3、制度的实施细则(1)关于建立领导干部函询、谈话、诫勉制度的 实 施 细 则 为了及时了解和澄清领导干部问题的真实情况,有针对性 地做好干部教育、管理、监督工作,努力建设高素质队伍,适应我县经济社会发展的需要,特制定本细则。 第一条 本细则适用于党政机关、人大机关、政协机关、审判机关、检察机关以及社会团体、群众组织、企事业单位的副科级以上(含副科级非领导职务)领导干部。 第二条 在干部考察、考核、党委(党组)民主生活会、群众举报反映的涉及领导干部政治思想、道德品质、廉政、勤政、选人用人、工作作风等方面的问题(除执纪执法机关已经或准备立案查处的,或无具体事实情节的匿名反映的除外),可采取组织函询的

5、则,不按标准,不遵 守程序,造成不良影响的;(7)不服从组织调动的。 第三条 对领导干部实行函询、谈话、诫勉由干部教育 监督科、干部科根据掌握的情况提出,函询由部长或分管部长确定;谈话由部长办公会确定;诫勉由县委、县政府分管领导和县委组织部研究确定。 第四条 接到函询通知书的领导干部,要认真地实事求 是地对函询的问题写出书面材料,并在15天内回复。回复 的内容包括:说明事实真相、情节、经过,分析存在问题的原因和改正措施。无故不按时回复的,应对本人进行批评教育,并责令尽快回复。 第五条 接到谈话通知的领导干部,要在规定的时间、 地点接受谈话,对无故不按时参加谈话者,要进行批评教育。 谈话由县领导
6、和县委组织部负责。 第六条 诫勉采取书面形式,接到诫勉通知书的领导干 部,应自觉反省,一周内写出整改措施,报县委组织部。诫勉期为二年。每三个月写一次思想汇报,并于第三个月底前送县委组织部,最后一次思想工作汇报应写全年的全部情 况,并于到期前半个月送县委组织部。诫勉期内不得提拔重用,不予调整工作,不能评优评先。诫勉期满后,被诫勉者要写出思想工作情况汇报,由县委组织部进行考核,根据表现情况,提出是否解除诫勉意见,按干部管理权限研究决定。 表现实出的,可提前解除诫勉,提前时间不超过半年;表现较好、改正错误的,诫勉期满解除诫勉;表现较差、又出现新问题的,视情节轻重采取必要的组织措施,严重者移交执纪执法
