ANNEX 1 Technical Agreement
1. 总那么General
1.1 本技术协议适用阿曼SALALAH电厂和水厂工程数字程控交换机, 播送呼叫及通信电源设备的订货。它对设备的功能设计, 结构, 性能, 安装和试验等方面的技术进行了说明。供方提供相关的技术图纸, 计算书和资料等，以备业主确认。
1.1 This specification applies to the purchase of digital program-control exchange, broadcast call and communication power supply for Salalah gas-fired unit project The specification defines the technical requirements of function, structure, performance, installation and testing of the equipments. The supplier provide and furnish the relevant technical drawings, calculation sheet and documents for the owner’s confirmation.
1.2 本技术协议书是产品订货合同的附件，与合同具有同等法律效力，在协议签订后，各方应按时交换资料，满足各方设计和制造进度的要求。资料交付进度是付款考核条件，具体见附件2.
The technical agreement is the annex attached with the purchase contract, equally legally effective with the contract. Once signing the agreement, each party shall exchange the documents on time to meet the design and manufacture progress requirements. The documents delivery progress is the payment evaluation terms and conditions, see ANNEX2 for details.
1.3 本技术协议所提及的要求和供货范围都是最低限度的要求，并未对一切技术细节作出规定，也未充分地详述有关标准和标准的条文，供方保证提供符合本技术协议和工业标准的功能齐全的优质产品及其相应效劳。
The technical agreement defines the minimum requirements on mentioned requirements and supply scope, and neither fully specifies all the technical details nor relevant standards and specification text. The supplier shall provide top quality products and corresponding service with complete function complying with the technical agreement and the industry stardard.
1.4 本技术协议附件9为阿曼SALALAH电厂和水厂工程主合同对数字程控交换机, 播送呼叫及通信电源设备设备的技术要求，供方提供的数字程控交换机, 播送呼叫及通信电源设备设备不但要满足本技术协议书的要求，同时也要满足附件9英文局部的要求，本技术协议书〔包括英文局部〕与合同正文具有同等的法律效力。
The annex 9 of the technical agreement is the technical requirements for digital program-control exchange, broadcast call and communication power supply for Salalah gas-fired unit project. The digital program-control exchange, broadcast call and communication power supply supplied by the supplier shall not only meet the requirements of the technical agreement, but meet the annex 9 requirements in english. The technical agreement including the english part shall have same legal effectiveness as the contract text.
1.5 在签订合同之后，需方有权提出因标准, 标准和规程发生变化而产生的一些补充要求，具体工程由供, 需双方共同商定。
Once signing the contract, Buyer reserves his right to supplement the contract arisen from the change of code, standards and regulations, in which the Supplier shall cooperate on negotiation.
1.6 本技术协议书采用IEC标准，假设本技术协议书〔包括英文局部〕采用的标准与供方执行的标准发生矛盾，按较高标准执行。
IEC standard applies to the technical specification, in case the applied standard and implemented standard of the technical specification including the technical agreement in english differs, the higher standard shall be applied and implemented.
1.7 供方所供设备按照阿曼有关法规, 标准, 标准等的要求，负责取得阿曼有关部门对其产品, 文件, 图纸的审查和批准。
The equipments supplied by the supplier should be organized by the owner according to the Salalah related laws, codes and standards; the supplier also assist to achieve the review and approval for the products, files and drawings with related departments in Oman.
为使设计, 制造, 安装程序符合阿曼标准以确保供方提供的产品满足需方要求而能够顺利进入阿曼市场，供方准备好所需资料并提交相关检验机关取得批准，山东电力建设第三工程公司负责与阿曼有关方面的联系工作，为供方的认证工作提供必要的协调及帮助，并派相关技术人员积极配合，直至供方获得阿曼检验机关的批准。必要时山东电力建设第三工程公司联系阿曼相关检验机关或相关专家前往供方对设计工作进行指导，费用由供方负责。
To make the design, manufacture and installation procedures meet the compulsory Salalah codes and standards to further ensure the products provided by supplier met the buyer’s requirements and smoothly enter into Salalah market, SEPCOIII is responsible for the coordination with the Salalah end. The Supplier shall prepare the required documents and submit to the inspection authorities for the approval and sent technical personnel for positive coordination till the approval is granted by Salalah inspection authority. If necessary, SEPCOIII will invite the Salalah authorities and experts to go to the Supplier for instruction where the supplier shall take care of the cost.
供方在进行认证过程中，为使认证工作进度满足交货进度，需方有权进行监督并提出合理的整改意见。供方安排足够有经验的人员来进行认证工作，确保能在资料正常审查所需时间内通过阿曼官方批准，因资料准备不充分, 认证人员经验缺乏等供方的原因而造成影响交货进度及工期，由供方承当；山东电力建设第三工程公司以EPC总承包身份全力负责为供方的认证工作协调好与阿曼相关人员的工作，并安排认证专员积极配合供方进行认证资料提交工作，直至通过批准。
During the authentication, Buyer is entitled to supervise the process and present reasonable advices on corrections/modifications to ensure the working schedule will meet the delivery schedule. The Supplier shall send experienced engineers for the authentication work to ensure the document can pass the Saudi Arabia official approval timely. If the document is not prepared sufficiently or the engineers for authentication are short of experience, the Supplier shall be responsible for the delivery schedule and project schedule. As EPC general contractor, SEPCOIII will coordinate the authentication work between the Supplier and Salalah relevant individuals, and send dedicated authentication officers to cooperate with the Supplier actively for the submission of the authentication data till obtaining the approval.
1.8除非得到需方的认可，供方提供的设备, 材料及零部件不包含对人体有害的物质。
The equipment, raw material and the components supplied by supplier shall not be harmful to human being unless it is otherwise approved by the buyer.
1.9 供方提供的资料数据单位全部采用国际单位制，并在所提供的资料中注明所使用单位的说明。
All data provided by the Supplier shall follow the SI, and give clear description on the units used in the provided data.
1.10 本工程供电电压132kV, 11kVAC, 415VAC，240VAC，220VDC。
The supplied voltage grade for this project is 132kV, 11kVAC, 415VAC，240VAC，220VDC.
1.11供方提供的设备及附件的铭牌, 标识, 指示, 警示牌等均采用英文，所有软件均为正版或有自主版权。设备, 软件等显示界面均为英文或英汉对照，所有提示音均为英语。
All the nameplates, marks, instruction and caution plate of equipment and auxilaries supplied the supplier shall apply marks in english. All the software shall be legal copy or possess self copyright. The display interface of the equipments and software shall be english or english-chinese with all the prompt tone in english.
1.12本工程采用KKS编码系统，编码为不易脱掉的不锈钢标记牌。供方提供技术文件〔包括资料, 图纸〕和设备铭牌上标识到元件级。供方对KKS标识代码的唯一性, 规律性, 准确性, 完整性和可扩展性负全责。标识原那么, 方法由需方提供。需方提供的KKS编码仅编制至设备级，元件级编码应为4位，2位字母，2位数字，后缀于需方提供的KKS编码之后，元件级编码由厂家自行编制。
KKS Code System is applied to this project. The code shall be stainless steel noticeplate difficult to shed. The technical documents including the data provided by the supplier and equipments nameplated shall be marked to the extent of component class, the supplier shall be fully liable to the uniqueness, regularity, correctness, completeness and expandability. The encoding principle, method shall be provided by the buyer. The KKS code supplied by the buyer is compiled to the equipments level only, the component level code shall be 4-digit with 2 letters and 2 digits, which shall be postfixed bebind the supplied KKS code supplied by the bidding party, while the comonent-level code shall be compiled by the manufacturer itself.
1.13本工程所供设备满足湿热, 高盐雾环境要求。
The Equipment provided for the project shall meet the requirement for moist heat and high salt-fog environment.
1.14供方需无偿提供配合业主及设计院获得阿曼方确认图纸所需要的所有技术资料及文件。供方提供的设计, 设备资料及随机资料等均应采用中英文进行表述(英文在上，中文在下或中英文分开)，如两种语言存在歧义，在满足本技术协议的根底上以英文版为准。供方承当由歧义产生的后果。
The supplier shall coordinate with the owner and design institute free of charge on obtaining all the technical documents and data required for the Oman side to confirm the drawings. The design, equipment documents and random data supplied by the supplier must be in english and chinese with english above, chinese below or english and chinese separate. The english version shall prevail based on meeting the technical agreement while the supplier shall bear all the consequences arising from ambiguity.
1.15 本工程电源波动及频率波动范围：Range of power fluctuations and frequency fluctuations:
• Plant EHV: 132kV (±10%), 3-phase, 3W, 50 Hz, solidly-grounded system.
• Plant HT Auxiliary Supply: 11kV (±10%), 3-phase, 3W, 50 Hz, resistance-grounded system.
• Plant LT Auxiliary Supply: 415V (±10%), 3 phase, 4 wire, solidly earthed.
• Plant LT Emergency Supply: 415V (±10%), 3 phase, 4 wire, solidly earthed.
• Plant DC Supply: 220V (+10% to –15%), DC 2 wire, unearthed.
• Plant UPS Supply: 240V (±10%), 1 phase, 2 wires 50 Hz, A.C.
• Transducers: 110V DC/AC
• Control & protection: 220V, DC 2 wire unearthed
• Panel lighting and space heaters: 240V, 1-phase, 2wires 50 Hz, A.C.with one point earthed.
• Permissible Frequency variation: +5% to – 5%
• Combined voltage & frequency: 10% variation
1.16短路水平：short circuit ratings
• Three phase symmetrical short circuit ratings of 132kV System: 31.5 kA.
• Three phase symmetrical short circuit ratings of 11kV System: 31.5 kA.
• Three phase symmetrical short circuit ratings of 415V System: 50 kA
• Short circuit ratings of 220V DC System: 15 kA.
1.17 相色要求: phase color requirements

1.18 阿曼电缆要求：Cable requirements in Oman

Cable identification shall be strictly in accordance with the following colour code for the outer sheath.

Where cable supplied to the Contractor bears a different conductor colour code, the Contractor shall install either sleeves or tapes of the appropriate correct colours to the individual cores at both termination points.
For multicore cables having more than four cores, core identification shall be by means of numbered cores.
Each single core non-flexible cable shall have either sleeves or tape fitted of the appropriate colours, as described above, at both termination points.
All protective (including earthing) conductors shall be identified by the colours Green and Yellow.
Colour identification of cores of flexible cables and flexible cords shall be in accordance with Table 52B of the IEE Regulations.

(1) Or any other colour not prohibited by Regulations 524-1 and 524-5, except blue.
(2) Blue core may be used for functions other than the neutral in circuits which do not incorporate a neutral conductor, in which case its function shall be appropriately identified during installation; provided that the blue core shall not in any event be used as a protective conductor. If the blue core is used for other functions, the coding L1, L2, L3, or other coding where appropriate should be used.
(3) In three-core flexible cables or flexible cords not incorporating a green-and-yellow core, a brown core and a black core may be used as phase conductors.
(4) The core identification for fixed cables shall be used for 3 phase system coloured sleeves or tapes to be applied to the individual cores as described in fixed installation.
1.19供方的产品应在相同容量机组工程或相似条件下有2台运行并超过两年，已证明平安可靠。并能在本工程的环境条件下平安, 可靠地运行，使用寿命应不少于30年。
The product supplied by the supplier shall have two (2) sets operation references for more than two(2) years in plants for same capacity units or under similar conditions and has been proven safe and reliable in operation. The product shall be able to operate in safe and reliable manner under this project condition with service life not less than thirty (30) years.
1.20供方对成套系统设备〔含辅助系统与设备〕负有全责，即包括分包〔或采购〕的产品。分包〔或采购〕的产品制造商应事先征得需方的认可。
The Supplier shall be fully responsible for the whole system equipment (including auxiliary systems and equipments), which includes the subcontracted (or procured) products of the system. The Supplier shall obtain the permission from the Buyer in advance before any subsupplier is assigned and finalized,
1.21供方提供的设备不得违反知识产权和国际品牌的市场保护。
The equipments supplied by the supplier shall not violate the market proection for the intellectual property and international brand
1.22未尽事宜，双方友好协商解决。
Both parties shall settle whatever is not specified or pending based on faithful spirit.

2.1. 工程概况和配置

电厂本期将建设5套6FA级燃气轮机联合循环机组。机组包括5台6FA级燃气轮机及其发电机, 5台无补燃型余热锅炉, 2台蒸汽轮机及其2台蒸汽轮发电机和相关的辅助设备。
The power plant will build five sets of 6FA gas turbines recycle units in this term. This unit shall include five sets of 6FA gas turbines and its generator, five waste heat boilers without fuel supplement, two steam turbines and two turbine generators as well as related auxiliary equipments.
2.2. 地理geographical location
厂址位于阿曼SALALAH市郊，海岸区域。
The proposed area for the Project is located in the SALALAH suburb, adjacent to the sea.
Salalah is the administrative city of Dhofar Governorate and is located along the southern coast of Oman, the Arabian Sea, around 1,000 km from Muscat. The proposed area for the Project is located in the Wilayat of Mirbat, about 25 km North of Salalah. The site is adjacent to the sea, South of the village of Mirbat.
