1.0 SCOPE范围
This document outlines the basic principles to be adopted in the provision of welfare facilities for the *** ISBL and OSBL units. The document does not cover the facilities provided in the comprehensive warehouse and administration buildings as these have their own facilities to cover the “day staff”. The intention of this document is to ensure a uniform approach is adopted by all Design Contractors and Design Institutes.

2.0 RESPONSIBILITIES责任
It is the responsibility of the individual process stream and OSBL Engineering Contractors/Design Institutes to locate and design the above mentioned facilities throughout the plant.for their respective units. In undertaking this design the Engineering Contractors shall design the facilities in accordance with the *** Specifications and Standards and National and Local regulations. A list of applicable specifications and standards are as given in Section 3.0 of this document.

The lasted version of the Chinese national compulsory standards and specifications quoted by *** specifications will be used as the design basis.

4.0 DESIGN BASIS设计原则
Each ISBL unit e.g Olefins, Polyolefins, Acrylonitrile etc. shall have at least one welfare station for the use of the plant operatives working on their respective plant. The welfare stations are to be located such that no operative has to travel more than 500m from his normal place of work to a welfare station.

每一ISBL部门，例如烯烃、聚烯烃、丙烯腈等，应至少有一个福利站，供相应的操作工使用。位置的设置应保证任何操作工去福利站无须离开他的工作岗位500米。

As the OSBL facilities are widely distributed a number of welfare stations will be required. They shall be located such that no operative has to travel more than 500m from his normal place of work to a welfare station.

The welfare stations may form an annex to any local control buildings which may be located on the site.

Welfare Station construction shall be in-situ reinforced concrete with rendered brick or blockwork panels.

4.1 Loading荷载

4.2 Facilities设施
The Outstation Welfare Stations facilities shall include:

Safety Equipment Storage 安全设备储藏间
Cloakroom Area 衣帽间
Toilets 卫生间
Storm Shelter 避雨棚
Rest Room / Basic Canteen 休息室/简单餐厅

Safety Equipment/First Aid安全设备/急救

The welfare station shall be the repository for specialist safety equipment such as breathing apparatus. Standard Personal Protection Equipment (PPE) shall normally be stored and issued from the Comprehensive Warehouse, however the Welfare station shall keep minimal emergency supplies of eye, ear and hand protection. The Welfare Station shall also have a basic first aid facility, eg bandages, sticking plasters, antiseptic ointment.

福利站应有特殊安全设备，如呼吸器的储存间。应储备并从综合仓库获得标准人员保护设备（PPE）。但福利站应至少库存眼睛、耳朵和手保护等急救用品。福利站还应有基本的急救设施，如绷带，橡皮膏，和防腐消毒用品。

Cloakroom Area/Wet Room衣帽间/湿室

The cloakroom area shall be of adequate size to accommodate the number of personnel working a shift on the particular ISBL or OSBL unit. It is normally to be used as a place to remove and hang site coats, boots and safety hats during recreation breaks. It is not the intention to use this area as a changing room for shift clothes/everyday wear.

衣帽间应足够大以容纳在特定ISBL和OSBL部门换班工作的员工。它通常用来在休息间隙脱挂现场工作服、靴和安全帽。这个区域不用来换每天穿的换班工作服。

Separate cloakrooms shall be available to male and female staff.

Toilet and Shower Facilities卫生间和冲淋设施

The Welfare Station shall have sufficient toilet facilities for the staff. There shall be separate facilities for male and female staff. Numbers of urinals and wcs shall be based on the following (or Chinese regulations if more onerous):

Male 男卫生间

1 urinal per 15 operatives, 每15个操作工一个小便器minimum 2 number.

Female女卫生间

1 wc per 15 operatives, 每15个操作工一个大便器minimum 2 number.

Both male and female toilet facilities shall include hand basins and 1 number shower.
男女卫生间设施都应包括洗手盆和1个冲淋器。

Storm Shelter避雨棚

Each welfare station shall have a covered area that provides protection from short storm periods. The shelter would not be fully enclosed.
每个福利站应有一个盖顶区域，提供短时间避雨。此棚不必完全围起。

Rest Room / Basic Canteen休息室/简单餐厅

The welfare station shall provide sufficient accomodation for the shift operatives during recreation and meal breaks.
福利站应提供换班操作工在休息和用餐间隙所需的足够空间。

The canteen shall have a small kitchen facility that is capable of making and serving hot and cold drinks and facility for storing and serving hot and cold meals. The kitchen shall have as a minimum a refrigerator, oven/warmplates, cupboards, sink and storage for cleaning materials.
餐厅应有一个小厨房，能制作和供应热冷饮料，并有储藏和供应热冷食物的设施。厨房至少应有一个冰箱、微波炉/加热设备、食橱、水槽和清洁材料储藏室。
