PURPOSE目的The purpose of this procedure is to provide a safe system of work by the implementa

3、tion of emergency response measures and to identify the responsibilities and legal requirements at worksites where Project has the prevailing influence. 本程序的目的是通过执行应急反映措施为工作提供一个安全体系,明确在项目工地的责任和法律规定。2. SCOPE 范围2.1 This procedure describes the actions to be taken by key personnel in the event of an em

4、ergency situation arising on Project Site and offsite construction activities associated with this project.本程序说明在项目现场及与项目有关的场外施工活动中出现紧急状况时,关键人员可以采用的措施(行动)。2.2 The procedure also caters for emergencies arising out of office hours. It is anticipated that notification of emergencies occurring during of

5、fice hours will be via normal channels. The response arrangements will however, be as per the procedure.本程序还考虑办公时间以外出现的紧急事件。在办公时间出现的紧急事件将由正常的渠道告知,响应安排将按本程序执行。3. LEVELS OF RESPONSE反映等级3.1 As emergency situations differ in severity, for the purpose of establishing the appropriate level of response req

6、uired, incidents are ranked as Levels 1, 2 and 3.由于紧急事件发生的严重等级各不相同,为了满足适当的响应级别的规定,将事故等级分为1,2和3级。Level 1 -This would be, but may not be limited to, a medical rescue, which is the result of illness or minor injury or minor incident. 8、。Level 2-This would be a medical rescue, which is the result of an injury, caused by an accident, serious enough to require investigation and which may have been reported to the local authority by the Contractor / Subcontractor. In such instances the full Project Emergency Response Team will be mobilized. Some examples would be:3级-这种紧急事件会导致现

12、理(紧急小组领导人)b) Construction Manager (Alternate Emergency Team Leader) 施工经理(紧急小组候补领导人)c) Contractor / Subcontractor HSE Manager承包商/分包商HSE经理d) Construction / Project HSE Manager项目HSE经理3.3 A sufficient numbers of persons will receive Emergency Response Training to ensure that there is adequet coverage du

13、ring absence periods.要有足够的人员通过紧急事故响应培训,保证有人缺席时有足够的人员可替代。Level 2 and above emergency respond must report to owner timely and owner will attend investigation二级和二级以上应急响应必须报告给业主,业主将参与调查4. ACTIONS / REQUIREMENTS 行动4.1 General通则4.1.1 In order that the Emergency Response Team can function properly the foll

14、owing will be provided:为使紧急响应小组能对的发挥作用,必须提供如下(条件):a) A listing of all personnel employed and their work locations.所有雇员的名单,及他们的工作场合。b) List of employees home addresses and telephone contact numbers 雇员家庭地址及联系电话号码清单.c) Up-to-date roster list of Emergency Response Personnel and management personnel. 紧急响

24、计划Log sheets, together with any other standard forms 记录纸及其它各种标准表格Paper, pens, pencils, markers, etc 纸、钢笔、铅笔、记号笔Organisation diagrams 组织(结构)图Material Safety Data Sheets (MSDS). 物料安全数据表 4.1.1 The Construction Management will carry a mobile phone at all times while on duty or when on call.值班工程师在其当班时将随时

25、身带移动电话和呼机。4.1.2 Out of office hours a telephone answering machine may be activated to provide callers with Project out-of-hours emergency telephone numbers.下班后,应使电话应答机处在工作状态,以向来电者提供项目下班时用的紧急电话号码。4.1.3 The identified conference room at Project will also serve as the Emergency Co-ordination Room, to p

26、rovide a base from which the Emergency Response Team can co-ordinate efforts to help resolve any arising crisis. 项目的指定会议室也将用作紧急事故协调室,成为紧急响应小组的指挥中心,进行协调作业,协助解决出现的危机。4.2 Response to Emergencies对紧急事故的响应4.2.1 Level 11级4.2.1.1 The immediate supervisor has the responsibility to contact the Contractors HSE

27、 Manager /Engineer to provide full particulars of the emergency. The Contractors HSE Manager / Engineer shall then take appropriate actions.直接的主管有责任与承包商HSE经理/工程师联系,向(其)提供紧急事件的所有详情。然后承包商的HSE经理/工程师必须采用适当行动。 4.2.1.2If for any reason the Contractors HSE Manager / Engineer cannot be contacted the call sh

28、ould be directed to the Area Construction Manager or designate, who can either deal with the matter directly or contact other suitable personnel. 假如由于种种因素,联系不上承包商的HSE经理/工程师,应直接打电话给区域施工经理或其指定人员,他可以解决这种事情或者能联系上其它合适人员。4.2.2Level 22级4.2.2.1Above actions will also apply to Level 2 emergencies but in the

29、event of a more serious accident or incident, Project/Construction HSE Manager, or his deputy, and the Area Construction Manager must be informed. Project/Construction HSE Manager shall commence incident investigation activities. 对这一级的紧急事件也要采用上述行动,但若事故较为严重,还应告知项目HSE经理或其副手、区域施工经理。项目HSE经理必须开始事故调查活动。4.

30、2.3Level 3 3级 4.2.3.1All calls concerning a level 3 emergency should be made to the Project Manager. On receipt of a call indicating that a Level 3 Emergency has arisen the following actions shall be taken. Project Manager shall immediately contact all Emergency Response Team Members advising them o

31、f the situation and instructing them to proceed to the site of the emergency and if necessary to mobilize the Emergency Co-ordination Room. Once contact has been made the Project Manager should immediately proceed to the scene of the emergency. 凡涉及3级的紧急事件均应打电话给项目经理。一旦收到出现3级的紧急事件的电话,应采用下列行动。项目经理应立即与全

32、体紧急响应小组成员联系,告诉他们发生的情况,并指示他们去事故现场,必要时将紧急事故协调室搬过去。一旦联系完毕,项目经理应立即去事故现场。4.2.3.2If the Emergency Co-ordination Room has been mobilized the Project Manager shall advise the Contractors HSE Manager that the Emergency Co-ordination Room has been mobilized and that all communications should be between the tw

33、o centers. 一旦紧急协调室已经搬迁,项目经理应告知承包商HSE经理紧急协调室已完全搬好,所有的通信可在两个中心之间进行。4.2.4Once the nature of the emergency has been established, the Project Manager must determine the extent of back-up and support required. He must also liaise with the Contractors HSE Manager and establish whether a Project Representat

34、ive is required at the Contractors premises, Police Headquarters, Hospital, etc. 一旦紧急事件的性质已经拟定,项目经理必须决定后援和支持的限度(范围)。他还必须与承包商HSE经理保持联系,以明确项目高级代表是在承包商办公室、警察总部还是在医院等(为好)。 4.2.5The Project Manager may require the Contractor to provide a print out of the up-to-date Persons on site list, for the affected

35、location. 项目经理可规定承包商提供一份受害地点更新的“现场人员”名单。4.2.6Anyone involved in an emergency response shall maintain a log of all information, (issued and received) and of all actions taken. For this purpose clear and legible notes on plain paper are acceptable. At the conclusion of the emergency, the notes must be

36、 collated and stored for possible future scrutiny by management or authorities. A full de-brief meeting will be carried out as soon as practicable after the incident. 涉及到紧急事件的任何人应保存所有(发出的和收到的)信息的日记以及采用的行动记录。为此,可以接受在普通纸张上作明确而易读的笔记。事件结束后,笔记必须加以分类保管,以备将来管理层或有关机关查阅。事故后应尽快进行报告会议。 4.2.7Should it be necess

37、ary for a Project Representative Team to attend the contractors premises, the nominated person must be equipped with all Project Persons-on-Site family names and contact telephone numbers plus mobile telephone numbers. 假如必须要有项目代表到承包商办公室,该指定人员必须配备以项目所有“在现场人员”集体名字、联系电话和手机号。4.2.8 Media - Media calls mu

38、st be referred to Project Manager and Construction Manager If this proves to be impractical due to the contractor delaying release of information, the Project Manager may release a statement acknowledging awareness of the emergency, the location of the emergency and stating the fact that Project Eme

39、rgency Response Team has been mobilized and is working with the contractor to co-ordinate the response. 媒体-媒体的来电必须提交项目经理和施工经理。假如由于承包商推迟发布信息而使之不能进行时,项目经理可发布一项声名,告知对突发事件的注意、突发事件的位置并指出事实上项目应急小组已调动,正与承包商一起工作以协调应对。4.2.9Once the initial statement and further statements have been released, the Project Mana

40、ger or his designate may be subjected to receiving numerous calls from the media. Only approved information given to them by Senior Project Management shall be issued. 一旦最初的声明和进一步的声明公布后,项目经理或其委派人也许会收到大量来自于媒体的电话。只有经高级项目管理部门批准提供应他们的信息方可发布。4.2.10On no account should anyone dealing with the emergency, a

41、ssume or surmise anything. 媒体应对小组决不能推测,假定或臆想任何事情。4.2.11Emergency Evacuation - In the event that the emergency results in the evacuation of personnel from the site, the contractors HSE Manager shall ensure that is head count is conducted and that all employees have been accounted for and to arrange f

EMERGENCIES紧急事件This section will outline procedures for addressing various emergency situations这一部分将概述解决各种不同紧急情况的程序The Security Team is responsible for maintaining clear emergency routes and to assist in directing emergency equipment and personn

44、el to an affected area of the site. They will also keep unauthorized personnel away from an emergency scene.保安小组负责维持畅通的应急通道,并协助指挥应急设备和人员至现场的事发区域。他们还应使未授权的人员离开应急现场。5.1 FIRE 火灾Equipment: The Site HSE Team will inspect and maintain the site fire fighting equipment.设备: 现场HSE小组将检查并保管消防器材。An appropriate n

45、umber of site personnel will be trained in the proper use of fire fighting equipment. The training will include hands on use of fire hoses and fire extinguishers.
