1 Scope　适用范围
1.1 This document is suitable to xxxxe for control and administration of training, examination, qualification and certification of NDE personnel.
本实施细则适用于本公司无损检测人员培训、考核、资格鉴定和证书发放的控制及管理。
1.2 This Written Practice is prepared by the QA Engineer based upon SNT-TC-1A and satisfies the requirements of ASME Code applicable Sections, and meets particular needs of XXXXE.
本实施细则由质保工程师根据SNT—TC—1A 和ASME规范相关卷的要求，并结合本公司具体情况制定。
1.3 Only the NDE personnel who have been qualified and certified by XXXXE in accordance with this Written Practice are allowed to perform the nondestructive examination of ASME Code items.
只有按本实施细则培训考核合格，并由本公司发给资格证书的无损检测人员,才允许担任ASME规范产品的无损检测工作。
1.4 Each qualified personnel can only be engaged in the nondestructive examination with relation to qualified examination method(s) and his level, and shall exercise responsibility of relevant level.
不同种类的技术资格等级人员，只能从事与该类检查方法和等级相适应的无损检测工作，并负有与其等级相应的技术责任。
1.5 Nondestructive Test Methods　无损检测方法
1.5.1 Qualification and certification of nondestructive testing personnel in accordance with this Written Practice shall be applicable to each of the following methods:
本实施细则对无损检测人员的资格鉴定和批准适用于下述方法:
⑴ Radiographic Testing (RT)
射线照相检验方法；
⑵ Liquid Penetrant Testing (PT)
液体渗透检验方法；
(3)Magnetic Particles Testing (MT)
磁粉检验方法
1.5.2 According to SNT-TC-1A and the requirements of customers, qualification and certification of nondestructive test methods other than the methods in Par. 1.5.1 shall be established as an appendix of this document.
根据SNT-TC-1A和用户的要求，除了1.5.1规定的方法以外的无损检测方法，需另行制定考核鉴定的方法，作为本文件的一个附件。
2 Levels and Responsibility of Qualification资格等级和责任
2.1 In accordance with relevant requirement of SNT-TC-1A, the levels of qualification are divided into three levels (Level I, II and III) for each NDE method as specified in Par. 1.5.1. While in the process of being qualified and certified to NDE Level requested by him, an individual shall be considered a trainee. The trainee shall not independently conduct, interpret, evaluate or report of any NDE operation.
无损检测人员的资格等级，按SNT-TC-1A及1.5.1节规定的每一种无损检测方法分为三个等级，即Ⅰ、Ⅱ、Ⅲ级。无损检测人员在考核、确认期间应看作学员，不能单独从事任何无损检测工作。
2.2 NDE Level I Examiner无损检测Ⅰ级人员
An NDE Level I Examiner shall be qualified to properly perform specific calibrations, specific tests, and specific evaluations for acceptance or rejection determinations according to written Instructions and to record results. The NDE Level I Examiner shall receive the necessary instruction or supervision from a certified NDE Level Ⅱor Ⅲ Examiner.
Ⅰ级无损检测人员应能按照书面工艺卡正确执行指定的校准、试验和有关验收与拒收的工作，并能记录试验结果。无损检测Ⅰ级人员应得到已取得资格的无损检测Ⅱ或Ⅲ级人员必要的指导或监督。
2.3 NDE Level II Examiner　无损检测Ⅱ级人员
An NDE Level II Examiner shall be qualified to set up and calibrate equipment and to interpret and evaluate results with respect to applicable code, standards, and specifications. The NDE Level II shall be thoroughly familiar with the scope and limitations of the methods for which he is qualified and shall exercise assigned responsibility for on-the-job training and guidance of NDE Level I personnel. The NDE Level II shall be able to organize and report the results of examinations.
无损检测Ⅱ级人员应能按有关规范、标准和规程调整和校准设备；解释和评定试验结果。Ⅱ级人员应熟悉已被批准的试验方法的适用范围和局限性，并负责Ⅰ级人员(学员)的在职培训和指导。Ⅱ级人员应能编制报告和评定检测结果。
2.4 NDE Level III Examiner　无损检测Ⅲ级人员
An NDE Level III Examiner shall be capable of, establishing, verifying and approving procedures, interpreting codes, standards, specifications, and procedures; and designating the particular NDE methods, techniques, and procedures to be used. The NDE Level III shall be responsible for the NDE operations for which qualified and assigned and shall be capable of interpreting and evaluating results in terms of existing codes, standards, and specifications. The NDE Level III shall have sufficient practical background in applicable materials, fabrication, and product technology to establish techniques and to assist in establishing acceptance criteria when none are otherwise available. The NDE Level Ⅲ shall have general familiarity with other appropriate NDE methods，as demonstrated by an ASNT Level III 不basic examination or other means. The NDE Level Ⅲ ,in the methods in which certified, and shall be capable of training and examining NDE Level I and Ⅱ Examiners for certification in those methods.
无损检测Ⅲ级人员应能制定、验证和批准规程；解释规范、标准、技术条件和工艺规程；确定检验对象的检测方法、技术和检验方案；Ⅲ级人员应能负责被批准和被指派的无损检验操作，并能依据现有的规范、标准和规程，对检验结果进行解释和评定；Ⅲ级人员对有关材料、生产和制造工艺具有足够的实践经验，以便制定试验方法和在没有标准的情况下协助制定验收标准。Ⅲ级人员应熟悉在美国无损检测协会（ASNT）的基础考试中出现其它适宜的无损检测方法或其它检测手段。已经持有相应方法的Ⅲ级人员应能对Ⅰ级和Ⅱ级人员进行培训和资格鉴定考试。
3 Qualification Requirements for NDE Personnel无损检测人员资格鉴定要求
3.1 Personnel being considered for certification in nondestructive testing shall have sufficient education, training, and experience to ensure understanding of the principles and procedures of those methods of testing in which they are being considered for certification.
对考虑要确认的无损检测人员，应受到充分的教育、 培训，并具有足够的实践经验，以确保他们懂得要被确认的检验范围原理和操作工艺。
3.2 Personnel being considered for qualification examination must carry on a vision examination specified in Para. 8. Only when passing the vision examination, they may take part in the examination by approval.
申请资格鉴定考试的无损检测人员，必须进行第8节所述的视力检查。只有视力检查合格者，方可参加考试。
3.3 Documented training and/or experience gained in positions and activities equivalent to those of Level I, II and/or III prior to establishment of this Written Practice may be considered in satisfying the requirements of Par. 5.1 and 6.1. Those records for Level I, II shall be certified by the QA Manager. Those records for Level III shall be certified by the General Manager.
在本实施细则生效前，有书面材料能证实有相当于Ⅰ、Ⅱ和／或Ⅲ级的培训，和／或与其级别相适用的经历及能力，那么就可以认为是满足了本实施细则的5.1和6.1节的要求。Ⅰ、Ⅱ级人员的记录应由质保部长批准。Ⅲ级人员的记录应由总经理批准。
4 Responsibilities of Relevant Personnel 相关人员的职责
4.1 The NDE Level Ⅲ Examiner shall be responsible for approval of the Written Practice based on the requirement of SNT-TC-1A.
无损检测III级人员应负责批准满足SNT-TC-1A要求的本公司书面实施细则。
4.2 The QA Manager shall review the background materials and the records for training, examination and qualification of the XXXXE 's NDE III Level personnel. Based on the XXXXE’s Written Practice, the QA Manager shall recommend an applicant of XXXXE Level III to General Manager. The QA Manager shall review the background materials and the records for XXXXE 's NDE Level I, II personnel qualification.
质保部长应审核本公司无损检测III级人员的材料、培训考试和资格认可的相关记录。根据本公司的实施细则，质保部长应向总经理推荐无损检测Ⅲ级人员。质保部长审核本公司无损检测I, II 级人员资格认可有关的材料和记录。
4.3 The qualified NDE Level III Examiner (either from the outside agency or the XXXXE) who has been authorized by the General Manager shall perform the training, examination and qualification of the NDE Level I, II and III Examiner.
不管其来自外部机构，还是本公司的，已获得总经理授权的且已具有资格的无损检测Ⅲ级人员，应对无损检测人员（I、Ⅱ和Ⅲ级）实施培训、考试和资格认可。
5 Initial Qualification of Level III Ⅲ级人员首次资格鉴定
5.1 Education and Experience文化程度和专业工龄
To be considered for certification, a candidate shall satisfy one of the following education and criteria for initial qualification of Level Ⅲ:
对于无损检测Ⅲ级人员首次资格鉴定,应试者需满足下列文化程度和规则之一：
⑴ Have graduated from a minimum four-year college or university curriculum with a degree in engineering or science, plus one additional year of experience beyond the level II requirements in NDE in an assignment comparable to that of an NDE Level II in the applicable NDE method(s);or;
四年制以上学院或大学毕业，具有工科或理科学位，对申请批准的方法，再附加一年至少相当于Ⅱ级的专业工龄，相当于有关无损检测方法的II级专业工龄；或
⑵ Have completed with passing grades at least two years of engineering or science study at a university, college, or technical school, plus two additional years of experience beyond the level II requirements in NDE in an assignment at least comparable to that of NDE Level II in the applicable NDE method(s);　or;
二年制以上的工科或理科大学，学院或技术学校毕业，对申请批准的方法，再附加二年至少相当Ⅱ级的专业工龄，相当于有关无损检测方法的II级专业工龄；或
⑶ Have four years of experience beyond the level II requirements in NDE in an assignment at least comparable to that of an NDE Level Ⅱ in the applicable NDE method(s).
对申请批准的方法，具备四年至少相当于Ⅱ级的专业工龄,相当于有关无损检测方法的II级专业工龄。
For certified directly to level Ⅲ without training time required by Level I and Ⅱ personnel, the required training time shall consist of the sum of the time required for Level Ⅰand Level Ⅱ training, plus any additional formal training as defined in the AppendixⅠof this Written Practice.
对于未经I、Ⅱ级人员所需培训的直接批准为Ⅲ级的，所要求的培训时间是由I、Ⅱ级人员所需时间的总和，再加上在本公司的实施细则附录I所规定的附加正式培训时间而组成。
5.2 Examinations for Level Ⅲ 无损检测Ⅲ级人员的考试
The QA Manager shall administer the examinations for the Level Ⅲ. Additional outside NDE Level Ⅲ personnel may be used to assist on the effort.
质保部长应负责Ⅲ级人员的考试。外单位的无损检测Ⅲ级人员可以用于协助质保部长完成上述考试。
5.2.1 Basic Examination (required only once when more than one method examination is taken)
基础考试（多种方法考试时，只考其中一种）
The minimum number of questions which shall be given is as follows:
考题数目最少如下：
⑴ Fifteen (15) questions relating to understanding the SNT-TC-1A document;
理解SNT-TC-1A文件的考题：15道；
⑵ Twenty (20) questions relating to applicable materials, fabrication, and product technology;
相关的材料、制造和产品工艺技术考题：20道；
⑶ Twenty (20) questions that are similar to published Level Ⅱ questions for other appropriate NDT methods.
其它相关无损检测方法的正式出版的相当于Ⅱ级人员的考题：20道。

5.2.2 Method Examination (for each method) 方法考试（每种检验方法）
⑴ Thirty (30) questions relating to fundamentals and principles that are similar to published ASNT Level Ⅲ questions for each method, and
每种检验方法正式出版的相当于ASNT（美国无损检测学会）Ⅲ级人员的基础及原理的考题：30道；
⑵ Fifteen (15) questions relating to application and establishment of techniques and procedures that are similar to the published ASNT Level Ⅲ questions for each method, and
每种检验方法正式出版的相当于ASNT Ⅲ级人员的技术及工艺规程的应用和建立的考题：15道；
⑶ Twenty (20) questions relating to capability for interpreting codes, standards, and specifications relating to the method.

5.2.3 Specific Examination (for each method) 专用知识考试（每种检验方法）
Twenty (20) questions relating to specifications, equipment, techniques, and procedures applicable to the employer's product(s) and methods employed and to the administration of the XXXXE's Written Practice.
与雇主产品和方法有关，与本公司书面实施细则有关的技术条件、设备、技术及工艺规程考题：20道。
5.3 Vision Examination视力检查
The candidate shall be given a vision examination in accordance with Par. 8, and the examination shall be acceptable.
申请者应根据第8节的要求进行视力检查，并需合格。
5.4 The Detail of the training course is shown in Appendix I of this Written Practice.
各方法、级别的培训大纲详见本实施细则的附录Ｉ。
6 Initial Qualification of Level I and II Ⅰ、Ⅱ人员级首次资格鉴定
6.1 Work Experience 　工龄
To be considered for certification as an NDE Level I and II, the applicant shall satisfy the experience requirements for applicable test method and Level, as specified in Table I.
对于考虑要进行资格鉴定Ⅰ和Ⅱ级的申请人，应满足相应检测方法和等级的工龄要求，其要求见表Ｉ。
Notes: Table I applies to all educational levels of applicants. For Level II certification, the experience shall consist of time at Level I. If an applicant is being qualified directly to NDE Level II, the required experience shall consist of the sum of the times required for Level I and Level II. Experience may be gained simultaneously in two or more methods provided the applicant spends a minimum of 25% of his total work time on each method for which certification is sought.
注：对取Ⅱ级资格，表Ｉ适用于所有文化程度的申请人，工龄包括Ⅰ级的时间。如果申请人员没有Ⅰ级的工龄，要直接取得Ⅱ级资格，则要求的工龄应包括Ⅰ级和Ⅱ级的要求工龄的总和。如申请人同时申请两种或两种以上的方法,其所申请的每一种方法的工龄至少占总工龄的25%， 且需把两种或两种以上方法的工龄累加计算。
6.2 Training培训
6.2.1 Personnel being considered for certification shall complete sufficiently organized training as specified in Table I, to become thoroughly familiar with the principles and practices of the specified test method related to the level of certification desired and applicable to the practices to be used and the products to be tested.
申请批准的人员应按表I规定，接受足够的有组织的培训。通过培训，申请人应熟悉与申请批准的等级、方法及受检产品有关的试验，并掌握实际使用方法的原理。

6.2.2 NDE Level III Examiner shall prepare the training program for each level of NDE method. These outlines include teaching material, reference and data to be used in training.
无损检测Ⅲ级人员应编制无损检测方法的每一个等级培训大纲。 该大纲包括培训所用的教材、参考书和资料。
6.2.3 The training course outlines shall also include sufficient examination to assure that training material has been comprehended. The training course outlines are based on SNT-TC-1A, and AppendixⅠand the following Table.
培训大纲也包括足够的考试，以保证培训资料被充分地理解。培训大纲的编制依据是SNT-TC-1A、本实施细则附录Ⅰ和下列表中所规定的内容。

6.3 Examinations 考试
The NDE Level III Examiner in the applicable test methods shall administer and grade examinations for NDE Level I and II personnel. All questions used for Level I and II examinations shall be approved by the NDE Level III Examiner above-mentioned. Written examinations shall be closed-book except that necessary data, such as graphs, tables, specifications, procedures, codes, etc., may be provided with or in the examination.
