The main goal of the test is to help students in starting life-long habits of regular physical activity. Students in grades five, seven, and nine take the fitness test. The test has six parts that show a level of fitness that offer a degree of defense against diseases that come from inactivity. The test results can be used by students, teachers, and parents. Since 1996, California Education Code (EC) Section 60800 has required that each local educational agency (LEA) administer a state-designated physical fitness test (PFT) to all students in grades five, seven, and nine. During the month of February, March, April, or May, the governing board of each LEA maintaining grades five, seven, or nine shall administer to each student in those grades the PFT. The test designated for this purpose by the State Board of Education is the Fitnessgram®. The Fitnessgram®, developed by The Cooper Institute, provides criterion-referenced standards to evaluate fitness. These standards represent minimum levels of fitness known to be associated with those health and physical characteristics that offer protection against diseases resulting from physical inactivity. Achievement of the fitness standards is based upon a score falling in the Healthy Fitness Zone (HFZ) for each of six fitness areas. The HFZ represents minimal levels of satisfactory achievement on the tasks. The goal is for students to achieve the HFZ for all six fitness areas of the physical fitness test. Senate Bill 896, Ch 1066, Stats. 1998,  requires the California Department of Education (CDE) to compile the PFT results by December31, and to report results to the Governor and Legislature. Statewide data collection is completed electronically. PFT results are reported by schools, LEAs, counties, and the state. The results are posted on the CDE PFT Web page[http://www.cde.ca.gov/ta/tg/pf/]. These reports are available by grade, gender, and ethnicity for each of the six fitness areas. Schools are required by law to include PFT results in the School Accountability Report Card (SARC) and to provide students with their individual results (EC Section 60800). The most recent physical fitness data are to be reported, including the percentage of students scoring in the HFZ on all six fitness standards. Data are reported for the state and for each county, LEA, and school for the purpose of comparison. Purpose and Content The State Board of Education (SBE) designated the FITNESSGRAM® as the Physical Fitness Test (PFT) for students in California public schools. The FITNESSGRAM® is a comprehensive, health-related physical fitness battery developed by The Cooper Institute. The primary goal of the FITNESSGRAM® is to assist students in establishing lifetime habits of regular physical activity. Public school students in grades five, seven, and nine are required to take the PFT, whether or not they are enrolled in a physical education class or participate in a block schedule. These students include those enrolled in elementary, high, and unified school districts, county offices of education, and charter schools. School districts should also test all students in alternate programs, including, but not limited to, continuation schools, independent study, community day schools, county community schools, and nonpublic schools. Students who are physically unable to take the entire test battery are to be given as much of the test as conditions permit. (Education Code (EC) Section 60800 and the California Code of Regulations, Title 5, Section 1041). The PFT provides information that can be used by (1) students to assess and plan personal fitness programs; (2) teachers to design the curriculum for physical education programs; and (3) parents and guardians to understand their children’s fitness levels. This program also provides results that are used to monitor changes in the physical fitness of California students. By law (Education Code Section 60800), all school districts in California are required to administer the PFT annually to all students in grades five, seven, and nine. The FITNESSGRAM® is composed of the following six fitness areas, with a number of test options provided for most areas: Aerobic Capacity · PACER (Progressive Aerobic Cardiovascular Endurance Run) · One-Mile Run · Walk Test (only for ages 13 or older) Abdominal Strength and Endurance · Curl-Up Upper Body Strength and Endurance · Push-Up · Modified Pull-Up · Flexed-Arm Hang Body Composition · Skinfold Measurements · Body Mass Index · Bioelectric Impedance Analyzer Trunk Extensor Strength and Flexibility · Trunk Lift Flexibility · Back-Saver Sit and Reach · Shoulder Stretch The FITNESSGRAM® uses objective criteria to evaluate performance for each fitness area (e.g., body composition, abdominal strength, and endurance). The Cooper Institute established these criteria using current research and expert opinions. These criteria represent a level of fitness that offers some protection against the diseases associated with physical inactivity. Background The statewide physical fitness testing program was first authorized in 1976 and reestablished in 1995 as part of the California Assessment of Academic Achievement Act (Assembly Bill [AB] 265 which added EC Section 60800). In February 1996, the SBE designated FITNESSGRAM® as the required physical fitness test that school district shall administer to California students in grade five, seven and nine. EC Section 60800 requires the school districts administer the physical fitness test (i.e., FITNESSGRAM®): · School districts shall administer the PFT annually during the months of February through May to all students in grades five, seven, and nine. · The California Department of Education (CDE) collects the physical fitness test results and provides aggregate results to the school districts and public. · The CDE reports the aggregate results to the Governor of California and the California Legislature. · School districts are to provide students with their individual results after completing the PFT either orally or in writing. · Schools report the summary results of the PFT in their annual School Accountability Report Card (SARC). Memoranda Student Exemptions from High School Physical Education Courses Frequently Asked Questions about PE Exemptions Questions and Answers Regarding High School Physical Education Exemptions May 5, 2008 Dear County and District Superintendents and Charter School Administrators: STUDENT EXEMPTIONS FROM HIGH SCHOOL PHYSICAL EDUCATION COURSES The following will provide you with information regarding new requirements related to student exemptions under Senate Bill 78 (Chapter 459, Statutes of 2003, effective July 1, 2007) and SB 601 (Chapter 720, Statutes of 2007, effective January 1, 2008). SB 78 and SB 601 changed the criteria for one type of student exemption from physical education courses, the two-year exemption that districts may grant under California Education Code (EC) Section 51241(b)(1). Other exemptions from high school physical education courses remain unaffected by SB 78 and SB 601. These include exemptions allowed under EC sections 51241(a) and 51241(c), 51222(a), 51242, and 51246. New Two-Year Exemption Criteria Under EC Section 51241(b)(1), governing boards of a local school district or the office of the county superintendent of schools may grant a student an exemption from courses of physical education for two years any time during grades ten to twelve if the following criteria are met: (1) the student consents to the exemption; and (2) the student has met satisfactorily any five of six standards of the physical performance test administered in grade nine pursuant to EC Section 60800 (the FITNESSGRAM®). A student has satisfactorily met the standards of the FITNESSGRAM® if the student performs within the Healthy Fitness Zone (HFZ) on tests in five of the six areas. If a student in grade nine does not satisfactorily meet five of the six standards of the physical performance test, the student is not eligible for exemption from physical education courses under EC Section 51241(b)(1). Unless otherwise exempted, the student will need to take a physical education course in grade ten. If the student passes the FITNESSGRAM® in grade ten, the local governing board or county superintendent may exempt the student from physical education for two years, grades eleven and twelve. Pursuant to EC Section 51241(e), local districts may administer the FITNESSGRAM® to students in grades ten to twelve, inclusive, and students who pass the FITNESSGRAM® in any of grades ten to twelve, inclusive, are eligible for an exemption pursuant to EC Section 51241(b). If the student does not pass the FITNESSGRAM® in grade ten or subsequent grades, the student may be eligible for exemption from courses of physical education under other sections of the EC. For example, EC Section 51241(c) allows a local governing board or county superintendent to grant a permanent exemption from courses in physical education if the student (1) is 16 years of age or older and has been enrolled in the tenth grade for one academic year or longer, (2) is enrolled as a postgraduate pupil, or (3) is enrolled in a juvenile home, ranch, camp, or forestry camp school where pupils are scheduled from recreation and exercise pursuant to the requirements of Section 4346, Title 15, California Code of Regulations. Is Passing the FITNESSGRAM® a Requirement for High School Graduation? Passing the FITNESSGRAM is not a state high school graduation requirement. All students are required under EC Section 51225.3(a)(1)(F) to complete two years of physical education to be eligible to graduate from high school, unless the pupil has been exempted pursuant to the provisions of the EC. This graduation requirement is not affected by SB 78 and SB 601.
