I. Guidelines of Health and Safety and Environmental Management
1 项目初始阶段
HSE Management during Preliminary Stage
1.1 项目经理组织编制的项目管理计划中应有HSE管理要求,其主要内容·:
Project Management Plan should cover the HSE requirement, which mainly includes:
1)确定项目的HSE管理目标、组织机构和管理职责;
Define the HSE management target, organization-chart & management responsibility.
2)对项目的危险源和环境因素进行辩识和识别,确定项目的重大危险源和重要环境因素,制定重大危险源/重要环境因素的控制目标和管理方案;
Identify any dangerous source and environmental factor,define the major hazard and key environmental factors and develop a control target & management proposal for the major hazard & key environmental factors;
3)对从事危险环境下作业人员的培训教育计划及其风险规避的宣传与警告方式。
Workers who carry out the work under hazardous environment will be well trained & educated, propagandize the risk aversion & other safety consciousness.
4) 制定HSE管理的主要措施和要求。
Establish the major measure & requirement for HSE management system.
1.2 项目组应对项目HSE管理计划的实施进行管理。主要内容包括:
The project team will supervise the implementation status of HSE management plan. The main working-scope will be as following:
1) 为实施、控制和改进项目的HSE管理实施办法计划提供必要的资源, 包括人力、物资、资金和专项技能和技术等;
In order to implement, control & improve the HSE management system, the project team will provide necessary resources including labor-force, material assets, financing support, special skills & techniques and etc.
2) 项目经理应组织项目人员在项目实施的各阶段,进行项目的HSE实施计划的交底和培训,保证项目组人员或各分包方人员能够理解并执行HSE实施计划的内容和要求;
Project manager should organize the team member to strictly implement the clarification & training during each different construction stages and make sure each team member and workers
from each subcontractor can fully understand the safety policy and execute the HSE requirement.
1.3 HSE工程师负责监督、审查/检查各阶段项目HSE管理计划的落实,并保存审查及实施记录,确保工程开展中的各项活动能够执行HSE的要求;
HSE engineer will be in charge of supervising, auditing/checking the implementation status of HSE management plan. At the same time, he will also be responsible for preserving all auditing & implementation records so that ensure all behaviors should be in compliance with HSE requirement.
1.4 项目组应建立并保持对相关方在提供物资和劳动力等方面所带来的风险进行识别和控制的程序,有效控制来自外部的危险因素。
Project team should set up a sound identification system for hazard factors brought by incoming material assets & labor force from relevant parties, make sure the hazard factor from external areas should be effectively controlled.
2. 设计阶段的HSE管理
HSE Management during Design Stage
2.1 设计HSE的策划
HSE Plan for Design Work
设计经理在项目经理领导下,根据“项目管理计划”中的HSE的要求,在项目的设计提纲明确本项目的HSE 目标及管理要求。管理要求是根据项目特性、针对与项目设计相关的职业健康、安全和环境保护目标确定。要求与目标必须与有关HSE评估单位和政府部门对项目HSE的批复意见一致。
Based on the HSE requirement defined by “Project Management Plan”, the design manger will specify the HSE target & requirement in the design brief under the help of project manager. The management requirement is fixed by referring to the project features and related HSE targets applicable for this project. The requirement & target should be in concordance with the ones defined by other relevant HSE evaluation department & statutory bureaus.
2.2 HSE设计
HSE Design
各专业设计人根据设计输入条件、合同规定、法律法规、标准规范和与HSE相关的评估以及批复意见的要求进行设计,按照公司的《设计控制程序》,通过设计、验证、评审等一系列设计活动,确保各专业的设计成品符合HSE的输入要求。
The HSE design work is based on the design specification, contractual specification, laws & rules, standard & criteria, and comments from relevant HSE evaluation departments. In addition,
the design work will be in compliance with Design Control Process specified by our company, and confirm the finished work will meet the HSE requirement through design, verification & evaluation processes.
2.3 设计HSE审查
HSE auditing
HSE审查及落实情况与设计文件的校审同步进行,并记录于“设计文件评审记录卡”中与其他技术文件一并归档保存。
The auditing & performance of HSE management and double-check of design document should be carried out at the same time, all this information should be recorded in the “Evaluation Card of Design Document”and this card with be preserved together with other technical datum.
3.采购阶段的HSE管理
HSE management during Procurement Stage
3.1 采购过程的输入是设计要求、顾客要求、施工要求和公司管理的要求。采购过程的输出为按时、保质地提供满足HSE要求的设备、材料和项目所需的其他资源,完成《采购产品安全审核表》。
The input data during procurement stage will be in accordance with Design Requirement, Construction Requirement & requirement brought forward by Company. The output data during procurement stage should be on schedule and ensure all materials and equipments and other necessary resources will meet the HSE requirement, finish Safety Auditing Form for Procurement Product.
3.2 采购部负责组织对设备、材料、工程供方进行考核评定内容为
The following items should be audited and evaluated by Procurement Department:
1) 有完整且运行有效的HSE体系。
Have one complete & effective HSE System
2) 有足够的装备、场地、检测手段,能保证满足采购文件所提出的要求。
Provide enough equipment, space, inspection method; make sure to meet all requirements defined by Procurement Paper.
3) 有良好的商业信誉和HSE保护业绩;
Have sound credit standing & have outstanding achievement for HSE management.
4) 对提供有特殊要求的设备、材料(如压力容器、防爆产品、锅炉等)应具有国家和有关部门认可的证明文件。
Provide necessary certification issued by National Department & relevant bureaus for those equipments & materials with special requirement (e.g. Pressure vessel, explosion-proof product & boiler and etc.)
5) 对评定合格的供方由采购部建立设备、材料合格供方档案并进行管理。
Procurement Department will collect & manage the equipment archives & material archives for all qualified supplier after evaluation.
6) 项目选择设备、材料供方时,需根据项目要求选择供方档案中的合格供方进行询价、报价后确定,并在签订的采购合同中明确HSE要求。
During the process of selecting the equipment & material supplier, the qualified supplier will be selected from the supplier achieves, and the final determination will be based on their inquiry & quotation. The HSE requirement should be clarified during the signing stage of procurement contract.
7) 若需采用未列入供方档案的厂家时,需在询价前进行评定。
If any supplier that is not listed in the archives will be recommended, the inquiry will be commenced after passing the evaluation work.
3.3 采购经理应把职业健康、安全和环境保护对设备材料的要求纳入采购管理的内容。
Procurement manager should define the HSE requirement for protecting equipments & materials.
3.4 采买和检验工程师应在项目HSE工程师的配合下,审查设备、材料是否满足有关职业健康、安全和环保的法律、法规和标准规范的要求。
Procurement engineer & calibration engineer should cooperate with HSE engineer to audit whether all equipments & materials meet the HSE code & standard or not.
当发现不能满足要求的缺陷时,应提出书面意见进行整改,直到达到要求为止。如果发现有严重违反法律、法规和标准规范时,应下达停止制造或停止使用的通知书。
Any remedial work for defect should be pointed out in a written way. The remedial work will be terminated only after meeting therequirement. If any serious violation and lawbreaking behavior happens, one Suspension Notification Letter need to be issued without any hesitation.
3.5 当采购危险化学品并执行运输任务时,应编制或审查危险化学品的运输方案。
Transportation plan should be developed or audited for chemical & hazard product during procurement & transportation stages.
3.6 材料经进场检验合格后应在指定场所合理、整齐堆放并实行挂牌制度。
Once the materials delivered to the site are checked and approved they should be stacked neatly in reasonably specified location and tagged for the ease of future use.
4 施工阶段的HSE管理
HSE Management during Construction Stage
4.1 施工经理/安全工程师根据“项目管理计划”中的HSE的总体要求和《施工现场HSE管理规定》,在编制本项目的“施工计划”时,确定施工过程的HSE管理要求,建立施工现场的HSE管理机构及管理制度,识别和评价施工过程中危险源和环境因素,确定重大危险源和重要环境因素,并制定施工管理方案和技术措施。
Based on HES general condition specified by“Project Management Plan”& HSE Management Provisions for Construction Site, construction manager & safety engineer will define the HSE management requirement & establish HSE management organization & policy on jobsite, identify & evaluate dangerous sources & environmental factors during construction process, define the major hazard & key environmental factor. In addition, they will develop management schedule & technical measures during construction stage.
4.2 施工前,HSE工程师应督促检查施工方进行HSE培训教育实施情况,确保参与施工的人员能够了解现场的HSE管理制度,重大危险源和重要环境因素,提高HSE管理意识和能力。
Before construction, HSE engineer should supervise the performance status of HSE training & education, make sure all involved workers can be have knowledge about HSE management system, major hazard & key environmental factor. Strengthen the consciousness & capability for HSE management.
4.3 HSE的技术交底
Technical clarification for HSE management
单位工程、分部和分项工程开工前,施工经理应组织施工组各人员向施工分包方各级施工管理人员进行HSE技术交底,并填写“安全/环保技术交底记录”,由交底人和接受交底人签署留存;
Before commencing Unit work, Sub-work and Section Work,construction manager should organize his team & all members from other subcontractors to learn the technical clarification for HSE management,and fill in “Safety/Environment protection Technical Clarification Record” and the clarification people and the people been clarified should sign their names on the record.
4.4 HSE 的检查
HSE Check
1)现场施工组应建立现场EHS检查制度,明确检查方式、时间、内容和整改的要求、处罚措施等内容;
Project team should build up HSE censorship on site, and specify particulars including manner, time & items for check action and also define the variation request and the punishment measures.
2)施工现场的HSE工程师每日对作业现场应进行巡视检查,施工经理应组织各施工分包方对作业现场进行每周的联合检查,检查内容主要为施工、生产过程的HSE措施的落实,并记录在“安全审查/巡视察记录”中,予以保存。
HSE engineer should implement daily patrol on site, and at each week, construction manager should organize each subcontractor to perform a joint check for the whole site. HSE check mainly focuses on the performance status of HSE management at construction & production stage. All data will be registered in “Safety Auditing/Patrol Record.
5、 试运行阶段的HSE管理
HSE management during Trial-operation Stage
5.1 业主负责试运行阶段的安全管理工作的具体实施;
Client will be responsible for implementing safety management during trial-operation stage.
5.2 项目HSE工程师的任务:
HSE Engineer’s mission:
(1)协助业主的安全管理工作;
Facilitate Client’s safety management;
(2)检查试运行方案是否符合安全要求并建立了相应的安全规程和制度。
如:安全规程、防火制度、有毒气体防护制度及安全应急措施等;
Check the feasibility for Trial-operation plan and develop relevant safety regulations & policies: such as: safety regulation, fire-proof policy, protection system for toxic gas & other emergency measures.
(3)检查并参与业主的有关生产操作及指挥人员的上岗资格考核工作;
Check & involve the production process implemented by the Client, and audit the director’s qualification certificate;
(4)检查试运行所需的临时设施并确认其是否符合安全试运行的要求;
Check the necessary temporary facilities before trial-operation and make sure the trail-operation meets the safety requirement;
(5)检查消防设施是否合格并已经投入使用;
Check the fire-fighting facilities and make sure all of them are qualified with sound performance.
(6)检查三废治理设施是否合格并已经投入使用;
Check treatment facilities for “3 Wastes: waste-water, waste-gas & waste-substance”and make sure all of these facilities are qualified with sound performance.
(7)检查设计规定的安全设施(例报警、联锁、淋浴器等是否已安装并调试合格);
Check safety facilities defined by designer (such as: alarm system, interlock system & sprinkler)
5.3 投料试车前应经过由现场安全小组组织的检查,发现有职业健康、安全及环境方面的问题和隐患,应限期整改,整改项目应经过再次检查,检查合格并经批准之后才能进入投料试车。
Before trial-operation, any HSE issue and hidden trouble found by safety engineer on site will be remedied within a specified time. The remedial work should be double-checked first, and then the trail-operation can be commenced after safety engineer’s approval.
5.4 项目试运行阶段负责组织对试运行分承包方进行考核评定,考核是否有足够的技术力量、生产装备完成分包合同中的HSE要求.
During trial-operation stage, auditing & evaluation for each subcontractor will be strictly implemented, and make sure that each subcontractor can provide sufficient technical measures and production equipment for meeting all HSE requirements defined under Subcontractor Contract.

The headquarters has been committed to the implementation of “Safety First and Prevention Most” as the safety construction policy, protecting all employees’ life, health, and property. The company brings employees’ working behavior under control by using enterprise linkage, which ensures the construction safety by fulfilling the policy regarding environment and occupational health.

我们在本项目施工过程中,根据危险源辨识的各类危险和客观存在的粉尘、污水、噪声等不利环境因素,在施工的全过程将全面贯彻安全第一,以人为本的 精神,全面实施过程控制,尽可能地减少和预防不利因素对环境的影响。
That we shall in the project fully carry out the rule of Safety First and People Focused principle throughout the whole process,identifying any adverse factors by sources and the naturally existing dust, wastewater, and noise etc., such that the negative impact upon the environment could be effectively minimized;
预防为主、加强宣传、全面策划、合理防范、改进工艺。保证安全资源的落实,保证安全管理目标的实现,为企业争取最佳的经济效益和社会效益。
That with most efforts on prevention, strengthen the propaganda operation and defend with the improved technologies and strategies. Make sure the safety resources are in position for the realization of safety management and for the best profits in both economic and social aspects.
严格遵守国家和地方政府部门颁布的有关安全管理、环境管理法律、法规、规范和标准。
And that the associated laws, regulations, codes and standards enacted by the nation or the local authority shall be 100% complied with.
