I was very disappointed not to be able to go to the jazz concert last Friday. The Ministry of Defense had recruitment drive, November 1 to 11, at 17 Beijing universities as part of a nationwide programme. It is asking college students in cities like Beijing, Shanghai, Guangzhou and Guizhou to sign up for a two-year stint in the army.
As a result, more than 1,300 students in Beijing registered and more than 2,000 in Shanghai did the same.
According Liu Liangfa, deputy chief of staff of the Guangdong Province’s military region, “One of the programme’s main features this year is expanding the recruitment drive to college students. This will speed up the army’s modernization drive”.
The programme only covered nine Beijing schools last year. In Guangdong, it went from 12 cities last year to 21 cities this year. And, some municipal governments and universities are getting involved by providing students with incentives for joining up.
We’ve got an offer.
The Beijing government, for example, has some attractive offers for returning to school to resume studies after serving. Students can qualify for a tuition exemption or reduced fees if they’re having financial difficulties; they may be given priority in taking the postgraduate entrance exams; they can change their major in some cases; or, they can start postgraduate study without taking the exams, in some cases.
“These are more favourable conditions this time. And we hope more students will be encouraged to take part,” said Pan Lei, director of the Beijing enlistment office.
Renmin University is also offering favourable conditions. It has announced that, after completing service, students can get priority in their job search in Beijing after graduating, even if they don’t have a residence permit; they can qualify for 3,000 yuan in subsidies; and they can be recommended for admission to postgraduate studies under certain conditions. Meanwhile, at Fujian Normal University, students returning from military service may qualify for a tuition exemption or reduction.
Some students say they could benefit from the programme. Wang Yifeng, a sophomore at Guizhou University, said, “I got up early to register. A soldier’s life isn’t easy, but I want to train myself under tough conditions. Also, I’ll feel proud and happy if I can do something for the country.”
It’s everyone’s duty
Some teachers say the schools are going too far in their desire to help. “It’s every citizen’s duty to volunteer for military service. And it’s reasonable to encourage college students to join the army. But it’s possible that some students will join the army just to get these favourable conditions. And that’s not their purpose,” said one teacher at Peking University who didn’t want to give his name.

TOKYO (Reuters) -- A strong earthquake with a preliminary magnitude of 7.1 hit a wide area of Japan's northernmost main island of Hokkaido early on Monday, the Japan Meteorological Agency said. Public broadcaster NHK said at least 11 people were injured but there were no reports of widespread casualties or serious damage from the quake, which struck at 3:32 a.m. (1832 GMT). "This is considered a major earthquake. It has the potential to cause damage and casualties," said U.S. Geological Survey spokesman John Bellini. But he said because the quake hit a relatively sparsely populated area not a lot of damage would be expected. On October 23, a 6.8 magnitude quake hit the Niigata region, 250 km (150 miles) north of Tokyo, killing at least 40 people. In Hokkaido, one tsunami wave 10 cm (4 inches) high hit around 4 a.m. (1900 GMT), the meteorological agency said. About 13,000 households were advised to evacuate due to fears of a further tsunami, Kyodo news agency said. Television showed office equipment shaking at an NHK bureau in the area, as well as convenience stores with goods spilled onto the floor. Masahiro Yamamoto, a meteorological agency official, told a news conference the area has been hit by earthquakes of magnitude 6.5 or stronger every 10 years or so.
"We believe there is no unusual seismic activity," he said, adding that minor aftershocks had hit the area and there would likely be more. The focus of the earthquake was 48 km (30 miles), revised from an earlier figure of 50 km (31 miles), under the surface of the Pacific Ocean off southeastern Hokkaido, about 800 km (497 miles) north of Tokyo.
Trains were halted in the eastern part of the island and more than 600 homes suffered power outages, NHK said. But power began to be restored within about an hour. Masaaki Ohta, an official at the Rausu town office on the eastern coast of Hokkaido, told NHK: "There was a strong jolt from side to side but nothing fell off the shelves." The magnitude was measured according to a Japanese scale which resembles the open-ended Richter scale. Japan is one of the world's most seismically active areas, accounting for about 20 percent of the world's earthquakes of magnitude six or greater. Memories are still vivid of the earthquake in the western city of Kobe which killed more than 6,400 people in 1995, and which measured 7.2 on the Richter scale. The last quake of 8.0 or higher in Japan was in 1994.

"National Treasure," an adventure produced by Jerry Bruckheimer and starring Nicolas Cage, was out front with a little more than $35 million, followed closely by "SpongeBob" with around $32 million. "The Incredibles," after two consecutive weekends in the top slot, added another $26 million, bringing its total gross to more than $175 million, and "Polar Express," which has already been declared this year's holiday family flop, nonetheless held fourth place and passed the $50 million mark. These numbers are a crude but effective measure of a cultural phenomenon that has, in the past few years, become a commonplace: children's entertainment has become the cornerstone of the American movie industry, not only commercially, but artistically as well. HANOI, Vietnam (Reuters) -- The world's tiger population has plummeted by 95 percent from the start of the 20th century to as few as 5,000 now and is further threatened by the lucrative trade in their skins, officials told a forum on Friday. "Commercial trade of tiger skin stemming out of female fantasy and vanity appears as a major threat to tigers in most tiger range countries," said S.C. Dey, general secretary of the Global Tiger Forum.
In Asia, tiger skins can sell for $15,000. In Vietnam, a skeleton -- the bones widely believed by Asians to be an aphrodisiac – can fetch as much as $25,000. "It is believed that about 100 years back, the global population of wild tigers was about 100,000," Dey said. "However, the population dwindled to 8,000 by 1960. Today it stands at around 5,000 to 7,000." The forum is an inter-governmental body set up to save the surviving tigers in the wild in 14 countries including Vietnam, Myanmar, India, Russia, Nepal, China, Bangladesh and North Korea. Dey said three out of the eight sub-species of tigers were already extinct -- the Bali tiger in 1940, the Caspian tiger in the 1970s and Javan tiger in the 1980s.
