财政工作思路
通过对2011年各项工作开展情况的总结,分析当前财政工作存在的实际问题,我们财政局对2011年明年工作计划如下:
(一)指导思想:
以科学发展观重要思想为指导,认真贯彻落实党的十六届五中全会和上级经济工作、财政工作会议精神,按照全面建设小康社会、促进和谐社会发展的要求,切实履行财政职能,促进地方经济持续快速发展;完善税收精细化管理,积极调整财政支出结构,不断增强财政保障能力;深化财政改革,加强财政管理,努力构建地方公共财政体系;强化财政监督,整顿和规范财经秩序,努力提高财政运行效益。
(二)总体目标:
1、财政收入。XX年财政收入初步按18%的增速计划为4.5亿元,其中一般预算收入为2亿元;相应的,地方财政支出XX年预计达到5.2亿元,比2011年增长18%。
2、社保基金收入。XX年我县社保五项基金(企业养老保险、事 业养老保险、失业保险、工伤保险、生育保险)目标收入为8000万元,比2011年计划数6360万元增长1640万元,增幅26%,力争达到1亿元。
3、政府非税收入。计划XX年全县进财政专户资金达2亿元,其中纳入部门预算单位的政府非税收入达到8600万元。(含公检法司系统),比去年的7383万元增长1217万元,增幅16.5%。
4、国有资产收益。XX年国有资产收益计划达到247万元,比XX年的198万元增长49万元,增幅24.5%。
(三)具体措施
1、进一步加大对经济的投入,巩固壮大地方财源。XX年要继续抢抓西部大开发和建设"武汉经济圈"的有利时机,加快某某地方财源建设步伐,逐步建立稳固、平衡、强大的某某财政。一是加大财政投入力度。今后财政资金投入的来源渠道主要有两块:一方面按照"集中财力办大事"原则,通过综合财政预算一块,另一方面积极向上争取专项资金安排一块,全面建立某某经济发展基金,彻底解决县乡骨干企业发展投入不足的问题。二是培植效益型骨干财源。农业方面,在巩固现有农业财源的基础上,要建大基地、上大项目、办大企业,努力实现名牌战略,走高技术、高起点、高投入、高产出的发展之路。工业方面,充分发挥资源优势,走产品深加工发展之路,以县鸿竣铝业为龙头,带动县、乡、村以及个体办铜铝矿,形成冶金行业集团;加快华新水泥厂六号窑二期工程的建设和发展,以六号窑为支点,来辐射和带动某某县整个建材行业的全面发展和壮大。三是大力发展民营经济。继续大力鼓励、支持民营企业采取收购、兼并、控股、租赁等形式参与国有、集体企业改制,在财政优惠政策上,对民营企业要一视同仁,建立中小企业发展基金,支持高新技术产业、中小企业和民营经济落户某某,为某某经济增长提供强劲的后续力量。同时积极引导金融资金,吸纳民间资金,继续打造仙岛湖、七峰山等生态旅游景区的“拳头”项目,加快物流、咨询信息业等新兴产业的发展,促进全县经济的整体发展,形成地方财力的强大支撑点。四是积极净化发展软环境。充发发挥财政部门经济综合监管职能,进一步深化"收支两条线"改革、国库集中收付改革,从制度上遏制"三乱"行为发生,同时严格贯彻和执行《行政许可法》,进一步简化审批手续,提高服务效率,解决好行政缺位和越位的问题,推进经济发展软环境的改善。五是加快发展硬环境建设。充分发挥政府服务经济、引导经济发展职能,进一步加大对工业园区建设的财政支持力度,加快工业园区“三通一平”等基础设施建设,为企业的前期发展作好铺垫。六是抓好招商引资和新上项目的开工,特别要抓好投资规模大、技术含量高、经济效益好的高新技术企业,培育成强劲的经济增长点和“月亮”型财源,一手抓新上项目质量的提高,一手抓好新上项目总量增加。七是加快国有资本营运。以深化国有资产体制改革为契机,大力推进资本营运,资产重组,促进产品、产业结构的调整,并抓好产权交易,盘活国有资产存量,以存量带动增量,以较少的国有资本吸纳更多的民营资本,以更好、更快、更大的规模和速度发展某某经济。
2、努力深化改革,构建完善的公共财政管理体系。一是深化部门预算改革。进一步改进部门预算的编制方法,健全科学合理的预算支出标准体系和审核程序,逐步完善行政经费定员定额管理,完善项目评价绩效评价体系,促进财政支出效益的最大化,完善部门预算基础信息库,逐步将基础建设、科技三项费等安排到具体项目,建立对预算编制、执行和事后监督三个环节实施有效管理的机制。二是稳步推进国库集中支付制度改革。完善国库单一帐户制度和财政国库管理信息系统,逐步将全县所有行政事业单位全部纳入国库集中支付。三是推行财政支出绩效评价改革,建立日常支出评价与专项支出评价相结合的财政支出绩效评价机制,为财政支出结构调整和预算安排提供科学依据。四是进一步扩大政府采购的规模和范围。加强对政府采购的监督管理,规范政府采购行为,实施对采购资金的集中支付制度,提高政府采购的效率和质量。五是继续深化“收支两条线”管理。大力清理行政事业性收费,把依附政府权力和运用国有资产运营取得的收入纳入“收支两条线”管理,从体制上规范收费收支行为,防止截留、挤占、挪用财政性资金和私设“小金库”乱发滥发钱物问题,推进党风廉政建设。六是全面启动“金财工程”建设。继续完善乡镇财政管理信息化建设,实现财政管理手段的现代化。七是切实抓好县、乡财政体系调整。逐步完善乡镇财政管理体制,实行“乡财县管”,规范县直与乡镇、县直与有关部门之间的分配关系,积极寻求解决财政管理体制存在的弊端的新途径,努力扭转和缓解乡级财政困难局面。
3、深化征管改革,确保财政收入任务圆满完成。一是进一步健全和完善收入管理责任机制,形成政府一把手负总责,分管领导具体抓,财税部门抓协调,抓落实,抓入库的工作局面;建立激励基金,重奖在发展经济、招商引资和上交税收贡献大和突出的单位及个人,真正做到把财政增收工作落到实处,取得实效。二是坚持依法治税,以《税收征管法》为准绳,提高税收征管能力;完善纳、护、协税网络,形成齐抓共管的社会合力;加大案件查处力度,坚决杜绝人情税、关系税,堵住收入流失漏洞;加强督办检查力度,确保税收及时足额上缴国库。进一步完善社保费征缴体系建设,实现税费“同申报、同征管、同稽查”。继续加强“非税收入”管理和“收支两条线”管理,强化和拓宽经营城市理念,扩大生财范围。积极参与城市资源资本化运作,把土地、城市基础设施及其附属的冠名权、广告权、经营权等资源作为资本来经营,全额纳入财政专户储存,盘活存量资产,增加财政收入。
4、加大“三农”的支持力度,推进城乡一体化建设。围绕促进农民增收这个中心任务,以财政体制改革为切入点,建立健全支农投入机制,大力促进农民增收,着力推进农业发展。一是进一步规范支农资金管理。要形成上下一线、部门协调、慎密规范的支农资金管理体系。建立县、乡、村三级上下一线的管理体系,并加强与有关涉农部门的密切配合,形成合力,做好支农工作。逐步建立完善支农项目库制度。各支农项目规划要相对稳定,项目申报从项目库中提取,在申报项目时,要明确具体项目承担单位、责任人、资金需求量等,加强项目竣工决算的管理工作,完善项目财务,切实提高管理水平。二是努力增加对农业的投入,扶持农业发展。充分发挥区域优势,支持推进优势农产品正规化建设,集中力量搞好苎麻、腊米、湖蒿等农业基地建设,着力培育农业龙头企业;加强农业科技推广服务体系建设,大力推进农业信息“进村入户”,增强农业发展的科技支撑,同时大力支持发展农村职业教育和农村劳动力职业技能培训,促进农村富余劳动力转移,促进农业农村经济结构战略性调整。三是抓好农村基础设施建设,加大城乡一体化建设力度。重点抓好“十村示范、百村整治”、经济薄弱村办公用房建设、农村垃圾集中收集处理、农田水利设施建设等资金的落实,改善农村生产生活条件。
5、严格执行财政监督法规为保障,提升财政监督工作水平
继续坚持以服务财政中心工作为主线,以建立健全财政监督运行机制为保障,不断提高监督工作质量和层次,提高财政资金规范性、安全性和有效性,实现财政监督与财政管理的紧密融合,做到依法监督、科学监督和规范监督。一是明确财政监督的目标,处理好财政监督与财政管理、财政改革的关系。监督工作不能在查处问题上停滞不前,对检查出的问题要从制度上、管理上找原因,并提出合理的整改建议,以推进财政改革的发展。二是落实全方位监督的要求。在监督方式上要由事后监督为主向事前调查监督、事中跟踪监督和事后专项检查全过程监督转变,逐步建立全方位、多层次、立体化的监督检查体系,使财政监督的内容涵盖财税政策执行、会计信息质量、财政资金使用管理,以及内部监督制约等各个方面。三是注重对检查资料的利用,扩大监督检查成果。通过对某类专项资金的检查,研究该项资金的运行规律,找出现行政策中易出现漏洞的环节,分析出现问题的深层次原因,并提出加强该项资金管理的建议,从而扩展监督检查的成果。四是规范监管行为, 防范监督风险。涉及需要作出行政处罚决定的,必须严格依照法律法规的要求办事,事前要告知,该组织听证的要组织听证,严格按法定程序,依法行政,依法处理,规避诉讼风险,树立财政监督的权威性和严肃性。五是建立综合考评制度, 实施奖惩挂钩。逐步完善业绩综合考核评价制度,重点关注监管工作质量、制度建设进展情况和内部管理水平。对综合考评结果予以通报, 并以一定的形式将每年的考核结果与奖惩挂钩, 以提高监督工作层次和成效,推动机制建设步伐。
6、增强四种意识,建立“四型”机关,一是增强学习意识。创建学习型机关。着重树立现代学习理念、创造良好学习条件,形成全局上下争创“学习型组织”、争当“学习型个人”的氛围,以此推进财政改革与发展。二是增强廉洁意识,建立廉政型机关。完善党风廉政建设、行风建设的各项规章制度,推进依法行政、规范行事。进一步明确内部管理职能,为监督创造有利条件;推进内部审计规范化,规范权力运行监督。层层落实党风廉政建设责任制,构筑反腐败防线,增强干部廉洁自律意识。倡导“一帮一”结对活动,切实预防干部违法乱纪的机率,以教育的强化来提高干部遵纪守法的自觉性。三是增强调研意识,建立调研型机关。根据县委、县政府的工作部署和上级财政部门的安排,对照全县“十一•五”规划,深刻领会上级各项经济财税政策,结合本单位、岗位实际,深入开展调研工作,不断创新工作方法,提高理财治税的水平。四是增强服务意识,建立服务型机关。加强内部制度建设,致力于提高信息化水平,通过科技进步达到管理效益和服务质量的最优化。

学习需要方法,找到适合自己的方法,学习才能事半功倍。接下来,我结合我自己的学习情况,给大家总结的高效学习《五部曲》
一、预习是学习的重要环节上课前充分预习,考试前充分地复习,与“打有准备之仗”有同曲之道。预习效果好,听课才能有针对性;听课有针对性,复习才能顺利进行;复习深刻,作业、考试才能得心应手。所以说预习是学生学习过程中一个必不可少的环节。
二、掌握好高效的听课方法课上集中精力听课,是掌握知识的捷径。听讲时,思想上必须与老师讲解的思路保持一致,听老师对事物是怎样分析、推理;听老师解决问题是用什么方法、技巧;听老师对问题有哪些提问和解释。这样才能把握住听课的重点。听讲中,要把自己在预习中的理解,和老师讲解的相比较,看自己和老师有哪些相同点和区别点。
三、合理安排复习时间很多科学家通过研究发现,有几个时间段有利于巩固记忆:一是学习后最初几分钟内,电生理活动引起蛋白质的合成;二是学习后在48小时内复习;三是一周之后脑突触发生永久性变化。根据人在学习过程中这一生理变化,采用复习加强记忆就显得特别重要了。如果我们能够在学习的内容即将忘记时进行复习,那么复习的效果最好,效率也最高。著名的心理学家艾宾浩斯通过实验发现了人的记忆与遗忘规律。实验证明:在学习仅过了20分钟后,就忘记记忆内容的42%,1天后忘却量已经达到了66%,到了第31天,忘却量高达79%。他根据实验结果,画成了著名的遗忘曲线。并表明遗忘的规律是“先快后慢”。这条规律提示我们,—定要尽早、及时地对所学知识进行复习,以便在知识还在大脑内时就加深印记,否则大脑中已经没有痕迹了,只能再费精力重学。合理安排复习时间特别重要并且必要,制定复习计划,严格按精英特计划执行,并力求形成习惯,是我们每一位学生都应该力求努力做到。 我们为什么要复习呢?因为我们记忆效果没有那么好,不可能过目不忘,所以需要重复、增强记忆。同时,复习的进展也有利于学习效率的提高。
四、做作业的科学方法这里有七种做作业的技巧:
1、先复习后做作业。复习是做好作业的关键,只有复习得好,作业才能做得好。做作业前先把老师这一节课所讲的内容认真地看一看,弄清楚基本原理和概念后再去做作业,作业才能做得既快又好。
2、认真审题。 做作业最关键的—步就是审题,连题都判断错了,作业内容就全错了。首先第—步要弄清楚题目的内容,所给的条件,什么要求,需要联系哪些知识等等;其次是考虑好解题思路、方法、步骤,要善于把—道题分成几部分,化大为小、化难为易、分清其中的已知和未知,弄清各部分的联系,设计好整个解题步骤,—定要让自己做到不明白题意不做题,不清楚方法步骤不下笔。
3、细心的做题。 做题是表达思路的全过程,这个过程要求既动脑、又动手。做题的关键是要保证“规范”、“准确”。要做到这两点就要求学生认真的抄好题,书写格式必须正确、规范,严格按照各类题的解题要求,仔细演算解题的每—步,得出正确的结果。只有平时做题认真细致,步骤完整,思路正确,表达严密,准确无误,考试时才能按照这种良好的习惯进行
五、重视错题积累在学习的过程中,同学们可能遇到过一错再错的现象
