Current Procedure refers BSF as directly responsible in the development and execution of rigging program for the performance of EPC and C contractors WORK .WORK.

Description of Change:

Define the procedure as ‘guidelines’ instead of ‘standard work process’.
Define Medium lifts as ‘more than 10 less than 50 tons’ instead of ‘more than 10 less than 30 tons’. Include any lift that exceedlifts that exceed 75% but less than 90% of crane’s chart capacity.
Define Heavy lifts as ‘ 50 tons or greater’ instead of ‘30tons or greater’.
Further define Critical lift as any multiple crnaecrane lift where either crane exceed 75% of the cranes chart capacity.
Remove Certified Rigging Engineer role in lieu of BSF rigging department.
Include EPC and C contractors as responsible in classification of lifts, development of lift plan, review, approval and execution of light, medium and heavy lifts.
BSF rigging department to review and approve only heavy, critical lift plans and heavy haul plan.

1.0 PURPOSE 目 的
This procedure defines the standard work processguidelines for preplanning and executing work operations related to construction hauling and lifting activities.

2.1 This procedure applies to all BSF construction projects. It encompasses all hauling and lifting work operations performed by project personnel including subcontractor and/or third party employees.

2.2 This procedure also provides the minimum standards for hauling and lifting work activities performed by (sub)EPC and C contractors on all BSF projects. While (sub)contractors may elect to ustilize alternate documentation to control the work process, they shall comply with the intent of this procedure by:

d) Executing hauling and lifting work per the approved plan.

Any deviation from this procedure shall be documented and submitted in advance to the BSF PFE, who will obtain approval from the appropriate authorities.

3.0 DEFINITIONS 定 义
3.1 Lifting 起 重
The process of lifting or positioning equipment, components, or materials with a machine.
使用机械将设备、部件或材料提升或定位的过程。
3.2 Lifting Device 起重装置
Any machine or device used to lift a load from its supporting surface. Such devices include, but are not limited to the following; crane, hoist, hoisting system, chain fall, come-along, jack, jacking system, gin pole, derrick, monorail hoist, gantry crane, levers, pulley system, air bag jack, strand lift system, etc.
任何提升荷载离开其支撑面的机械或设备。这样的设备包括但不仅限于下列：吊车、卷扬机、提升机系统、倒链、拖曳机、千斤顶、千斤顶系统、抱干、起重架、单轨卷扬机、龙门架、杠杆、滑轮系统、气囊千斤顶、钢绞线提升系统等。
3.3 Hauling 拖 运
The process of relocating or moving heavy equipment, components, or materials (which require a crane to load & unload) a considerable distance using a haul trailer, rollers, or similar devices is included.
使用拖车、滚筒或相似设备安放或移挪沉重设备、部件或材料（需要吊车装卸）的过程。
3.4 “Safe limit of Approach” for power lines is the closest distance from a power line that equipment can work safely and legally defined as:

3.5 Payload Weight 有效荷载重量
The weight of the item to be lifted. Payload weight includes the actual item weight, plus the weight of attachments, saddles, temporary supports, etc. Payload weight does not include rigging weight.

3.6 Ton 吨
The word “ton”, as used herein, refers to a mass of 1000kg. (1000kg ton equals 1 Tonne)

Note: For the Definitions of "lifts" that follow, the EPC and C contractors Rigging Supervisor or Rigging Engineer may categorize any lift they deem necessary, to the more onerous standard. This may be due to lift complexities, operational considerations, environmental factors, or administrative considerations.

3.7 Light Lift 轻级起重
Any lift where the payload weight is 10 tons or less.

3.8 Medium Lift 中级起重
Any lift where the payload weight is over 10 tons but less than 3550 tons; any lift that exceed 75 percent but less than 90 percent of the crane’s chart capacity; any multi-crane lift below 75 percent of either cranes load capacity..

3.9 Heavy Lift 重型起重
Any lift where the payload weight is 3550 tons or greater.

Any lift that exceeds 8990 percent of crane’s chart capacity; any mMultiple-crane lift where either crane exceed 75% of the cranes load chart capacity; requires one (or both) of the cranes to change locations during the lifting operation; any up-ending operation during the lift; or any lift over operating or occupied facilities, process pipe racks, or near power lines. Any lift involving a complex rigging arrangement or that requires specialty rigging shallould also receive this classification. BSF pProject management may classify any lift that involves sensitive or costly equipment as critical.

A Project Rigging Engineer is an individual, designated by the EPC and C contractors Project Lead Field Engineer (PFELFE), who meets the minimum qualification standards for performing his duties as outlined in this document. The qualification standard for the Projectthe Rigging Engineer is in Attachment D.

3.12 Rigging EPC and C contractors Rigging Supervisor 总承包商和施工承包商起重主管
The Rigging Supervisor is an individual with demonstrated technical skills who is assigned responsibility for planning and supervising heavy haul, heavy lift, and/or general rigging work operations on a project.

A Certified Rigging Engineer is an individual with demonstrated technical skills assigned responsibility for analyzing rigging operations and designing the temporary structural systems required to support heavy lift rigging or heavy haul work operations. Certified Rigging Engineers must be qualified. Refer to attachment F for qualifications.

The Field Superintendent is responsible for planning and directing all project work operations in accordance with the requirements of this procedure.

The PFE LFE is responsible for overseeing the design of lifting systems, hauling systems, and temporary structural systems required to support project work operations. The PFE LFE is also responsible for ensuring that all heavy haul plans and that all medium, critical or heavy lift plans are reviewed and approved in accordance with this procedure, prior to the start of the work. The PFE LFE is responsible for the appropriate categorization of all Critical lifts.

Review and approval of heavy haul, and heavy and critical lift plans is mandatory.
