1.0 PURPOSE 目 的
This procedure describes the guideline for operation, inspection and maintenance of cranes and lift equipment on all BSF projects including EPC or C contractors and/or third party crane rentals. The intent of this procedure is to establish baseline requirements for every BSF construction project. The baseline requirements addressed are as follows:

2.0 SCOPE 范 围
2.1 This procedure applies to all BSF construction projects, including EPC or C contractors and/or third party cranes and lift equipment rentals. Specifically, it includes but is not limited to the use and operation of the following forms of lifting equipment:

2.2 This procedure provides the expected standard for crane use and operations on all BSF projects. The forms provided in attachments A through F are intended to be used as guides on which the EPC and C Contractors base their inspections. While EPC or C contractors may elect to use alternate documentation to control the work process, they shall comply with the intent of this procedure.

2.4 Any deviation from this procedure shall be documented and submitted in advance to the BSF Lead Field Engineer (LFE) who will obtain approval from BSF Rigging Department.

3.0 DEFINITIONS 定 义
3.1 Testing and Inspection 测试和验收
The process by which cranes and lift equipment are inspected, tested and documented after they have been assembled for use at the project.
在吊车和起重设备组装供现场使用后进行的验收、测试和记录的过程。
3.2 Operator Screening and Qualification 人员筛选和资格审查
The process of qualifying the operators in the operation of the cranes to be used at the project to comply with BSF and all applicable Chinese requirements. Refer to Project Procedure PR-8710-0000-0007, Crane Operator Qualification.
对将要在BSF项目操作和使用吊装设备的人员进行的资格认证以使其满足BSF和所有相关的中国法规的程序。参看项目程序PR-8710-0000-0007，“吊车司机资格审查”。
3.3 Equipment Maintenance and Safety 设备保养和安全
The establishment of the equipment operation and maintenance support team at the project site for the purpose of fleet management at the project.

3.4 Designated Person 指定人员
A designated person is an individual selected or assigned by the employer or employer’s representative as being competent to perform specific duties.

3.6 Planning 计 划
The process of determining, identifying, quantifying, and ensuring that the prospective lifting equipment is best suited to the project needs and are soundly evaluated prior to commitment for use at BSF construction projects.
计划是指决定、明确、量化并确保可使用的吊装设备能够最佳地满足现场要求且在投入BSF施工项目使用之前已经过充分地评估。
3.7 Lift Equipment Selection and Availability 吊装设备的选择和到位情况
The process by which the lifting equipment is selected for the specific intended lift requirements at the project to ensure the lifting equipment required to perform the work shall be available when required by the project construction schedule.
选择特定的吊装设备以满足项目吊装要求 ，且所需的吊装设备可根据施工进度到场实施工作。
3.8 Mobilization 进 场
The process of arranging transportation for the lifting equipment to the project and the assembly once it has arrived at the project.
进场是指安排运输吊装设备进入现场并在设备到达现场后立即组装的过程。
3.9 Testing 测 试
The process of testing lift equipment after the equipment has been assembled, configuration change, major repair, or after being involved in an accident on site, for use at the project.

3.10 Record keeping 记录保存
· Documentation of required crane inspections and load tests.

· Service records indicating maintenance and repairs performed at the job site.

4.0 RESPONSIBILITIES 责 任
4.1 EPC and C contractors Construction Manager (CM) 高级承包商和总承包商施工经理（CM）
The EPC and C Contractors Construction Manager is ultimately responsible for the safe use and operation of all cranes and lift equipment in use on the CSPC Nanhai Petrochemicals Project. He may designate a Project Equipment Maintenance and Operations team (PEMOT) to ensure all aspects of crane operations are properly carried out. The following personnel (or their designees) may be part of the equipment maintenance and operations team: Project Field Engineer, Site Manager, Rigging Engineer, equipment superintendent, master mechanic or other designated person(s).

4.2 Project Equipment Maintenance and Operation Team (PEMOT)

The EPC and C Contractor Construction Manager shall assemble a Project Equipment Maintenance and Operation team (PEMOT) to manage crane and lift operations at the project. The designated person(s) that will lead the equipment maintenance and operations team must be fully conversant with the implementation of crane operation and maintenance procedures, inspections that are required by the crane manufacturers and by applicable jurisdictional codes, standards & regulations.
高级施工经理应组建一个项目设备维护和运行小组来管理BSF项目的吊车和起重设备的操作。该小组也可称为BSF设备操作小组。指定的负责领导设备维护小组的人员必须彻底熟悉吊车运行和维护程序的实施、吊车厂家要求、以及国家法规、规程和标准要求的验收。
5.0 INSTRUCTIONS 说 明
5.1 Requirements 要求
5.1.1 BSF and EPC and C contractors shall collaborate in the selection of lift equipment that will safely perform the project tasks, minimize cost, and maximize the efficiency of the lifting operations at the project site. It is essential that the equipment selected in the planning process will be available to meet the project work schedule. 5.1.2 The Project Equipment Maintenance and Operations Team (PEMOT) from each EPC & C contractors will set up equipment specific maintenance and inspection files for each piece of lifting equipment on-site. These files shall include (when completed) initial inspections, daily inspections, load tests, periodic inspections, maintenance records, and any other manufacturers documentation deemed required by the PEMOT.
5.1.3 项目设备维护和运行小组（PEMOT）应针对BSF现场每个吊装设备建立特定的保养和验收文件。这些文件应包括（完成后）初期验收、日常检查、试吊、定期检查、维护记录和PEMOT要求的其它厂家记录。
5.1.4 The EPC and C contractors Project Equipment Maintenance and Operations Team (PEMOT) will review the inspection forms provided in this procedure (attachments A through F). If the forms need modification due to project specific conditions, then those changes shall be drafted by the PEMOT as a revision to this procedure that is reviewed by the EPC & C contractors Lead Field Engineer (LFE) and approved by the CM. The modified inspection forms will be kept on file in their respective equipment files.

5.1.6 The designated person(s) in the PEMOT shall review all inspection forms to ensure that they comply with all manufacturers specifications and all applicable jurisdictional regulations, codes & standards prior to their use.

5.1.7 EPC and C contractors shall qualify Crane Operator in accordance with Project Procedure PR-8710-0000-0007, Crane Operator Qualification. Specific training for lift operators shall include but is not limited to the following:

5.1.8 All construction crane and lift equipment operators on the CSPC Nanhai Petrochemicals Project, including those of EPC and C contractors and/or third-parties, will be qualified by EPC and C contractors in accordance with PR-8710-0000-0007 and its associated written and practical tests, as well as applicable local regulations regarding crane operator qualifications.

5.1.9 Upon crane or lift equipment mobilization at the jobsite, the initial inspection shall be performed and recorded by the BSF Equipment Superintendant or his designee. Any discrepancies found during the inspection will be addressed and corrected by the EPC and C contractors PEMOT and master mechanic as required.

a. Crane inspections shall be conducted in accordance with applicable crane manufacturers specifications and all applicable jurisdictional codes and standards.

5.1.10 Upon successful completion of the initial and annual inspections a jobsite load test is required. For all jobsite load testing, refer to Project Procedure PR-8710-0000-0010, Crane Load Test. An HSE Representative may be required to witness the test, depending upon project specific HSE procedures.
