Egypt's President Mohamed Morsi has appointed a new national intelligence chief and sacked the governor of the Sinai region following the death of 16-border guards.
Earlier, an Egyptian aircraft struck armed militants in the North Sinai, near the border with Israel.
20-militants have reportedly been killed.
Egyptian authorities say its first time army fired missiles in Sinai since Egypt's 1973 war with Israel.
Aerial strikes come after militants killed 16 Egyptian border guards over the weekend.
Both Israeli and Egyptian officials are blaming Sunday's attack on Islamist militants.
However, Egypt's Muslim Brotherhood - Mohamed Morsi's political party - is accusing Mossad, Israel's intelligence agency, of being responsible.
The Israeli government is denying the charges.
