第一条 本细则适用于党政机关、人大机关、政协机关、审判机关、检察机关以及社会团体、群众组织、企事业单位的副科级以上（含副科级非领导职务领导干部。
第二条 在干部考察、考核、党委（党组）民主生活会、群众举报反映的涉及领导干部政治思想、道德品质、廉政、勤政、选人用人、工作作风等方面的问题（除执纪执法机关已经或准备立案查处的，或无具体事实情节的匿名反映的除
外），可采取组织函询的形式，要求领导干部本人对所函询 的问题，书面如实向党组织讲清楚。对确实存在一定问题尚不够追究党纪政纪处分的，组织应对其谈话教育，劝其改正。 凡领导干部存在下列问题，可直接给予诫勉：（1）对党的 路线、方针、政策以及上级的决定、决议贯彻不力，造成较大损失或不良影响的；（2）在工作和生活中，不能严格要 求自己，违反上级有关廉洁勤政规定的；（3）不认真履行 民主集中制原则，在班子中制造矛盾，闹不团结，贻误工作的；（4）缺乏事业心和进取精神，工作不负责任，作风漂 浮，未完成岗位目标的；（5）在干部考察和民主评议中， 不称职票达l/3的，经组织考察确有问题的；（6）在选拔 任用干部中，违反《条例》，不坚持原则，不按标准，不遵 守程序，造成不良影响的；（7）不服从组织调动的。
第三条 对领导干部实行函询、谈话、诫勉由干部教育 监督科、干部科根据掌握的情况提出，函询由部长或分管部长确定；谈话由部长办公会确定；诫勉由县委、县政府分管领导和县委组织部研究确定。
第四条 接到函询通知书的领导干部，要认真地实事求 是地对函询的问题写出书面材料，并在15天内回复。回复 的内容包括：说明事实真相、情节、经过，分析存在问题的原因和改正措施。无故不按时回复的，应对本人进行批评教育，并责令尽快回复。
第五条 接到谈话通知的领导干部，要在规定的时间、 地点接受谈话，对无故不按时参加谈话者，要进行批评教育。 谈话由县领导和县委组织部负责。
第六条 诫勉采取书面形式，接到诫勉通知书的领导干 部，应自觉反省，一周内写出整改措施，报县委组织部。诫勉期为二年。每三个月写一次思想汇报，并于第三个月底前送县委组织部，最后一次思想工作汇报应写全年的全部情 况，并于到期前半个月送县委组织部。诫勉期内不得提拔重用，不予调整工作，不能评优评先。诫勉期满后，被诫勉者要写出思想工作情况汇报，由县委组织部进行考核，根据表现情况，提出是否解除诫勉意见，按干部管理权限研究决定。 表现实出的，可提前解除诫勉，提前时间不超过半年；表现较好、改正错误的，诫勉期满解除诫勉；表现较差、又出现新问题的，视情节轻重采取必要的组织措施，严重者移交执纪执法机关查处。
第七条 对函询或谈话中故意隐瞒事实真相，欺骗组织 的，一经查实，要予以严肃处理。
第八条 领导干部函询回复材料、谈话记录材料、诫勉 通知书、诫勉对象的考察情况、解除诫勉的决定等材料，由干部教育监督科统一保管。
第九条 本细则由县委组织部具体组织实施并负责解释。
第十条 政法和宣传系统副科及副科以下干部的函询、 谈话、诫勉由县委政法委和宣传部参照本细则办理；各乡镇、 各单位党委(党组)对副科级以下干部的函询、谈话和诫勉，参照本细则办理。、

第一章 总则
第一条 为进一步加强对党员领导人员和管理人员的廉洁从业教育，注重预防，强化监督，
促进企业党风廉政建设责任制的落实，根据《中国共产党党内监督条例（试行）》和集团公司
《关于对党员领导人员和管理人员进行廉洁谈话和函询的实施办法（试行）》的要求，结合本
公司实际，制定本实施细则。
第二条 本实施细则适用于中国移动通信集团有限公司（以下简称“公司”）党组管理的
领导人员（简称“领导人员”）和所属企业党委管理的人员（简称“管理人员”）。
第二章 廉洁从业谈话
第三条 廉洁从业谈话分为预防性谈话、新任职前谈话和提醒谈话及诫勉谈话。 预防性谈话，是指对领导人员和管理人员进行廉洁从业谈心式教育，每半年一次，一年
两次；
任职前谈话，就是对新聘任或岗位交流的领导人员和管理人员进行任职前谈话，要求其
在上任时，向组织和员工作出廉洁从业承诺，自觉接受组织和员工的监督； 提醒谈话，就是对有群众反映的领导人员和管理人员进行谈话，提醒其有则改之，无则加勉；
诫勉谈话主要针对有违纪苗头、尚不需要给予党纪处分的领导人员和管理人员进行谈
话教育，提出警诫并限期改正，汲取教训，注意检点自己言行。
第四条 预防性谈话的主要内容：
1、与所属企业党委书记、总经理谈话的主要内容：
（1）领导班子及本人执行党风廉政建设责任制，领导党风廉政建设和反腐倡廉工作的做
法、成效和基本经验。
（2）领导班子及本人遵守党纪国法，贯彻执行中纪委、集团公司、***公司有关廉洁从
业规定的情况。
（3）本人执行《若干规定》和落实“三重一大”事项集体决策制度的情况。
（4）本人执行报告个人有关事项规定的情况。
（5）本单位在一个时期出现苗头性、倾向性的重点问题，需要提醒领导班子成员加以注
意的情况。
（6）领导班子及本人贯彻民主集中制原则，接受组织和群众监督的情况。
（7）加强企业党风廉政建设，做好反腐倡廉工作的意见和建议。
2、与所属企业领导班子其他成员谈话的主要内容：
（1）本人及所分工范围内执行党风廉政建设责任制和反腐倡廉工作的做法、成效和基本
经验。
（2）本人遵守党纪国法、上级企业和本企业有关廉洁从业规定的情况。
（3）本人贯彻民主集中制原则，接受组织和群众监督的情况。
（4）本人执行《若干规定》和落实“三重一大”事项集体决策制度的情况。
（5）本人执行报告个人有关事项规定的情况。
6）对本单位抓党风廉政建设和领导人员、管理人员廉洁从业工作的意见和建议。
3、与部门正副主任谈话的主要内容：
（1）本人及本部门或所分管范围内执行企业党风廉政建设责任制的做法、成效和基本经
验。
（2）本人及本部门遵守党纪国法和上级企业及本企业有关廉洁从业规定的执行情况。
（3）本人发扬民主，自觉接受监督的情况。
（4）本人遵守廉洁从业规定，以身作则的情况。
（5）本人执行报告个人有关事项规定的情况。
（6）对本部门抓党风廉政建设和领导人员、管理人员廉洁从业工作的意见和建议。
4、与县（市、区）分公司经理人员和工程公司下属单位经理人员及***公司相关部室（含
中心）下设的室正副主任谈话的主要内容：
（1）本人和本单位执行企业党风廉政建设责任制的做法、成效和基本经验。
（2）本人和本单位遵守党纪国法和上级企业及本企业反腐倡廉规章制度的情况。
（3）本人民主作风和接受组织、群众监督的情况。
（4）本人执行廉洁自律各项规定，廉洁从业的情况。
（5）本人执行报告个人有关事项规定的情况。
（6）对本单位开展党风廉政建设和领导人员廉洁从业工作的提出意见和建议。
第五条 新任职前谈话的主要内容：
（1）正确对待和使用权力、改进和转变工作作风。
（2）坚持民主集中制，贯彻落实党风廉政建设责任制。
（3）遵纪守法，带头廉洁自律。要求上任时向组织和全体员工作出廉洁从业承诺，自觉
接受监督等。
第六条 提醒谈话的主要内容：
（一）群众反映有违反廉洁从业规定的行为，虽经调查核实没有查出问题，但需要提醒
其加以注意的；
（二）负责组织领导或参与本单位“三重一大”事项，或在管理人、财、物等关键岗位
工作时间较长，需要提醒其增强廉洁自律意识的；
（三）所在单位在一个时期出现了苗头性、倾向性的重点问题，需要提醒领导班子加以
注意的；
（四）其它需要进行提醒谈话的。
第七条 诫勉谈话的主要内容：
（一）不能严格遵守党的政治纪律，贯彻落实党的路线方针政策和上级党组织决议、决
定以及工作部署不力的；
（二）不认真执行民主集中制原则，作风专断，或者在领导班子中闹无原则纠纷的；
（三）不认真履行职责，给工作造成一定损失的；
（四）搞华而不实和脱离实际的“形象工程”、“政绩工程”，铺张浪费，造成不良影响的；
（五）不严格执行领导人员选拔任用相关规定，用人失察失误的；
（六）不严格执行廉洁自律规定，造成不良影响的；
（七）其他需要进行诫勉谈话的。
第八条 谈话的方式和程序：
（一）***公司纪检组长负责与***公司各部门主任、所属各企业党委书记、总经理进行
预防性谈话和任职前谈话，也可委托***公司纪检组监察室主任同其谈话；必要时，可与各单

位、各部门的班子成员集体谈话。
