I. General information of project
1. Proposal scope
The project is for temporary facilities A in the relocation project of Wuxi Buhler Machinery Plant. Proposal scope includes temporary walls, offices, toilets, entry/ exit, guardroom, ground leveling, roadbed of temporary road, outdoor/ indoor water and electricity supply and other items on the construction drawings.

Site conditions: Construction site is large, facilitates transportation of Construction materials and equipments, and matches with Construction conditions for auxiliary works and outdoor works.
II. Construction features:
1. Quality
The project construction covers several disciplines and raises higher quality. Therefore good quality shall be kept in mind through the construction process. Pool efforts to improve project management system, optimize construction technical proposal, strengthen technical handover, strictly control material quality and process check, intensify protection for semi-products and finished products so that quality of each section, item and step is guaranteed optimum to establish one model project.
2. Schedule
Main bottle-neck of the project is urgent schedule. To meet the schedule requirement and finish all auxiliary buildings, outdoor water and electricity supply, road pavement, and ground within the main schedule, we will pool sufficient labor, machines and equipments and turnover materials on the one hand. And on the other hand we will prepare one detailed Construction schedule, reasonably allocate Construction, conduct multi-processes simultaneously as possible and strictly control essential processes to guarantee required schedule or for advance completion.
3. Safety
Safety management is the important part of project management. Large quantity of labor and mechanical equipments, broad construction area and much safety protection workload raise higher requirement for safety management, one dynamic management.
5. Civilized construction
Project locates in the WND so that it is necessary to ensure civilized construction in the defined area and protect surrounding environment. Meanwhile noise and drainage of construction sewage shall be controlled.
6. Construction preparations and resource allocation
It is required to make early plan for construction preparations, on-site general layout, organization of resources and entry/ exit arrangement because of large quantity of labor and mechanical equipments.
7. Construction difficulties of main works
(1) Works of outdoor/ indoor water and electricity supply and in-plant temporary roads makes coordination hard.
(2) Water-proof and decoration of temporary colored-sheet roof is one of the essential parts of whole project. Adopt reasonable and economic technical proposal and coordinate processes reasonably so that schedule and quality is guaranteed and construction cost is reduced.
8. Cost control
To provide satisfactory service and make proper contributions to owner, project will adopt competition policy with preferential price. Therefore profit can only be maximized by controlling and reducing project cost by methods such as preparing cost plan, implementing cost control, strengthening cost estimation, strictly controlling cost evaluation and optimizing construction technical proposal.
Chapter Ⅱ Project targets and control of Construction schedule
I. Project targets

Guarantee 100% qualification within once acceptance
2. Target of start/ completion date and schedule
If we won in the bid competition, we guarantee to finish all works within 30 calendar days on September 26th 2008. Construction schedule will start from August 28th 2008 and end on September 26th 2008.
3. Target of safety and management for civilized construction
Try our best to create the civilized construction site and avoid any injury.
II Control of construction schedule
Schedule target is to finish all works within guaranteed period. Detailed arrangement please refers to network control diagram of construction schedule. Considering large quantity of workload and urgent schedule, we will draw up plan details and offer assistance in the view of organization mechanism.
(1) Organization assistance
Project will be conducted in close compliance with project standards to ensure organization assistance, sufficient and competent labor and each worker with special assignment.
(2) Reasonable planning
Prepare construction organization design and construction plan before construction and strictly enforce them after they are reviewed and approved by supervision engineer. Prepare the general schedule plan, monthly plan and 10days plan. Persist on the system of weekly meeting to check and implement performance of plans.
(3) Proper management
1. Control management of mechanical equipments
Ensure entry of mechanical equipments as scheduled. Combine and coordinate construction machineries during equipment allocation to achieve optimum effect. Pay more attention to maintenance and service to improve intactness and usage of mechanical equipments.
2. Carry out all bylaws
Our bylaws are relatively complete. During the construction, conduct all management systems with focus on system of post responsibility. Take full use of effects of all functional units upon operation to ensure construction schedule and good construction quality. Eliminate any bad occurrence like idleness and reworking.
3. Develop work competition and emphasize stimulation system
We always develop various kinds of work competition during construction of undertaken projects to inspire working passion, quicken project schedule, improve construction quality, reduce construction cost, create more economic benefits, increase staff’s income, and advance enterprise development. For this project, we will continue on effective work competition and utilize flexible stimulation system to ensure success.
