Environment aim, target and scheme management procedure
1、目的Purpose
制定环境管理目标、指针、方案，幷有效实施，确保公司环境方针的实现。
To make environment management aim, target， scheme， and carry it out effectively ， to ensure realize WEILUN’s environment policy.
2、适用范围Scope
适用于公司环境管理目标、指针、方案的制定、实施、验证、更新和改进等活动.
It is use for WEILUN’s environment management aim, target and scheme's design , implementation， check ,updater an improve etc activity.
3、职责Responsibility
3．1 环境管理者代表Environment management representative：负责组织规划/修订公司的环境管理目标、指针和方案;负责审批环境管理方案；Who is responsibility for organizing plan/ updating WEILUN’s environment aim, target and scheme； also in charge of authorizing the environment management scheme.
3．2 各部门负责本部门的环境管理目标、指针，实施环境管理方案，以实现本部门所策划的环境管理目标、指针;Every department is in charge of their own department's environment aim， target and scheme , so as to realize department’s environment management aim and target;
3．3 环工组负责跟踪、监督、验证各部门环境目标,指针与管理方案的实施效果。The environment team is in charge of tracking ， monitoring and checking each department’s environment aim， target and management scheme's implementation result.
3．4 总经理负责审批公司环境管理目标、指针。The president is in charge of authorizing WEILUN’s environment management aim and target.
4、工作程序Work procedure
4．1环境管理目标、指针、方案制定/修订应遵循如下原则：When design the environment aim ,target and scheme or updating should abide by the below regulations:
a） 以公司的环境方针为指导,体现和支持环境方针;Guided by WEILUN's environment policy， embody and support environment policy;
b） 充分考虑公司评价出的重大环境因素；To consider a lot of the important environment factor that was appraised by WEILUN；
c) 符合法律法规和其他要求中的规定;To accord with laws , codes and other requirements；
d） 依据公司的技术水平、财务情况、实施能力、运行与经营要求；should according to WEILUN’s technical level， finance conditions , implementation ability and operation requirements；
e）考虑通过工艺开发或改进产品而给公司带来的商业机会;Working through develope process or improve product so as to bring the commercial opportunity to WEILUN；
f）具有可行性，经过一定时期努力可以实现。所有环境目标与指针均有环境方案予以支持。With feasible， through a period effect can make it true。 All environment aim and target both have environment scheme to support;
g)符合污染预防和持续改进的精神。Fitting in with pollution prevention and the spirit of continue improvement.
4．2 环境管理目标、指针、方案制定/修订的时机：The time of designing and updating for Environment management aim, target and scheme：
a）环境方针首次制定；The first time of designing the environment policy;
b）环境方针修订/更新；Environment policy’s modification and update；
c）每年一次(通常在管理评审后）对环境管理目标、指针、方案系统修订一次； One time per a year to modify the environment management aim， target and scheme system；
d）重要环境因素发生变更时；When the important environment factor has changes；
e）总经理认为需要时。When the president think it is needed.
4．3 环境管理目标、指针、方案的制定与批准Environment management aim, target and scheme’s establishment and authorization
4．3．1 环境管理者代表负责组织各部门制定公司环境管理目标与指针，经充分讨论、评估后，形成《环境目标与指针一览表》，报总经理审批.批准后，环工组将《环境目标与指针一览表》复印件发放至各相关部门/人员。The environment representative in charge of organizing individual department to make WEILUN environment management aim and target. After discussion and assessment, make<〈environment aim and target form〉〉， and report to president for authorization。 When got the authorized 〈<environment aim and target form>〉, the environment team will copy it and issue to each department/ staff。
4．3．2 依据通过批准的《环境目标与指针一览表》，各部门制定本部门的环境目标、指针，形成《部门环境目标与指针一览表》,幷负责策划环境管理方案，形成《环境管理方案实施表》，一幷报环境管理者代表批准。According to the authorized<< environment aim and target form〉>, each department to make their own department's environment aim and target, to form<〈Departmental environment aim and target list〉>, and also in charge of designing environment management scheme， to make<〈environment management scheme implementation form〉〉， and report to environment representative for authorization。
《环境管理方案实施表》的内容应包括：The content of 〈< environment management scheme implementation form〉〉 should include：
a）所要实施的目标、指针；The aim and target that need implement；
b）明确相关职能和层次的部门/人在方案实施中的职责;To identify each department and staff’s responsibility;
c)方案实施的方法措施、资源需求、人员安排、时间进度; when carrying out the scheme, the methods and actions that we take， resources requirements， people’s arrangement and time progress；
d)方案实施的时间安排。The time arrangement for carrying out the scheme。
4．3．3《环境管理方案实施表》经环境管理者代表审批通过，即可予以实施。〈< Environment management scheme implementation form〉〉, can take into effect after environment representative's authorization.
4．3．4《环境管理方案实施表》复印件由编制部门发放至相关部门/责任人员。原件由环工组保存，以作验证之用。Will copy the <〈Environment management scheme implementation form〉> to relative department and supervisors. The original ones will be kept by the environment team for the purpose of checking.
4．4环境目标、指针、方案的实施及绩效验证Environment aim, target and scheme’s implementation and KPI checking。
4．4．1各部门应组织本部门各级人员严格而有效地实施《环境管理方案实施表》，幷接受环工组的监督与检查。环工组可依据《环境监测和测量控制程序》和其他相关文件进行监督与检查。Each department should organize your department’s every level people to implement the 〈〈 Environment management scheme implementation form〉〉 strictly and effectively。 Also should accept the environment team’s monitoring and checking。 The environment team can follow the <<Environment monitor and measure control procedure〉〉 and other relative documents to monitor and check.
4．4．2 环境管理方案按规定的时间实施完成后，环工组负责验证环境管理方案的实施绩效，幷填写《环境管理方案实施表》中的“绩效验证”栏目，验证内容包括： After finished the environment management scheme within the stated time， the environment team will in charge of checking it and filling in the item of “result check" on the〈〈 Environment management scheme implementation form〉〉. The “ result check” including:
a）环境管理方案是否有效开展；Whether the environment management scheme has carried out properly；
b）环境管理方案实施结果数据；After implementation the environment management scheme, the relative result documents；
c）环境管理方案实施绩效是否达到预期目标；After carried out the environment management scheme , does the result meet the expectation target。
d）其他。Others
4．4．3 通常在管理评审会议召开前，环境管理方案应实施完毕.Normally before having the management checking meeting， the environment management scheme should be finished.
4．4．4 环境管理方案在实施过程中，如有下列情况：重大环境因素的变更、法律法规及其他要求的更新、公司经营的改变或需要等情况时，有必要对环境目标、指针进行变更，由环境管理者代表组织重新执行本程序4．3条。During implementation the environment management scheme, if have the below issues： have changes on important environment factor， laws and codes and other requirement’s update， company’s operation has changed ， then it is necessary to change the environment aim， target , and the environment representative need organize and implement the procedure item 4。3 again。
4．4．5 环境管理方案实施后经验证达到预期目标和效果，将结果提交给下一次管理评审。When finished the environment management scheme, with checking and match the primary expectation and effect, hand over the result to the next management auditor。
4．4．6 经验证无效或效果不理想，环工组应详细分析原因,如属公司的原因（目标值太高或资源配备不够等），由环境管理者代表组织重新执行本程序4．3条。如属部门自身的原因，则对部门进行相应的行政处罚与经济处罚。If the result is invalid or not so good， the environment need analysis the reason， if it is company’s problem（ target too high or resources allot not enough etc）， the environment representative will organize to do this procedure 4.3 again。 If the problem caused by department itself, then have a relative administration penalty and economy penalty.
4．5纠正与预防 Correction and prevention
若发生4．4．3的情况，环工组负责组织相关责任部门依据《不符合、纠正与预防措施控制程序》采取相应的纠正与预防措施。If happened 4。4。3 accident ， the environment team will organize relate departments to take proper actions to correct and prevent, followed by<<modify and prevent actions control procedure〉〉。
4．6 环境管理目标与指针是否合适评估 Does environment management aim and target is suitable to assess？
4．6．1 环工组依据《环境管理方案实施表》，结合实施监督与检查等相关信息，对环境管理目标和指针的适宜性、有效性进行分析评估，编制《环境管理目标和指针的适宜性、有效性进行分析评估报告》(无固定格式），报环境管理者代表审核.The environment team will assess the environment aim and target’s agreeable ability and its effective ， which based on 〈〈The environment management scheme implementation form〉〉， and also association with the monitor and measure information。 To make<< assessment the agreeable , effective of environment aim and target〉〉(have no fixed type)。
4．6．2 环工组将《环境管理方案实施表》、《环境管理目标和指针的适宜性、有效性进行分析评估报告》提交管理评审。The environment team hand over the 〈〈The environment management scheme implementation form〉> and <〈 assessment the agreeable ， effective of environment aim and target〉〉to management audit。
