一、主导思想
坚持“百年大计，教育为本；教育大计，教师为本”的思想，21世纪的教育是开放的、创新的教育，教师必须有适应新时代要求的教育观、教师观、学生观、人才观和质量观；必须掌握现代教育技术，能够积极参与教育科研，会教育科研，在教育中勇于探索和创新。因此，要认真学习《基础教育课程改革纲要（试行）》，《面向21世纪教育振兴计划》、《国家中长期教育改革和发展规划纲要(2010-2020年)》《贵州省中长期教育改革和发展规划纲要（2010—2020年）》，切实落实《贵州省“十二·五”（2011-2015年）中小学教师继续教育工程方案》，毕节市教育局文件（毕市教字【2011】28号）》《关于“十二五”（2011—2015年）中小学教师继续教育工程方案》，努力提高教育教学观念、专业知识、理论水平、教育教学方法、科研能力、管理能力。适应基础教育改革发展和全面推进素质教育的需要。努力培养一批师德高尚、业务精良的教师；大力开展各类竞赛活动，充分调动我校教师的积极性。
二、目标要求
1.扎实抓好以“一德四新”为主要内容的全员培训。切实转变教师思想和教学方式，形成新的课程观、教学观、教师观、学生观、质量观、评价观。
2.努力推进各项专项培训。优化我镇教师结构，提高管理者水平。
3.再掀“课堂技能大比武”的全员训练高潮。优化课堂教学结构，加大教师集体备课的管理力度，促进教学资源共享，提高课堂教学效率。
4.坚持以校本培训为主的培训模式。整合各校教育教学资源，灵活多样地提高教师的业务水平。
5.努力完成规定培训任务，提高培训质量，完成培训作业。切实提高教师实施素质教育的能力和水平。
6.抓好课题研讨和案例评析。
7.开展公开课、优质课、示范课、说课、听评课、课题探讨、教学反思等活动。切实掌握教学新技术。
8.检查教师培训的阶段性情况，督促教师完成各类培训任务，检查教师继续教育情况，及时总结经验，查漏补缺，推进工作。
9.及时完善教师继续教育培训考核登记表。
三、主要工作
1.继续开展教师职业道德教育。认真组织学习《中小学教师职业道德规范》、《公民道德实施纲要》、《中小学教师礼仪规范》；组织教师观看《师表风范—全国优秀教师师德报告会专辑》，《职业道德启思录》，以增强“责任感”和“生命感”为主题。以地区教育局出台的学校、校长、教师“十个不”承诺为重点组织开展工作。认真执行《中共七星关区纪律检查委员会》《中共七星关区委组织部》出台的《干部作风行为规范“四要十不准”》。组织开展以“内强素质，外塑形象”为主题的系列师德教育活动，全面实施“师表工程”，营造学校人人都是德育教师，处处都是德育环境、课课渗透品德教育的“三维育人环境”，塑造教师高尚的道德行为，引领教师履行为人师表，教书育人的神圣职责。结合地区实施素质教育和加强未成年人思想道德建设对教师的要求，抓住当前师德建设中的薄弱环节，以及社会关注的焦点、热点问题，通过集中培训、自主学习、专题讨论、撰写心得等形式认真开展师德教育。做到爱校如家，爱生如子。强化“关爱贫困生、关爱学困生，关爱特殊生，杜绝体罚学生，歧视差生，杜绝伤害学生心理”的爱生活动。在师生中广泛开展“我心中的好老师”和“我为人师”征文活动和演讲比赛活动。学年末对我校所有教师进行考核和对所有学校进行考评，评出“文明班级、文明学校，师德标兵，师德优秀教师”予以奖励。
2.鼓励教师参加各种形式的学历提高培训。根据我镇各校教师专业结构情况，坚持在职提升为主、脱产学习为辅，学用一致、学以致用的原则。稳步推进我镇教师学历提升工作，通过实施教师学历提高培训，40岁以下教师5年内基本达到本科，到2015年，实现我镇小学教师大专化达到80%以上，初中教师本科文凭及以上学历者达到70%以上。
3.抓好骨干教师培训。通过理论学习、教学实践、信息技术运用、教育科学研究及上级组织专家指导等形式，培养教师的教育创新思维能力、学科知识拓展能力、信息技术运用能力，增强教师认识问题、分析问题、解决问题的能力，提升教育科学研究能力。培养一支热爱职业教育事业、富有开拓创新精神、具有较高政治教育素养和专业化水平的教师队伍，制定骨干教师考核表对我校骨干教师进行考核，对没有认真完成骨干教师工作的坚决取消骨干教师称号，建立骨干教师档案。完成上级组织的骨干教师培训和二级培训任务。
4.加强计算机和多媒体教学，争取所有任课教师能够自制课件，并熟练地利用现有设备辅助教学。
5.落实新教师培训。凡教龄在一年内或见习期的教师，各校必须对其进行培训，培训不得少于60学时。培训内容主要以课堂教学设计与组织的基本技能、班主任工作能力培养等为主要内容，以提高课堂教学能力为重点，教育教学中的指导、考核、要求、建议、督促、所任学科的课标、教学内容、教学方法、班主任工作等。切实帮助新教师尽快提高政治业务水平。新教师指导听课情况。汇报课、教师基本功比赛。培训学习总结、教案、读书笔记、教育教学心得体会等由教务处负责。
6.继续抓好集体备课。进一步落实每月最后一周的周六、周日的集体座谈，讨论总结、反思，认真落实“五固定”，即：固定备课时间、地点、人员、集体备课；固定备课内容；固定安排中心发言人，中心发言人进行说课，大家一起评议；固定修改，各老师把领到的教案自己阅读、熟悉后，根据中心发言人的备课、自己班的学生实际情况、自己的教学风格、教学特色*情况，对教案进行修改，实现二次备课；固定反馈，下次活动必须讨论上一次集体备课后各教师在具体课堂教学中的感受和实际情况。并将成功与失败做好认真的记录，对存在的问题进行探讨。
7.夯实校本培训。狠抓基本技能训练，提高教学艺术：组织教师参加教学业务竞赛；指导教师总结教育教学的典型案例；开展说课活动和公开课、评优课、展示课、课题研讨课、示范课的评课活动。
8.构建“想读书、会读书、读好书、好读书”教师学习氛围。由各位教师根据自己的个性、生活经历、工作经历不同，教师自行购书，满足教师的个性化需求。每周一业务1小时学习时间作为学校安排的教师集体学习时间。每期开展一次教师优质课竞赛活动。每期开展一次教师知识竞赛活动，读书交流活动，每位教师在活动时都带上自己所读书籍或读书笔记，将自己在书中的收获和最大体会与其他教师交流。在交流书籍、共同阅读探讨中，能促进彼此个性、思想观念的融合，从而更好地合作，增进教师集体的凝聚力。学校将提供资金保障并评选优秀表彰。学校倡导学习的主要书籍有：

四、主要工作措施
1.组织管理：学校成立“继续教育工作领导小组”，组长由校长担任，成员由学校相关领导及相关职能部门负责人担任。
2.经费保障：教师继续教育经费纳入年度经费预算，用于教师继续教育的培训、教科研、购书、考察等活动。严格实行专款专用，以保障教师继续教育的落实。
3.制定计划：学校每年度制定计划，各学科教研组每学期制定计划，个人每学期制定自身学习计划。
4.营造学习氛围：在全校上下营造“人人学习、终身学习”的氛围，提供图书材料、推荐优秀书目、开展读书心得交流活动，在全体教职工中开展爱事业、爱学校、爱学生的“三爱”师德系列教育活动。
5.制定制度：学校制定继续教育考核认定制度，把教师继续教育纳入教师的年度考核，使之常规化、制度化。
五、具体任务是：
1.大寨片区（杨静、周钰忠）、灯塔片区（赵祖友）、大塘片区（李松）、渭河片区（李啟芬、吴道前）、中心校本部（谢锦、曹天松）负责对2010年、2011年新分未参加岗前培训的教师进行60学时的业务和理论培训。
2.各校各教研组一学期要完成8次集体备课，8次集体评课，2个课题探讨。帮助教师解决教育教学中的问题或困惑5个以上。2次以上理论学习。
3.每个教师一学期有1篇优质教案。上1—2节公开课。拟写2011—2012学年度继续教育自学提升计划。说一次课。参与两次以上集体备课、上课、评课、说课活动，两次课例或案例研究等活动。
4.各校间周安排1—2节师训课，具体落实在课表上，保证集中学习培训时间。师训可采取面授与自学、评析与讨论、合作与研究等形式进行，弥补完善本轮培训任务。
5.每月开展一次课堂教学总结、交流、讨论活动。
6.大量开展教师交流上课活动，完善教师课堂评价体系。
