural impetus for building a community with a shared future for humanity. Over the past year, cultural exchanges between China and other countries have gained new vitality both at the conceptual and practical levels. The cultural products not only tell engaging stories about China

President Xi frequently expounded on China's vision on civilization in the new era at bilateral and multilateral regional and global occasions, including his meeting with French President Emmanuel Macron, the joint meeting by him and Italian President Sergio Mattarella with representatives attending the China-Italy Cultural Cooperation Mechanism Conference and the Dialogue between Chinese and Italian University Presidents, the conference marking the 70th anniversary of the Five Principles of Peaceful Coexistence, and the 16th BRICS Summit. He took concrete actions to deepen and consolidate cultural exchanges and mutual learning: sending congratulatory letters to the first World Conference of Classics, the 2024 World Chinese Language Conference, and the opening ceremony of the 2024 Kazakhstan Year of Tourism in China respectively, attending and addressing the opening ceremony of the China-Russia Years of Culture and a special concert celebrating the 75th anniversary of China-Russia diplomatic ties, appreciating lost Chinese cultural relics tracked down and returned by Italy together with Italian President Sergio Mattarella, writing an introduction for the exhibition

Tang China — A Cosmopolitan Dynasty (7th-10th century), calling for the establishment of a China-Arab Center of Global Civilization Initiative, advancing the Partnership Action for Mutual Learning among Civilizations and the Partnership Action for People-to-People Exchanges with Africa, and witnessing, together with South African President Cyril Ramaphosa, the signing of documents on strengthening cultural heritage exchanges. These activities set the overall tone for the entire year's cultural exchanges - equality, mutual learning, dialogue and inclusiveness. His directly involvement contributed to the implementation of the Global Civilization Initiative. The congratulatory messages and replies to the letters he received—almost a hundred in total—brought cultural exchanges deep to people's hearts.

The Global Civilization Initiative (GCI) facilitated the preservation and innovation of Chinese and foreign cultures through mutual learning and exchanges. It became a frequently used term at various international cooperation platforms, such as the Forum of Civilizations of Ancient Countries and the Conference on Dialogue of Chinese and African Civilizations, providing intellectual nourishment for the harmonious coexistence of different civilizations. In 2024, the GCI was institutionalized within the United States framework. The 78th United Nations General Assembly designated June 10th as the International Day for Dialogue among Civilizations, establishing a global consensus on mutual learning among civilizations through an international resolution for the first time. China also actively promoted exchanges and dialogues among different civilizations through the 2024 Beijing Culture Forum, the 2024 Global Forum on Hehe Culture, the 2024 Inter-Civilizational Dialogue among Shanghai Cooperation Organization (SCO) Countries, the 2024 China Internet Civilization Conference, and the exhibition titled Salvaged from the Shadows, Protecting Cultural Heritage.

The Global Security Initiative (GSI) creates a peaceful and stable environment for international exchanges. In 2024, in the face of the complexity characterized by changes and uncertainties, under the guidance of the GSI, China endeavored to create a peaceful, stable, open and inclusive environment for cultural exchanges between China and other countries. In terms of rule-making, the GSI was included in 123 bilateral and multilateral political documents, creating more favorable conditions for the exchange and mutual learning among different civilizations. In terms of platform establishment, special side events were held through platforms such as the Beijing Xiangshan Forum and the Global Public Security Cooperation Forum (Lianyungang). Through the dual drive of security dialogues and cultural exchanges, these eventsprovided

platforms for equal dialogue and mutual learning among civilizations. The cultural relics of Saudi Arabia and Iran were jointly exhibited at the Palace Museum, which was called a cultural “dividend” of the GSI by some international media.

The Global Development Initiative (GDI) improved cultural exchanges and mutual learning. In 2024, the GDI facilitated the integration of development issues and cultural dialogues, eliminating material barriers to cultural exchanges through development cooperation, and forming a virtuous cycle that synergized shared development and cultural mutual learning. As of the end of September 2024, the Group of Friends of the Global Development Initiative had attracted 82 countries to join.

This Group, together with the Global Development Knowledge Network and others, has become an important force for increasing mutual trust among civilizations. From September 2021 when the GDI was proposed to the end of 2024, China mobilized nearly $20 billion in development funding and carried out more than 1,100 projects, supporting mainly projects for public well-being in other developing countries, to promote shared benefits of development and reduce economic inequality in cultural dialogues, and to enhance mutual trust through concrete development achievements. The outcomes of multiple projects have facilitated mutual empowerment of development and cultural agendas.

In 2024, through multi-dimensional innovative practices, the BRI successfully created an exemplary platform for sino-foreign cultural exchanges. First, infrastructure connectivity broadened and deepened cultural exchanges. The China-Europe Railway Express became a mobile cultural corridor, while digital infrastructure broken down barriers and bridged the digital gap in cultural dialogues. Second, mechanisms and platforms helped to bring a global reach for the BRI. China signed agreements on mutual recognition of academic qualifications in higher education with 45 participating countries or regions, and signed cooperation documents in the fields of culture and tourism with nearly 150 participating countries, promoting educational equity and social integration and providing cultural support for global development.

This framework provided enduring cultural momentum toward building a community with a shared future for humanity.

Under this agenda, policies facilitating entry procedures for foreigners, educational cooperation between China and other countries, and international collaboration on green transition also underwent continuous improvement. Regarding institutional platforms, the tourism and cultural capital mechanism within the Shanghai Cooperation Organization, the upgrading of the Asian Alliance for Cultural Heritage Protection to an intergovernmental organization, and the China-Africa-UNESCO High-level Dialogue on Cooperation in Education and Cultural Heritage Protection all propelled mutual learning among civilizations to unprecedented levels.
