正确理解和处理 HSE 管理体系与 安全生产标准化之关系

摘 要： 通过分析 、比较 HSE 管理体系与安全生产标准化之异同和内在联系 ， 提出二者 理念相同， 目标一致的观点， 企业有效实施 HSE 管理体系可以促进安全生产标准化达标 。反 之， 通过安全生产标准化达标的评定可以衡量 HSE 管理体系运行的质量 ， 并就企业如何正确 处理二者的关系给出了一些建议 。

早在 1997 年我国石油石化行业就借鉴西方发 达国家大型石油公司的先进管理经验 ， 积极推行 HSE 管理体系建设， 取得了较好业绩 。2004 年国 务院颁发了 《关于进一步加强安全生产工作的决 定》， 首次明确提出要在全国所有工矿商贸 、交 通运输 、建筑施工等企业开展安全质量标准化活 动 。企业已经建立了 HSE 管理体系， 还要再做一 套安全生产标准化吗 ？ 二者有什么异同 ？ 针对此 问题， 很有必要对如何正确理解和处理二者之间 的关系做一些探讨 。
1 HSE 管理体系及安全生产标准化的概念

1. 1 HSE 管理体系
健康 (Health) 、安全 (Safety)和环境 (Environ- ment)管理体系 (简称 “HSE 管理体系 ”) 是总的 管理体系的一个部分， 便于组织对与其业务相关 的健康 、安全与环境风险的管理 [1] 。HSE 管理体 系的建立可有效的提升石油石化企业健康 、安全 和环境的管理业绩， 同时也是石油企业参与国际 市场竞争的必要条件 。
1. 2 安全生产标准化
安全生产标准化是指通过建立安全生产责任
制， 制定安全管理制度和操作规程 ， 排查治理隐 患和监控重大危险源， 建立预防机制， 规范生产 行为， 使各生产环节符合有关安全生产法律法规

和标准规范的要求， 人 、机 、物 、环处于良好的 生产状态， 并持续改进， 不断加强企业安全生产 规范化建设 [2] 。
2 二者的不同点
1)管理范围不同 。HSE 管理体系不仅包括安 全和健康管理， 还包括环境管理 ； 安全生产标准 化只包括安全和健康管理 。
2)采用原则不 同 。HSE 管理体系是企业为 控制生产经营 中健康 、安全 、环境风险的自主 行为， 属自愿原 则； 安全生产标准化是政府为 落实安全生产主体责任 ， 控制生产经营中的健 康 、安全风险对 企业提出的要求， 属强制原则 (极少数行业可能要求在建立 HSE 的基础上开展 安全生产标准化活动 ， 此时推行 HSE 就带有强 制色彩) 。
3)前置条件不同 。HSE 管理体系没有前置 条件要求， 不同业绩水平的企业都可以通过建 立和实施 HSE 管理体系进行系统化管理 ； 安全 生产标准化有前置条件要求 ， 提出了硬性的安

全业绩指标 。如果企业在 1 年内发生了死亡等 事故， 就不能满足申请考核评级条件 ， 满足前 一个条件后 ， 考核分达不到规定的分值也不能 达标 。
4)文件要求不同 。HSE 管理体系必须建立一 套体系文件， 主要包括管理手册 、程序文件 、作 业指导书三个层级； 安全生产标准化强调健全安 全生产规章制度 、安全操作规程， 不要求建立一 套体系文件 。
5)属性不同 。HSE 管理体系属于管理方法 ， 是一套企业管理的做法和程序 ， 主要强调系统化 的管理思想； 安全生产标准化属于管理标准 ， 在 《基 本 规 范》 的 基 础 上 各 行 业 又 制 定 了 对 应 的 《考核评价标准》， 对每一项管理活动的评价都有 明确的量值规定， 以此来判定企业是否达到安全 生产标准 。
6)级别设置不同 。HSE 管理体系不分级别 ； 安全生产标准化分为三级 、二级 、一级 三 个 等 级， 一级为最高级 。

7)监督机制不同 。在 HSE 管理体系中， 企业 为实施主体， 中介机构进行监督 ， 三年有效期内 每年进行一次监督审核 ； 在安全生产标准化中 ， 企业为实施主体 ， 安监部门和考核机构进行监 管， 三年有效期内采用抽查方式 。
3 二者的相同点
1)目标一致， 都是以落实企业安全生产主体 责任 、预防事故 、规范管理 、持续改进安全生产 为目的 。
2)理念一致， 都是以过程风险控制为主线 ， 通过危险源辨识 、评 价 与 管 理， 实 现 安 全 管 理 向事前预防的主动型管理转变 。简单地说就是 按照 “海恩法则 ”事前发现并控制事故征兆和 事故苗头 。
3)动态循环模式一致， 都是通过周而复始地 进行 PDCA 循 环， 即 “计 划 、实 施 、检 查 、改 进”四个环节， 使体系功能不断加强和完善 ， 如 图 1 所示。

4)提高推动力的意愿一致， 就是特别强调企 业高层领导的关注和支持， 希望高层以自己的行 动表明对此项工作的重视程度 ， 从而提高工作的 推动力 。
5)遵守法律法规和其它要求方面一致 ， 是以 法律法规和其它要求为基本要求 。
6)与企业现行安全管理体制的关系一致 ， 它 不是取代企业现有的行之有效的 、健全的管理体 制， 而是对现有安全管理的补充和完善 ， 达到系 统化 、科学化 、规范化 、制度化 。

4 二者的内在联系
HSE 管理体系为企业提出了健康 、安全与环 境工作系统化的管理方法 ， 重点为管理过程要 求， 企业通过有效实施 HSE 管理体系可以促进安 全生产标准化达标 。而安全生产标准化通过对照 《考核评价标准 》量化打分， 成为现阶段衡量企 业安全生产水平的一把标尺 ， 对于已经建立 HSE 管理 体 系 的 企 业， 也 是 检 验 体 系 运 行 效 果 的 工具。

THE APPLICATION OF DOMESTIC COKE TOWER SEQUENTIAL CONTROL TECHNOL- OGY IN THE DELAYED COKING UNIT [1]
Zhang Lihua， Li Jinbo， Wang Bing． (SINOPCE Cangzhou Company， Cangzhou， Hebei， 061000) Abstract：The control of the delayed coking unit is complex； the labor intensity of the operating staff is strong； their working time is long and the working en- vironment is bad． In order to avoid man-made misop- eration accidents and protect the safety of personnel and equipment， the domestic coke tower sequential control system has been firstly and domestically put into service in the delayed coking unit of SINOPEC Cangzhou Branch． In this article， the composition， characteristics and debug method of sequential control system of the coke tower have been introduced； the test of sequential control system and the main prob- lems in the operation have been analyzed． The rectifi- cation scheme has been implemented． During two and a half years of operation， it is shown that the sequen- tial control program of the delayed coking unit in Can- gzhou Branch has been running well， which provides guarantee for the safe production of coke tower in a long period．

Abstract：Management of work permit is a basic sys- tem to improve HSE management of a project． To im- prove the understanding of work permit management will help improve the thinking of construction organi- zation management and further perfect the methods of project management； and it will surely have positive and significant influence on the prevention and reduc- tion of accidents． Management of work permit is not only the control of activity risks and filling in “permit to work”， more importantly， it is helpful to realize the scientific coordination and orderly boost of proces- ses． Thus the target of “prevention first and zero ac- cident”can be really achieved．

Abstract：Petrochemical enterprises are an industry of high risk． These enterprises have the harmful features of high temperature and high pressure with inflamma- ble， explosive and poisonous substances． Therefore， safety management of the enterprises is always the key point and the weak link． In order to ensure the safe and smooth operation of the devices， regular shut- down overhaul is necessary and during such period， there is more severe HSE situations than during nor- mal production period． And it is more important as to how to guarantee the safety and environmental protec- tion of the overhaul projects and how to guarantee the safety of the operating personnel under many disad- vantageous situations of tight time， large amount of work， operating personnel of low quality， and many habitual operations against regulations． Making com- prehensive analysis before overhaul and setting down corresponding HSE management measures can ensure smooth and orderly operation of enterprises during overhaul period．
