2、响报告书 地 址: 济南市历山路50号 电 话: 0531-85870027 传 真: 0531-85870027 邮 编: 250013 前 言 莒县地处山东省东南部,日照市西部,位于东经118°35′~119°06′,北纬 35°19′~36°03′之间,西邻临沂市的沂水县和沂南县,东邻东港区和五莲县,南接临 沂市的莒南县,北连潍坊市的诸城市。莒县地理位置优越,交通十分方便,有206 国道(烟台至浪暖口)、335省道(兖州至石臼所)、225省道(莒县至阿湖)、336 省道(莒县至界碑)四条过境公路从县城经过,日

3、东高速从县城南部通过,胶新 铁路从北部通过,县内公路四通八达。莒县县城座落在城阳镇,位于县境中部偏 南,商业、通讯、文化、卫生等服务设施齐全。南北最大纵距75.6km,东西最大 横距37.4km,全县总面积1952.42 km2,总人数约为110万人,辖17个镇、4个乡, 1260各行政村。17个镇是城阳、招贤、阎庄、夏庄、刘家官庄、峤山、小店、中 楼、龙山、东莞、浮来山、陵阳、店子集、长岭、安庄、碁山、洛河,4个乡是寨 里河、果庄、桑园和库山。 近几年来,莒县的城市建设和工业发展较快,人民生活水平不断提高,城市 卫生保洁、垃圾清运工作也取得了很大的成绩,目前莒县已建成一处生

4、活垃圾处 理场,位于莒县城东南龙山镇前申家沟村东南偏东约1km的山涧中,该填埋场原 设计服务范围为莒县城区及垃圾场周边乡镇的镇区生活垃圾,但随着城乡环卫一 体化的实施,莒县其它乡镇的生活垃圾均需要处理,同时因该填埋场场址位于莒 县城区的南部,因此目前该填埋场实际服务范围为莒县城区及莒县南部乡镇的生 活垃圾,实际日填埋垃圾量已达600吨,整个填埋场服务年限缩短为11年。 目前莒县北部的6个乡镇洛河镇、果庄乡、安庄镇、碁山镇、库山乡和东莞 镇距离莒县现有的垃圾填埋场距离较远,据估算,最近的运输距离约为44km,因 此莒县北部6个乡镇的垃圾暂未统一收集处理,基本上都是随意倾倒,无序

5、堆放, 无固定的垃圾收集点,也无规范的垃圾处理场,使得全县的垃圾无害化处理率不 高,影响了城乡环卫一体化的全面推进,因此莒县环卫局拟在碁山镇珠山村东南 约510m处新建本项目,以卫生填埋莒县北部六乡镇(东莞镇、安庄镇、碁山镇、 洛河镇、果庄乡、库山乡)的生活垃圾,本项目建成后可全面实现莒县城乡环卫 一体化,提高生活垃圾无害化处理率。 拟建项目总占地面积约164.3亩(约10.9549万m2),建设性质为新建,总投 资5276.54万元,处理莒县北部六乡镇的生活垃圾,日处理生活垃圾240t,采用卫 生填埋处置方式,设计服务年限为12.2年。 按照《中华人民共和国环

6、境影响评价法》和《建设项目环境保护管理条例》, 拟建工程需执行环境影响评价制度,建设单位莒县环境卫生管理局委托山东省环 境保护科学研究设计院承担该项目的环评工作。 我院接受委托后,对拟选场址进行了现场踏勘,并在此基础上编制完成了《莒 县城北生活垃圾无害化处理场工程环境影响评价实施方案》,2014年3月25-26日 山东省建设项目环境审核受理中心在莒县组织召开了该项目的环境影响评价实施 方案专家审查会,会后我院根据专家意见进行了环境现状监测,并在此基础上编 制完成了该项目的环境影响报告书。 在编制过程中,得到了各级政府、环保部门和建设单位的大力帮助和支持, 也得到了部分专家
