The boys felt华坪县定华能源有限责任公司年入洗原煤60万吨生产线可行性报告 一、公司概况华坪县定华能源有限责任公司是由公司董事长陈定华同志在“华坪县文乐岩湾煤矿”、“华坪县新文瓦房篝煤矿”、“华坪县基佐东福煤矿”及“华坪县华盛洗煤厂”等个人独资企业的基础上，于2006年11月1日经公司化改组注册成立的有限责任公司。公司现有五个煤矿生产系统，并拥有定华能源煤业公司(下辖4条洗煤生产线)、华坪县定华能源建材公司、定华经营销售有限公司、定华融诚小额贷款有限公司、定华农业开发有限公司等五个全资子公司。公司现有固定资产8000余万元、从业人员2000余人，是华坪县规模较大的煤炭开采、洗选加工、建材产销企业。企业前身为华坪县文乐岩湾煤矿。2000年，在党和国家鼓励发展私营经济政策的指导下，身为煤矿管理人员的陈定华同志多方筹集资金，创建了华坪县文乐岩湾煤矿，年生产原煤3万吨左右。经过6年的发展，企业有了一定的资本积累，自2005年起企业先后兼并了新文瓦房菁煤矿、基佐东福煤矿，原煤生产能力达到了每年30万余吨。同时，企业采取兼并、租赁、合作等多种形式，取得了4条洗煤生产线的生产经营权，具备年入洗原煤20余万吨的生产规模。到2006年下半年，企业初步形成集原煤采掘、洗选加工、销售、运输为一体，从业人员600多人的经济实体，并在此基础上同年11月1日注册成立了“华坪县定华能源有限责任公司”。2007年以来，根据国家关于煤炭资源重组、整合的相关政策和文件精神，公司先后兼并了“云南省华坪县四通矿业有限责任公司”“华坪县东福煤矿二号井“、“石龙坝乡基佐煤矿陈仕国井”、“华坪县民主村家林煤矿”及“华坪县红森煤化有限责任公司红森洗煤厂”。2008年，公司收购了原高源建材有限责任公司，组建了定华建材有限责任公司，并投资2.8亿元进行了日产2000吨水泥熟料生产线技改。2009年，公司成立了华坪县定华经营销售有限公司、定华融诚小额贷款公司、定华农业开发有限责任公司，扩大了产业链，壮大了公司实力。至此，公司形成了集原煤开采、洗选加工、销售运输、建材产销、金融贷款、农业开发于一体的经营实体，拥有5座煤矿、4条洗煤生产线，从业人员2000余人，总资产8000余万元，年产值超4亿元，年上交税费6000余万元，成为华坪县规模较大的煤炭开采、加工、建材产销企业。企业历年各项发展指标年度管理人员(人)工人(人)产值（万元）税费（万元）固定资产（万元）备注20034217590070700200460300280030017002005105700460070022002006120950580010002500200715015001250021005000200815616501750026006000200918019004000060008000公司秉着“以质量求生存、以效益求发展”的宗旨，坚持“诚信、合作、互利”的经营理念，多年来和社会各界广交朋友，与客户精诚合作、共同发展，先后受到丽江市工商行政管理局“优秀私营企业”、华坪县人民政府“诚信企业”和“纳税企业一等奖”、云南省人民政府“企业村结对先进单位”等表彰。在公司董事长“建一个企业，兴一方经济，富一方百姓”思想指导下，企业自2003年以来积极从事和支持社会公益事业，先后资助村、镇道路沟渠等基础设施建设、捐资助教、扶贫帮因、资助社会文体活动等1700余万元，为构建和谐社会、促进社会文明建设、促进地方社会和经济的发展作出了积极贡献。二、项目建设的必要性（一）原煤生产现状及今后发展趋势华坪县定华能源有限责任公司从2003年的一座年产3万余吨的小煤矿开始，在国家煤炭产业政策的指导下，经过短短的6年，通过收购、兼并等形式，到目前己形成了拥有5座煤矿、年产原煤81万吨的生产规模。随着国家煤炭产业政策的不断优化、煤炭资源整合政策的进一步深入，公司下一步还将以收购、兼并、重组等形式继续整合煤炭资源，不断优化资源配置，向煤炭产业集团化方向发展。同时引进和推广先进的生产工艺，促进华坪县煤矿企业向规范化、现代化方向前进。因此，公司的矿山规模和原煤产量还将不断扩大。（二）公司洗煤生产现状:直接销售煤矿生产的原煤，成本高、利润薄，也不符合国家产业政策，只有对原煤产品进行深加工、增加产品附加值，才能获得最大的经济利益，也符合国家煤炭产业发展政策。因此，自2003年起，随着企业原煤产量逐步增加，企业开始采取代请加工的形式，请洗煤加工企业洗选原煤产品。但代请加工成本高，运输、管理、销售等协调困难，而且加工数量有限，也不是企业发展的长远之计。进入2005年后，企业先后采取收购的形式，收购了华坪县华盛洗煤厂和华坪县红森洗煤厂，采取租赁的形式，取得了华坪县泰鑫实业有限责任公司花椒坪洗煤厂的生产经营权，使公司的洗选原煤能力基本达到了公司的产能需求。但是从环保以及国家节能减排政策，以及公司长远发展的情况看，目前的生产线远远不能满足本公司年产93万吨的原煤生产入洗需求。三、项目建设的意义华坪县是滇西北工业重镇，是全国重点产煤县之一，有丰富、优质煤矿资源，其主产的1/3主焦煤是冶金用炼焦必不可少的配煤，素有煤味精之称，是攀钢等攀西地区炼焦用精煤的原料供应基地。华坪县东与钢铁重镇四川省攀枝花相邻、西接滇西地区，交通便利，具有较强的区位发展优势。目前，华坪县定华能源有限责任公司所属煤矿年产原煤93万吨。公司现有的洗煤生产线由于生产时间长、设备陈旧、工艺落后，生产成本高、产品回收率低，资源浪费较大。而且点多面小，管理困难。目前的洗选加工能力远远不能满足洗选加工的需求。因此，新建一条年入洗原煤60万吨规模的洗煤生产线，对企业今后的发展具有长远的意义: （一）新建一条年入洗60万吨原煤生产线，不仅可以洗选加工本公司所属煤矿生产的原煤产品，其剩余的加工能力还可以为企业今后的发展预留空间，也可以收购部分无洗选加工能力煤矿的原煤来满足生产所需。 （二）新的洗选生产线建成后，可根据原煤质量情况，利用新线生产洗精煤，供炼焦客户所需。对本公司生产和外购的洗煤质较差、不符合炼焦用产品的原煤，可利用公司现有的生产线生产直接生产洗混煤产品供动力用煤客户。另外，新线生产后的中间产品，还可以利用现有的生产线进行再洗加工，生产混煤产品外销。（三）新线建成后，华坪县定华能源有限责任公司煤炭加工将集中生产，既有利于企业生产管理，增加环保设备、设施的投入，集中堆放煤矸石，为企业以后充分利于煤矸石生产矸石砖打下基础。四、内容及规模新建一条年入洗原煤60万吨的洗煤生产线一条。 主要设备、设施包括：皮带机、原煤分级筛、锤式破碎机、振动给料机、数控重介洗选设备、旋流器、斗式提升机、空压机、风包、脱水筛、浮选机、浓缩机、真空过滤机、旋流器以及原煤仓、主厂房、中煤(矸石)仓、精煤仓、循环水池等。五、项目选址及条件（一）项目选址:项目建设选在华坪县定华能源有限责任公司所属的华坪县红森洗煤厂，该厂占地20余亩，全部土地征用手续完备。（二）建设条件：华坪县红森洗煤厂位于华坪县石龙坝乡花椒坪工业园区攀华公路一侧，距攀枝市格里坪25公里、距华坪县城20公里，厂区道路与公路直接相连，交通十分便利，也是本公司所属矿山原煤外运的中转站和必经之地，在运输方面无需增加额外成本。经过几年的建设，红森洗煤厂己建有部分生产、生活设施，职工宿舍、食堂供电、供水设施齐备，在现有的生产线一旁新建年入洗原煤60万吨的生产线条件具备:供电:该厂现有一台630kvA变压器能满足新线用电所需，无需再增加供电设施。用水:生产用水该厂己在石龙坝基佐村建有泵站，输水管道畅通，只需增加水泵和电机功率即可满足生产用水需要。生活用水方面，华坪县供排水公司花椒坪供水站就设在该厂上方，与该厂相邻，生活用水及为便利。六、生产工艺流程重介洗煤工艺在国际上属较先进的洗煤生产工艺，重介洗煤工艺技术成熟，可操作性强。近年，在国内特别是沿海和中部平原地区得到较大发展和推广。重介洗煤生产工艺，每小时原煤入洗量最低达到130吨以上，日原煤入洗量不低于2000吨，按全年生产300天计算，全年可入洗原煤60万吨。 重介原煤洗选工艺其工作原理是：采用无压三产品旋流器利用物力离心率原理，借助磁铁粉的辅助作用，对进入系统的各种原煤煤质进行三级分离，从原煤中分离出精煤、中煤和矸石，提高原煤分选能力，使回收率得到较大提高，有效提高煤炭资源的利用，减少对资源的浪费。重介原煤洗选生产线，设有中央自动控制系统，通过自动化技术控制，在设计生产能力范围内，可以稳定控制原煤入洗量，提高原煤入洗生产能力。以此同时，可以对各种煤质进行技术性分类、配比，平衡各种煤质属性（G质、灰份、发热量等），提高产率，在严格控制技术参数条件下，可使回收率提高至50%以上，可提高对煤炭资源的利用率，同时减少人工操作，工艺运行安全系数性高，对工人安全起到积极保障作用。整套洗选工艺，采用循环水处理系统，将洗煤生产过程中排放的泥煤污水经沉淀处理后，循环用于原煤的洗选加工，绝大部分污水经过压滤处理成清水，继续循环进入原煤洗选加工环节，在降低对水资源消耗同时，起到较好的环保作用，一定程度上提高生产效益，降低生产成本。（一）原煤准备系统 原煤进入原煤场按品质分别堆放，通过分格网分选出大于200mm块煤。经人工选出或手工破碎，不同品质的原煤通过格网进入铸石刮扳机，通过刮扳机在将原煤输入原煤皮带机，由皮带机上除铁器除去煤中铁器，进入原煤分级筛筛分。筛分后粗颗粒煤进入破碎机破碎，与筛下煤同时进入缓冲仓，完成原煤准备系统工作，此时缓冲仓中全是原料煤，准备进入洗选。（二）主洗系统 1.原料煤采用威海海王公司重介旋流器，保证入料均性，主洗先机选用四川威远银星实业公司浮选机，该洗煤机采用不锈钢筛板，开孔率大、透筛效果好、回收率高，大大的提高了分选精度。 2.威远银星公司生产的浮选机，经过不断改进，具备爆发力强，长度高比例适中，洗煤时水料比充分配合，筛板开孔率达到60%以上，每平方厘米面积振幅均衡，每平方米处理量10-20吨/小时。 3.脱水系统重介机将原煤分层筛选，矸石、中煤、次精煤由斗式提升机粗脱水提出，精煤随介质由出料口排出，进入固定脱水筛预筛脱水后直接进入直线震动脱水筛脱水，脱水后的精煤进入皮带输入精煤仓内存放。4.浮选系统 脱水筛筛下水进入水仓，用泵将水仓内矿浆打入旋流器，旋流器溢流经搅拌桶加入药剂搅拌后进入浮选机浮选，浮选矿泡进入真空过滤机脱水，产品同脱水精煤在精煤皮带上混合后输入精煤仓存放。 5.尾矿处理系统浮选底流进入高效浓缩机，经高效浓缩机处理后，溢流水循环使用，底流进入压滤机脱水。脱水后尾矿由刮扳机刮出堆放，此时各系统完成，水质达国家对选煤厂要求的一级排放标准并循环使用，整个生产过程无外排水。6.重介洗煤工艺介绍（图见下页）
