43、,担负的责任区总面积96.6km2;各类用房总建筑面积16353平方米;整个支队人员编制380人;消防车辆配编37辆,现实有30辆(其中:特种车 辆);119线4对,手持对讲机40台,基地电台7台;接警方式为集中接警,调度方式主要为无线调度(上述情况详见附表1)。在中共柳州市委、市政府、武警广西消防总队领导、全市各有关部门和单位的大力支持及市公安消防支队全体官兵的共同努力下,当前,柳州市的消防工作取得了长足的发展,为保卫国家和人民的生命财产安全,促进和保障全市经济社会发展,发挥了重要的作用。但是,由于柳州市经济和城市建设发展很快,城市规模不断扩大,高层建筑一天天增多,火灾不断增加,而消防设施及

44、装备滞后于经济建设的问题越来越为突出,全社会防御火灾的整体能力仍然较低,预防和扑救火灾及抢险救援综合功能仍不适应形势发展的需要。主要表现为:消防基础设施不能与城市建设同步发展,城市消防安全布局尚存在着较大的隐患,目前市区尚缺6个消防站,占市区应建总数的46.2%(其中:按规定尚缺一个特勤消防站)。还缺一个全市性的消防训练基地;消防水源覆盖率仅达71.7%,尚欠28.3%;现有的消防车辆及装备,未能按国家规定的标准配备;此外,在消防供水、供电、通道、通讯和信息等方面的建设,尚需进一步与城市建设同步实施,各项消防建设尚需进一步加强,尤其,再建一个阳和特勤消防站更为需要。2 编制依据本项目建议书是受

45、柳州市公安消防支队的委托,依据以下资料进行编制的。柳州市公安消防支队委托柳州市投资咨询服务公司编制该项目的项目建议书的委托书中华人民共和国消防法城市消防规划建设管理规定城市消防站建设标准柳州市城市消防规划(19992015)柳州市“十五”期间消防工作发展规划柳州市消防事业发展规划(20032010年)柳州市公安消防支队提供的有关资料投资项目可行性研究指南柳州市建筑工程造价指数第二章 项目提出的必要性和依据根据柳州市城市总体规划、阳和工业园区的规划及消防事业发展的需要,新建阳和特勤消防站是十分必要的。1、本项目的建设,是适应柳州市消防形势发展的需要 “九五”期间,在中共柳州市委、市人民政府及广西

46、武警、公安消防总队的领导、全市各有关部门、单位的支持及柳州市公安消防支队全体官兵的共同努力下,在邓小平理论及“三个代表”的学习实践中,柳州市的消防工作取得了显著的成绩,遏制了重特大火灾的上升势头,杜绝了群死群伤恶性火灾事故的发生,火灾形势趋于稳定,为保护国家和全市人民财产安全,促进柳州经济和社会发展,发挥了重要的作用。但是,改革开放以来,柳州市的经济和城市建设发展很快,城市规模不断扩大,高层建筑越来越多,火灾形势越来越为严峻,而全市的消防站和消防装备设施滞后于经济和城市建设发展的问题显得越来越为突出。如仅就消防站而言,按公安部、建设部和国家计委批准的城市消防站的建设标准的要求,当前,柳州市区应

47、有消防站13个,但现仅建成7个,占应有数的53.8%,尚缺6个,占应有数的46.2%,其中,自治区要求柳州应有两个特勤消防站,但日前全市仅有1个,占应有数的50%。这给全市消防安全布局带来严重的安全隐患,加上有关消防设施滞后,消防装备不足,因此,预防、扑救和防御火灾的整体能力,难以适应新形势下保障安全的需要,给防火、灭火和抢险救援工作带来沉重的压力和严峻的挑战。因此,加强消防站特别是特勤消防站的建设,是柳州市消防工作的当务之急。2 本建设项目,是实施柳州市城市消防规划(19992015)、柳州市“十五”期间消防工作发展规划和柳州市消防事业发展规划(20032010年)的需要柳州市人民政府于20

48、00年8月批准的柳州市城市消防规划(19992015)明确指出:柳州市消防设施、安全布局及预防、扑救火灾能力的现状已不能适应城市建设、经济和社会发展的需要。消防部门要抓紧制订具体改善措施,根据柳州市财力,按轻重缓急分步实施,确保我市消防安全。为此,确定了柳州市消防工作的近期发展目标:要以消防改革与发展纲要和国家有关消防规范的要求为目标,逐步建立起消防法制健全、宣传教育普及、监督管理有效、基础设施完善、技术装备良好、体制合理、队伍强大、训练有素、保障有力、能适应柳州经济发展和城市建设特点的城市消防安全系统。在具体目标上,该规划规定,在近期内,柳州市市区要建成13个消防站(现已建成7个),一个指挥

49、中心和一个训练中心。 为了落实柳州市城市消防规划(19992015)制定的消防工作目标,使全市的消防工作与时俱进,能与经济和城市建设同步发展,柳州市“十五”期间消防工作发展规划和柳州市消防事业发展规划(20032010年)还明确要求:2005年底前,要启动阳和特勤站等3个消防站和1个消防训练中心的建设,使柳州市区建成区的消防站总数达到规划建站总数的70%。3 本建设项目,是完善柳州市消防站合理布局的需要柳州市消防站担负着防火、扑救火灾和抢险救援的重要任务,是城市消防基础设施的重要组成部分。近几年来,柳州市城市建设发展很快,市区建成区不断扩大。但由于受到柳州市财力不足的制约,全市消防站的建设速度缓慢,现有的消防站数量达不到国家标准的要求,在布局上无法满足城市发展对消防安全的需要。如柳州市市区建成区现已达92km2,按国家标
