47、有消防站13个,但现仅建成7个,占应有数的53.8%,尚缺6个,占应有数的46.2%,其中,自治区要求柳州应有两个特勤消防站,但日前全市仅有1个,占应有数的50%。这给全市消防安全布局带来严重的安全隐患,加上有关消防设施滞后,消防装备不足,因此,预防、扑救和防御火灾的整体能力,难以适应新形势下保障安全的需要,给防火、灭火和抢险救援工作带来沉重的压力和严峻的挑战。因此,加强消防站特别是特勤消防站的建设,是柳州市消防工作的当务之急。2 本建设项目,是实施柳州市城市消防规划(19992015)、柳州市“十五”期间消防工作发展规划和柳州市消防事业发展规划(20032010年)的需要柳州市人民政府于20
48、00年8月批准的柳州市城市消防规划(19992015)明确指出:柳州市消防设施、安全布局及预防、扑救火灾能力的现状已不能适应城市建设、经济和社会发展的需要。消防部门要抓紧制订具体改善措施,根据柳州市财力,按轻重缓急分步实施,确保我市消防安全。为此,确定了柳州市消防工作的近期发展目标:要以消防改革与发展纲要和国家有关消防规范的要求为目标,逐步建立起消防法制健全、宣传教育普及、监督管理有效、基础设施完善、技术装备良好、体制合理、队伍强大、训练有素、保障有力、能适应柳州经济发展和城市建设特点的城市消防安全系统。在具体目标上,该规划规定,在近期内,柳州市市区要建成13个消防站(现已建成7个),一个指挥
