Information Consulting Service under Network Environment

Abstract: This Paper argues the impact of information resources networking upon the information consulting service industry in the following three respects: significant challenges faced by the information consulting service industry due to networking of information resources; chances brought to the information consulting service industry by networking of information resources; higher standards for personnel in the information service industry due to networking of information resources.

With further development of the research and application of network information technology, the transmission and exchange of information has broken the limitation of time and space and has imposed a significant impact upon every aspects of the society through advanced network technology and abundant information resources, which is inevitable with the development of social informationization. During this era of information-based and information-socialized reform at high speed, it has become the key to today’s information consulting work how to take full advantage of network technology and resources to serve agricultural scientific research, economic construction and social development pursuant to the requirements of information-based social development.
1 Significant Challenges Faced by the Information Consulting Service Industry due to Networking of Information Resources
With the rapid development of network technology, the traditional information consulting service is getting into a tight corner. Rich information resources in the network environment provide more methods for the document information consulting service. As to the methods of service, the user may access the Internet to search and retrieve what he/she needs anytime and anywhere without the restriction of time; as to the form of carrier, online information resources are of digital e-version which may be shared by multi-users online at the same time; as to the type of document, on the Internet there are not only types of document including catalogues, index and full texts, but also multimedia information including audio, video and animation; as to the method of searching, the network environment offers various powerful, flexible, convenient and practical searching tools; as to the matter of speed, networking service enables extremely fast information transmission. With a high-speed information network, libraries, document centers and information centers can not remain the only possessors and providers of information resources. Companies, enterprises, organizations and individuals may start information service on the Internet and compete with libraries and information institutions, and thus readers of libraries will be drained and lost. These features of information resources networking have completely changed the situation and method of mankind’s information service and become significant challenges towards the document information work. Traditional service methods are out-of-date and inadequate in accuracy, quantity and time-efficiency of information provision. Libraries that once boasted of information consulting service centers are faced with great challenges brought by information technology.
2 Chances Brought to the Information Consulting Service Industry by Networking of Information Resources
Information Resources Networking has brought a double-faced impact upon the information consulting service industry i.e. the co-existence of challenges and chances. How to face with changes brought by the brand new network environment? It is a question worth pondering for libraries to conduct information service in this information-based society.
2.1 Further Develop Information Resources; Improve the Information Consulting Service
Developing information resources and improving information processing and service are preconditions to meet the requirements of various types of users. Information consulting departments shall not only exploit printed document information within their collections, but also develop information on various types of carriers such as machine-read type and compact type, as well develop online information sources. When collecting information, they shall pay attention to not only direct information, but also indirect information. And the developed information shall be utilized, since the developing of information is only the means while its utilizing is the aim. Meanwhile, they shall carry out output service of general information products, i.e. adequate processing and ordering and providing the society with information products in batch. They may also carry out deep-processing service of information achievements and win through high quality. They may as well carry out information technology-based service which stems from information but surpasses the original information. In a word, the goal of information regeneration and full utilization can only be achieved through strengthening information processing and service as well as attaching great importance to twice and thrice development and utilization of documents.
2.2 Establish a Computer Center; Carry out the Training Service for Network Users
To better exert the function of the information consulting service in the network environment, information consulting departments must establish a computer center, which can make easy the retrieval of bibliographies, catalogues, abstracts and full-text machine-read contents for users. In addition, the consulting departments may provide e-mail service for users on the Internet and may carry out toll service through appropriate methods.
The Internet can provide people with abundant information. However, in China, many nowadays information users have little knowledge about the Internet. Information consulting departments must train those users on network knowledge including basic Internet knowledge and the usages of various kinds of searching tools. In addition, they must also teach the users how-tos, including how to identify, collect and read online information, how to establish personal information, how to carry out information analysis and research and how to conduct science & technology writing and online information exchange, in order to strengthen their abilities of observing, analyzing, thinking as well as the ability to acquire and exchange information.
2.3 Speed the Construction of Information Transmission Network
Both the searching and utilizing of information rely on a fast and reliable information transmission channel and document security system. It is essential for information transmission and resource sharing to quicken the speed of information storage, search and transmission and realize the networking among information institutions. Libraries must take advantage of the share feature of information resources to achieve networking of editing, listing, searching, ordering, document transmission, inter-borrowing management, database establishment and sharing of public software program library through “virtual libraries” based on the information highway. They may also take advantage of the philosophy of systematic sorting language to sort out current online resources. For instance, e-mails may be sorted into categories of academic research, recreation & touring and advertising, etc. for the convenience of storage and search.
2.4 Build Databases with Certain Characteristics
The database is an important part of online information resources. Database building is a link between traditional development, utilization and service of information and modern development, utilization and service of information. The database has its own rules and usages, which can be easily used to take data statistics and conduct analysis. There are quite a few databases that have been built in our country. Even Wanfang Data Co., Ltd. has produced nearly ten kinds of large databases on scientific research results, enterprise products and papers, which can meet the information requirements of many industries. Therefore, the information institutions must focus on subject, professional and topic information research to strengthen the building of various characteristic databases, and positively organize Internet access to establish and maintain proper online database information resources. Many products of information research must also be developed into electronic full-text database or value database and spread around online to better satisfy various information needs of users. The consulting institutions must take full advantage of their own collections to develop databases with their own characteristics for users to utilize valuable information. The database with its own characteristics is usually that of authority. The commercial utilization of database can bring certain economic benefits to the information institutions, and it may greatly improve information service people’s working enthusiasm in addition to providing service to users.
2.5 Take Active Part in the Establishment of Document Resource Network
Information consulting departments shall take full advantage of achievements of document resources and information infrastructure to strengthen resource construction. It is important that each information institution has established its own characteristic collection. With limited funds, they must ensure the key points and take advantage of the strong points to meet the requirements of their readers and provide information service for the entire shared network. They must establish the document resource security system and the sharing system within their respective system or area, to carry out purchase coordination, online listing and networking searching. Users of the information consulting departments have lots of requirements, and libraries cannot undertake resource construction on their own, so that libraries with abilities must extract manpower and assets to cooperate with each other and participate in the building of other document resource networks to build various joint networks to achieve the goal of co-service and co-development and join hands with the international information market. They can as well build connected networks to realize resource sharing.
2.6 Strengthen the Marketing of Information Service
As an important part of the information service industry, information institutions need to use for reference and adapt to marketing methods of the market economy to establish and develop marketing strategies and methods of the information consulting service, especially in the respects of user demand analysis, determination of information service project, promotion of information product and service as well as the methods and channels of information service, and to develop the user-oriented modern information consulting service system.
3 Higher Requirements for Personnel in the Information Consulting Service Industry due to Networking of Information Resources
The twenty-first century is the era of information, when the requirements for basic scientific quality and comprehensive quality of personnel in the information consulting service industry are higher than and different from before. Online information service is actually a service with content experts as the core. It is experts instead of materials that have the decisive function in providing information service to users. Therefore, a powerful professional group is the essential precondition as to the competitive edge of information service. Every department or enterprise engaged in the network information service industry must strengthen the training of its professional people and refresh their knowledge structure at any time when work calls, especially the abilities of the application of information technology, as well as the development, organization, management and search of information resources. The industry of network information service is a sun-rise industry for future development. Only with high quality professional personnel, can the institutions or departments engaged in this industry achieve the transformation of functionality and adapt to the requirements of information-based social development, so that propel the continuous development of information consulting service to serve the agricultural scientific research and the economic construction.

1由于信息资源网络化带来的信息咨询服务行业所面临的重大挑战
随着网络技术的飞速发展，传统的信息咨询服务陷入困境。在网络环境中提供丰富的信息资源为文献信息咨询服务提供更多的方法。至于服务的方法，用户可以上网查询和检索他/她所需要的，没有任何时间和任何地方的限制;至于载体形式，网上信息资源数字化的电子版本能使多用户同时在线共享;至于文档类型，在互联网上的文档类型不仅包括目录，索引和全文，而且有多媒体信息，包括音频，视频及动画；至于的搜索方法，网络环境提供了各种功能强大，灵活，方便，实用的搜索工具，至于速度问题，网络服务使信息传输速度极快。随着高速信息网络的发展，图书馆，文献中心，信息中心不能仍然是唯一拥有者和信息资源的提供者。公司，企业，组织和个人可以开始互联网上的信息服务并和图书馆和信息机构竞争，图书馆的读者会因此而失去。信息资源网络，这些功能已经完全改变了局势和人类的信息服务手段，并成为文献信息工作的重大挑战。传统的服务方法陈旧，精度，数量和提供信息的时间效率不足。图书馆引以为豪的信息咨询服务中心正面临信息技术所带来的巨大挑战。
