2.1工程概况
2.1Project Overview
斯里兰卡阿塔纳水厂工程位于刚巴哈地区阿塔纳镇,地处ATTANAGALA OYA河与BASNAGODA OYA河交口处,紧邻现状道路,厂址北侧为ATTANAGALA OYA河,南侧为农田,东西两侧为山地绿化。本项目实施场地平整工程的土地,南北方向坡度比较陡峭,场区靠西侧有较大的山包土丘,场内及周边施工区域内以灌木、乔木、杂草为主,且有少量椰树生长。
The Integrated Water Supply Scheme is located in Gampaha, Attanagalla and is situated at the flume crossings between river ATTANAGALA OYA and river BASNAGODA OYA, adjacent to a village existing road. Around the project is the ATTANAGALA OYA in the north, farmland in the south, mountains and vegetation in the both eastern and western sides. The project construction land is smooth and flat and the sloping area in the north and south is steep. Hummocks and hills are located in the west of construction area. Shrubs, arbor, weeds and small amount of coconut palms surround the construction area both inwardly and outwardly.
场地平整的土石方开挖及回填工作是本水厂场地平整的分项工程(场地平整的石方爆破开挖详见《阿塔纳水厂工程岩石爆破专项施工方案》)。水厂场地北侧延红线测量填方长度约78.79米,北侧红线最低高程位于西北角,其高程为33.700米,高程落差最高9.6米;西侧延红线测量填方长度约47.983米,填方高差最高6.8米;东侧延红线测量填方长度约11.405米,填方区高差最高2.1米;场地平整标高43.300米。
The earthwork and rock excavation and backfilling for leveling of construction area is regarded as a sub-divisional work for the whole leveling of water plant (for detailed information of rock blasting and excavation for ground leveling,referring to the blasting method statement submission). In the north of water plant, the backfill length along boundary line is around 78.79m. The bottom level of boundary line is 33.700m, situated at the western corner with maximum height difference of 9.6m. Oppositely, in the west the backfill length along boundary line is around 47.983m with a maximum height difference of 6.8m. For the eastern side length is 11.405m with a maximum height difference of 2.1m. The elevation for site leveling is 43.300m.

2.2.1气象
2.2.1Meteorology
斯里兰卡阿塔纳镇属热带海洋性气候,终年如夏,只有雨季与旱季,酷热潮湿。平均最高气温31.3摄氏度,平均最低气温23.8摄氏度。雨季为每年3月至6月和10月至次年1月,即西南季风和东北季风经过斯里兰卡时。全年降雨量西南部为2540毫米至5080毫米,西北部和东南部则少于1250毫米。每年3月份,斯里兰卡进入雨季后,雷雨天气增多。
The climate is tropical and warm throughout the year due to ocean winds. The rainy and dry seasons make the country both wet and hot. The averaged temperatures range from 31.3°C to 23.8 °C. The rainfall seasons are starting from March to June and from October to January of next year, when the southwest and northeast monsoons go through the country. In the southwest it receives between 2540mm and 5080 of rain annually throughout the year. In the northwest and southeast it receives less than 1250mm each year. In the March of a year, the country comes into rainy season and sees more thunder storms.

1) 阿塔纳镇是斯里兰卡潮湿地带,接受西南季风和东北季风带来的降雨。
1) Attanagalla is located in wet zone, receiving rains from southwest and northeast monsoons.
2) 该区域主要经北部河流排水,水厂区域高洪水位大约为平均海平面40米。
2)Rains come into north rivers in the area. The construction area sea level is 40m higher averagely than flood level.
3) 该施工区域总面积约为12156.00平方米,是红壤小山丘的一部分。地面标高在平均海平面34米和51米之间。距现场北部300米处有一条河,从东向西流。与现场东部、西部和北部相邻的土地是种植园的一部分。
3) The overall construction area is around 12156.00 ㎡, a part of the laterite hummock. The ground levels range from 34m to 51m. 300m away from the site is a river, running from east to west. Plantation areas hug the site from east, west and north.
第三节、雨季施工原则
Chapter III Construction Principles in Rainy Season
本工程雨季施工阶段要完成阿塔纳水厂的基础和主体分部工程。施工任务繁重,为确保工程质量,搞好安全生产,保证各项计划指标任务的完成,必须从思想上、组织上、措施上、物资上尽早做好充分准备,做到思想落实、组织落实、措施落实、物资落实、汛期施工做到有备无患,雨季施工总的原则是“做好排水、挡水、防水工作”,总的要求是,室内工程雨季不影响施工,室外工程小雨不间断施工,大雨季间暂停施工,大雨过后即可施工,暴雨过后不影响施工。
The foundation and main structures of water plant is planned to be completed during the rainy construction period. In terms of construction quality and safety production, we should prepare in advance to achieve all targets regardless of the tight rate of progress by all means. We should bear in mind all prevention principles for drainage, offending, and waterproofing by taking measures, strong minds, and preparing materials. Generally, we make every effort in keeping interior works not suspended by rains, keeping exterior works going after rains. When heavy rains come, all works should be suspended and we can take efforts to work after storms.

4.2组织机构及人员准备
4.2Construction Framework and Manpower Allocation
1、 为保证雨季施工的顺利进行,项目部成立雨季施工领导小组,并将领导小组组织机构上墙,成立防汛抢险队。

1、 防汛抗洪抢险队: 土建一队(队长:夏秋林)、土建二队(队长:王令)

2、 项目部在9月下旬组织技术、生产、安全、临电、材料、机械、行政、环保环卫、消防保卫等相关人员进行雨季施工的方案交底。
2. We plan at the end of September to confide a technological detail to all sectors for a better construction.
3、项目部雨季施工领导小组的相关人员对外施队管理进行雨季施工的培训教育,并做好教育记录。
3. Leadership crew members should make safety constructions training and education to construction staffs and keep records.
4、项目部雨季施工领导小组雨季施工前,组织项目部相关人员对雨季施工准备工作和措施落实等进行检查。
4. Before starting construction on rainy season, leadership crew plan to do inspection and preparation for it.
4.3技术准备
4.3Technical Preparation
1、项目部总工组织技术人员熟悉雨季施工部位、雨季施工项目及雨季施工技术措施等,编制雨季施工方案,对外施队进行雨季施工技术交底。
1. Leadership crew will be familiar with construction positions, works and know how to start constructions so that they can come up with a better scheme and confide a better technological detail to construction staffs.
2、提前编制雨季施工材料和机具计划并上报材料和机械部门。
2. We will work out and submit material lists, tool and equipment lists which needed for construction.
3、注意收听天气预报,做好气象部门月、旬、周天气预报资料的收集和传阅工作,预报有恶劣天气情况时,及时通报。
3. We will be aware of climate change and weather forecast, and make a full record of it, daily, weekly, and monthly. When adverse weather occurs, we should inform staffs immediately.
4.4现场准备
4.4Site Preparation
1、现场地面:现场布置的道路尽量在雨季施工前全部硬化,钢筋加工厂范围内应按要求进行硬化,半成品钢筋堆放区和周转材料堆放场地,全部硬化,防止地面下雨后积水泥泞。对于基坑周边地面做好排水坡度,将雨水排放到排水沟内。
1. Site ground: temporary roads, reinforcement processing areas and material storage areas should be hardening to avoid ponding.Areas nearby foundation pits should be reserved with suitable sloping so as to make rains runs through drainage trench.
2、作业面洞口封堵:作业面小于1米的洞口,应利用顶板支撑模板进行封堵。
2. Construction operation area defects: we use formwork to cover vertical openings less than 1m.
3、雨季施工前,整理施工现场,由于现场施工、运输破坏的现场排水坡度重新做好,清理施工现场的排水沟,保证排水畅通。检查沿线排水设施,保证暴雨后能在较短的时间内排出积水。施工便道设置排水横坡,做到路面坚实平整,不沉陷、不积水、行车不打滑。路边设置排水沟,路基边坡设置急流槽,使雨水有组织排出;路边设置200㎜×300㎜的排水沟,内侧抹灰,沟底向指定管网方向设不小于5‰的流水坡度。
3. We make good preparations before construction. The drainage sloping should be recovered, ensuring a smooth drainage system. Additionally, we clean the site and remove unnecessary items. We check drainage facilities along the site, ensuring that in a short time rains can run out thoroughly. Temporary access roads or diversions should be made reasonably so that the surfaces are flat and tough, that no ponding and sunken spots make vehicles failed to move. We will add drainage trenches alongside the site road and set aside trenches and troughs for road base sloping, ensuring that rains run thoroughly. The drainage trench size is 200㎜×300㎜, inside concreted, and the running sloping ratio to the appointed pipe network is not less than 5‰.
4、检查施工现场的料具棚、加工棚等的防汛情况,保证现场内棚库不渗漏。
4. We inspect material processing workshops ensuring that there are no leakage.
5、严格按防汛要求设置连续、畅通的排水设施和应急物资,如塑料布、油毡等材料。
5. Flood control should be matched with good drainage facilities and such needy materials as plastic cloth and asphalt felts.
4.5临设、临电准备
4.5Temporary Facility and Temporary Power Supply
1、后勤管理人员在雨季施工前,应对办公室、库房、宿舍、食堂等进行全面检查,宿舍准备好通风设施。
1. Staffs should check ventilation conditions and facility status before construction in raining period, ensuring office area, storage, accommodation and canteen.
2、项目部电工对所有用电线路进行全面检查,对塔吊、大型机电设备的避雷设施定期进行检查。
2. Tower crane and heavy mechanical and electrical equipment should be inspected fully and regularly in terms of power lines.
3、 对于大型设备的接地电阻,雨季施工前再次进行检测,并做好检测记录。检查现场各种机具、设备的防雨设施,保证机具入棚和防雨功能。漏电接地保护功能装置应灵敏有效,雨季施工前检查线路的绝缘情况,做好记录,雨季施工前定期检查。
3. Earth resistance status for heavy equipment should be strictly inspected and recorded. We also check rain-proof facilities for site tools and equipment. Earth leakage protection should be always working. Leakage of Power lines should be specifically checked and recorded on a regular basis.
4、对职工生活区,定期检查用电情况,防止偷电漏电及触电事故的发生。

Chapter V Construction Management Targets in Rainy Season
1、 雨季施工主要以“安全第一、预防为主、综合治理”的方针认真落实,采用防雨措施及加强排水手段,确保雨季的施工生产,不受或尽量不受季节性因素的影响。
1. “Safety first, prevention oriented, comprehensively management”policy is our way which should be strictly performed and fulfilled. We invest more efforts and take more measures on drainage, ensuring smooth construction on rainy season and minimize the effects from the rainy season.
2、确保按计划工期进行施工。
2. We ensure to construct according to the planned progress.
3、确保雨季施工不发生各种安全、质量事故。

4、 加强雨季施工的信息反馈。

第六节、雨季施工的主要部位
Chapter VI Major Areas for Construction in Rainy Season
斯里兰卡地区雨季主要集中在3、4、10、11四个月份,而全年降水相对比较多,除了做好雨季的防汛工作以外,平时施工也要做好天气的预报及应急处理工作,保证工程的质量及进度。雨季施工的分部/分项工程主要有以下内容:
The rainy seasons mainly are in March, April, October, and November. Thus, for flood control in those periods, we should set up emergency handling system for weather forecast, ensuring construction quality and project progress. So the works in rainy seasons are as follows:
地基与基础工程、防水工程、钢筋工程、模板工程、混凝土工程、砌筑工程、装饰装修工程、机电安装工程、脚手架工程。
Foundation works, water-proof works, reinforcement works, formwork, concrete works, masonry works, decoration works, mechanical and electrical works and scaffolding.
主要施工机械:塔吊、电焊机、切割机、砂浆搅拌机等。
Main Equipment: tower crane, welding machine cutting machine and mortar mixer.

7.1.1雨季施工前领导小组认真组织有关人员分析雨季施工生产计划,并在进入雨季前组织各单位进行工程全面检查,落实方案措施的实施情况,检查施工中存在的隐患。在进入雨季后定于每周四定期进行综合检查,雨季施工及防汛所需的各种材料、设备要在雨季施工前准备好。
