为更好地服务建筑建材业市场，强化建设工程的预测、预控市场意识。我们编制了2007年上半年版“上海市建设工程价格与指数”（以下简称“价格与指数”）。

本期“价格与指数”主要内容，包括2007年上半年的建设工程主要人工、机械、材料价格及指数，还包括 “多层住宅”、“高层住宅”、 “高层学生公寓”、“多层办公楼”、“高层办公楼”、“多层教学楼”、“商场”、“幼儿园”、 “会所”、“基坑围护”、“市政道路、桥梁、排水管道”、“给水管道敷设”、“燃气管道敷设”，“一、二、三级绿化养护”、 “公园、游览区绿化栽植”、“交通干道类绿化栽植”和“社区、单位类绿化栽植” “房屋修缮”等工程的分部分项工程造价或费用经济指标及部分工程造价指数。
本期“价格与指数”在历史资料数据的基础上，密切跟踪监测建设工程主要人工、机械、材料的价格走势。编制了从2003年以来，上海市主要人工、机械、材料价格和工程造价指数及其走势，为了便于了解近期的工程价格，我们对2007年度建设工程的主要人工、机械和材料价格以月度形式作了编排。
“价格与指数”旨在为投资、设计、咨询和施工等工程造价管理从业人员提供价格参考，便于对工程造价的研究、预测、控制和计价。
“价格与指数”的编制过程中难免出现疏漏，还望各专业人士不吝赐教，特别感谢有关造价咨询机构和提供建设工程要素价格信息单位的领导、专家及参编人员为我们提供大量数据资料并提出了不少新的建议。
今后，我们将和大家共同探索与研究，希望与更多的单位合作，不断完善和提高“价格与指数”内容质量，以适应市场的需要。

Guideline
In order to better serve construction & construction material industry, help the professionals acknowledge and avoid the risks and strengthen the awareness of forest and precontrol. The Prices and Indices of Shanghai Construction Works (“Prices and Indices”) of 1st Half 2007 is going to be published.
Shanghai Construction & Construction Material Industry Administration Department further enhanced cooperation with cost consulting companies, increased the information sources and enriched the sorts and contents of per square meter cost. Meanwhile, we still kept close eye on the trend of major construction material prices and published the information in time.
This edition of “Prices and Indices” includes the contents of major labour rates, heavy equipment rates, material prices, cost indices of 2004,2005 and 1st Half 2006.Per m2 cost of typical projects like multi-story residential building, high-rise residential building, student’s apartment, multi-story office building, high-rise office building, teaching and learning block of college, commercial building, kindergarten, chamber, foundation pit enclosure work, drainage pipe work, bridge work, pipe laying work for water supply and gas supply, three maintenance services of green space, three works of green space planting and rehabilitation.
On the basis of historical data this edition calculates the rates, prices and indices from 2002. Especially it detailed the rates, prices and indices of 2006.
“Prices and Indices” is edited for professionals who are engaged in developing, designing, consulting and constructing and to help them study, control and calculate construction cost. There might be mistakes in the process of compiling which needs to be improved. We would also like to show our thanks to the directors of eight consulting companies and all the editors for their good recommendations, and we will study and explore with all the professionals to improve “Prices and Indices” to adapt to the needs of the construction market.
