“Does your employer have the right to limit where you work next？” asked Scott Kirsner in The Economist. In most states, the answer is “yes”. Noncompete agreements(竞业禁止协议) barring workers from taking jobs at other companies in the same line of business cover 20% of the US workforce. Now Massachusetts is trying to check their spread.
Thanks to a new law that takes effect on Oct. 1, employers there will have to tell prospective workers about a noncompete when offering them a job, or at least 10 days before they start working, instead of hiding it in “stacks of paperwork for you to sign on your first day”. The noncompetes also can't cover hourly employees, and can't last longer than a year. That's a plus for workers, because the length of time these agreements stay valid has gradually increased. Noncompetes in the food and wine world “can be particularly cruel，” said Scott Kirsner. One winemaker who sold his company had to promise not to make another zinfandel(仙粉黛葡萄酒) for eight years. “I've learned a lot about zinfandel，” he said.
The original idea behind noncompetes made business sense, said Sabri Ben­Achour in Marketplace.org. Companies don't want to share “trade secrets with an employee, only to have him/her take them to a competitor, or become a competitor”. Therefore, corporate executives are often made to sign these deals. But noncompetes are also imposed on fitness instructors, hairstylists, and even dog walkers—to stop them taking clients to a new employer. Economists believe the agreements suppress wages and paralyze the labour market, discouraging employees from seeking a new job and a higher salary. California's strict limits on noncompetes are often credited with helping promote the mobility of talent that created Silicon Valley. After Hawaii banned noncompetes for tech workers in 2015, the wages of new hires climbed 4% and the mobility increased.
If companies insist on noncompetes, said The Economist, they “should be negotiated before employees accept a job offer and should apply for short times.” Noncompetes might be less harmful if firms using them had to “pay extra to compensate employees for signing away some rights”. Workers who found out about a noncompete after starting a job earned 10% less than those who knew about it beforehand. So ask before taking a job, while you are still able to negotiate the terms.

For many people suffering from epilepsy(癫痫), there are no treatment options available. In our latest research, we developed an implantable device that may offer relief. We show that the implant can treat problems in the brain by delivering brain chemicals—known as neurotransmitters(神经传导物质)—directly to the cells in the brain that cause the problem.
