26、 time, we noticed a snake-charmer with two large baskets at the other side of the square, so we went to have a look at him. As soon as he saw us, he picked up a long pipe which was covered with coins and opened one of the baskets. When he began to play a tune, we had our first glimpse of the snake.

27、It rose out of the basket and began to follow the movements of the pipe. We were very much surprised when the snake charmer suddenly began to play jazz tunes and modern pop songs. The snake, however, continued to dance slowly. It obviously could not tell the difference between Indian music and jazz!

28、Lesson43 Over the South Pole 飞越南极In 1929, three years after his flight over the North Pole, the American explorer, R. E. Byrd, successfully flew over the South Pole for the first time. Though, at first, Byrd and his men were able to take a great many photographs of the mountains that lay below, they

29、 soon ran into serious trouble. At one point, it seemed certain that their plane would crash. It could only get over the mountains if it rose to 10,000 feet. Byrd at once ordered his men to throw out two heavy food sacks. The plane was then able to rise and it cleared the mountains by 400 feet. Byrd

30、 now knew that he would be able to reach the South Pole which was 300 miles away, for there were no more mountains in sight. The aircraft was able to fly over the endless white plains without difficulty. Lesson44 Through the forest 穿过森林Mrs Anne Sterling did not think of the risk she was taking when

31、she ran through a forest after two men. They had rushed up to her while she was having a picnic at the edge of a forest with her children and tried to steal her handbag. In the struggle, the strap broke and, with the bag in their possession, both men started running through the trees. Mrs Sterling g

32、ot so angry that she ran after them. She was soon out of breath, but she continued to run. When she caught up with them, she saw that they had sat down and were going through the contents of the bag, so she ran straight at them. The men got such a fright that they dropped the bag and ran away. The s

42、章 项目背景及建设的必要性和意义2.1、项目背景新化县位于湖南省中部偏西、娄底市西部,盘依雪峰山东南麓,资水中游。地处北纬2731-2814,东经11045-11041。东北至东南与涟源、冷水江交界,南至西南与新邵、隆回为邻,西至西北与溆浦县接壤,北与安化毗边。总面积3567平方公里,总人口159.16万人,是国家的一个贫困大县。新化县管辖26个乡镇、2个国营林场、1个经济开发区。境内多为山丘盆地,气候温和,环境宜人,素有“湘中宝地”之称。自然资源十分丰富,特产甚多。新化属中亚热带委风温润气候,四季明显,年平均气温18.8,降水量1453.5,日照时数1488小时,无霜期281天,良好的自然条

43、件孕育了新化农业的发展。新化县是全国商品粮生产基地、农作物种子基地和粮食储备基地,是全县氨化秸杆养牛基地、模式化稻田养鱼基地、玉米生产基地、速生丰产林基地和双季稻田成建制亩产过吨粮县。又是国家农业综合开发、退耕还林、水土保持项目县。新化工业已初步形成机械、电子、陶瓷、建材、冶金、煤炭、化工、食品、竹林加工等9大工业支柱增业,还是全国100个重点产煤县之一。城镇建设迅速发展,老县城与城东梅苑开发区带由资江大桥连成一体。新化是国家重点扶持的贫困县和新一轮扶贫开发工作重点县。近年来,加快了脱贫致富的步伐,全县农民人平纯收入由1986年的329元增加到2002年的1273元,贫困人口由1987年的72

44、.4万人下降到2005年的12.5万人,贫困地区生产生活条件得到了明显改善。2005年,新化县财政总收入1.75亿元,增长9.7%,GDP为40.7亿元,增长9.1%;社会消费品零售总18.16亿元,增长13.4%,居民可支配怍入5965元,增长4.1%。正在逐步脱贫致富的新化人们,对居住条件改善的要求因而也日益强烈。新化旅游资源数量多、种类齐、品位高、结合优。全县共有地文景观、水文景观、人文景观、古迹遗址、宗教历史文化、动植物、民俗风情、休闲等8个类别的近几十处旅游景点景区,其中一级资源10处。最具有代表性的是大熊山国家森林公园、梅山龙宫、紫鹊界梯田和以蚩尢为代表的梅山地方文化资源。新化县城

45、周围有湘黔铁路和S217、S312、S225三条省道通过,使新化县交通枢纽便利。已规划新建的新化至怀化高速公路和娄底至新化高速公路及高速铁路的建成通车将为新化县经济发展起到动脉作用。2.2、项目建设的必要性1、促进新化房地产市场发展需要,本项目建设合乎贫困居民需求且符合房地产未来发展趋势,促进城市快速发展,改善人们休闲居住环境的需要。目前新化县廉租住房小区建设处于起步的初级附段,新化县城目前尚没有配套设施较齐,物业管理规模,功能较为完善的居住小区,但随着居民生活水平的提高和人们对居住生活、购物、休闲等却提出了更高要求。按国家提倡的廉租房近期目标,人均居住面积达到21.8平方米测算,新化县城镇居

46、民住宅需求廉租住房约100万平方米以上。改革开放以来,我国国民经济和各项社会事业持续较快发展,广大人民群众的物质文化生活不断改善。特别是近些年来,随着城市建设的发展和人民生活水平的提高,我县人均住房面积由1998年的18.6平方米增加到现在的28.9平方米,但在人民群众总体居住条件明显改善的同时,居民生活居住条件却依然很差,已无法跟上城市经济发展的步伐。2、实施马鞍山煤矿社区廉租房建设是践行“三个代表”重要思想、落实执政为民宗指的具体体现。贯彻“三个代表”重要思想,坚持立党为公、执政为民,必须把广大人民群众的根本利益作为我们一切工作的出发点和落脚点,真正把改革开放和经济建设的成果惠及全体人民。

47、该社区大多数居民居住的环境差,房屋密度大,有的居民是三代乃至四代同堂,在一起居住面积不足10平方米,绝大部份群众是下岗职工和低保户、特困户等社会弱势群体。而这部分人没有经济能力购买新房,他们的居住条件急需改善。解决这些群众的生活居住困难问题,是各级党委和政府义不容辞的责任。政府应从广大群众最关心、最直接、最现实的利益问题入手,认真抓好廉租房建设,更好地为广大人民群众谋利益。3、实施马鞍山煤矿社区廉租房建设是贯彻落实科学发展观、构建和谐社会的客观要求。在加快发展中实现科学发展、和谐发展,不仅要统筹城乡和区域发展,而且要注重城市发展与资源、环境的协调,注重城市困难群众的基本生活保障。实施廉租房建设

48、,将使相当一部分群众享受到改革发展的成果,不仅大大改善困难群众的居住条件,还将推动住房制度改革的深经,进一步完善社会救助机制和保障体系,实现社会公平、促进社会和谐。同时,廉租房建设还要按照城镇总体规划,配套进行道路、绿化等基础设施建设,这将进一步完善城镇整体功能,促进城镇建设和发展,而且还有利于集约高效利用土地资源。4、实施廉租房建设是促进投资消费、推动经济增长的重要措施。廉租房的建设对相关产业和消费的拉动,将有力地拉动固定资产投资,扩大内需,推动我县经济增长。廉租房的建设对人们的生活环境有很大的改善作用,是改善民生环境工程,通过对室外基础设施、绿化景观、配套设施的建设,可以把廉租房小区建设成山青水秀、宜居住的和谐新型的生活小区。综上所述,新化县马鞍山煤矿社区廉租房建设是势在必行,更要加快推动廉租房的建设,而无论是经济效益、社会效益、生态效益于民于国均意义重大。第三章 建设条件和项目选址3.1、建设条件3.1.1、自然条件新化县地处湖南中部,属中亚热带季风气候区。四季分明,但春温多变,寒潮频繁,4月份极端最低气温2,3、4两月历年平均有6.9次冷空气影响。历年5月中、下旬出现低温天气。气温35以上天数,平均每年23.4天,最多的1963年有49天。“倒秋”阴雨天多,气温低,9月份日平均气温连续3
