上海市建设工程造价咨询服务性收费暂行标准20007-10【大 中 小】【打印】关于发布上海市建设工程造价咨询服务性收费暂行标准的通知沪建建(2000）第0434号沪价行（2000）第181号各有关建设、施工、工程造价咨询、发包代理单位：为进一步规范工程造价咨询单位的管理,促进工程造价咨询市场的有序发展,根据上海市建筑市场管理条例，结合本市近年来造价咨询市场收费的实际情况,制定上海市建设工程造价咨询收费暂行标准,现于发布,并将有关事项通知如下：一、本收费暂行标准适用于本市行政区域内从事建设工程造价咨询服务的工程造价咨询、发包代理单位。二、工程造价咨询、发包代理单位从事造价咨询、发包代理工作，实行有偿服务,但应具备以下条件:1、持有建设部或本市建设行政主管部门核发的工程造价咨询资格证书、建设工程发包代理资格证书及经营手册;2、持有工商行政管理部门核发的企业法人营业执照。三、工程造价咨询、发包代理单位收费暂行标准分计时、计件两类，并完成相应的主要工作内容（见附件一）。对承接一般咨询业务的,按计时标准执行;对承接具体工程项目的，按计件标准执行(见附件二）.四、计时收费按承办人员不同资格,按下列标准收取:1、注册造价工程师，每人每小时200元；2、审价员、概、预算员，每人每小时100元;3、发包代理人员，每人每小时100元;如需提供有关资料，另酌情收取工本费.五、工程造价咨询、发包代理单位出具咨询报告，一般出具书面报告三份，业主需要增加份数,酌收工本费.书面报告为中文本,业主需要翻译外文本，收取翻译费.如遇两种文本解释不一致时,以中文本为准。六、工程造价咨询、发包代理单位可以根据业主委托的造价咨询、发包代理服务内容、项目的难易程度等，参照本收费暂行标准与业主协商收费，上下浮动幅度在5范围内。七、本收费标准由市建委、市物价局按各自职责范围负责解释。八、本收费标准自2000年9月1日起试行，至2002年12月31日截止。九、凡与本收费标准不同的收费一律按本标准执行。市建委沪建城（1988）第551号第十四条及市物价局沪价费（1990）第208号文中有关工程咨询项目评估的收费标准停止执行。附件一：造价咨询工作服务主要内容附件二:上海市建设工程造价咨询服务性收费暂行标准表上海市建设和管理委员会上海市物价局二OOO年七月十日附件一：造价咨询工作服务主要内容一、项目评估对项目可行性内容的深度、方法、参数、建议、结论等进行一系列研究评估工作。二、设计阶段概算（一)根据上海市现行标准“建筑设计”文件编制深度规定及初步设计图纸完成概算文件的编制；（二）根据扩初审批意见，完成修正概算文件;（三）当概算总投资超出批准总投资（或可行性文件总投资时）为业主提供可能合理节省费用的建议；(四）根据需要出席有关工程投资、设计标准、进度安排的协调会议；(五)为业主提供可能合理节省费用的建议；（六）要体现控制设计概算;三、编制施工图预算四、编制标书、计算工程量、作标价（一)投标函；（二)综合说明；(三）主材用量及差价；（四）对招标文件的确认或提出新的建议；（五）报价说明；（六）降低造价的建议和措施说明;（七)施工组织设计或施工方案；（八）单位（项)工程标书。五、设计招标全过程代理（一）设计招标咨询及策划;(二)编制设计招标文件，协助业主向主管部门工程项目报建、招标的手续；(三）组织现场踏勘，解答工程现场条件;（四）设计招标答疑；(五)参与设计方案评审;（六）参与设计招标的开标、评标、决标工作；(七)根据不同合同形式，拟订设计合同.六、施工监理招标全过程代理（一）施工监理招标咨询及策划；(二）编制施工监理招标文件，协助业主向主管部门办理招标的有关手续；（三）施工监理招标答疑;(四）参与施工监理招标的开标、评标、决标工作；(五）根据不同合同形式，拟订施工监理合同；（六）施工监理合同登记手续。七、施工招标全过程代理(一)施工招标咨询及策划;（二)编制施工招标文件，协助业主向主管部门办理招标的有关手续；（三)组织现场踏勘,解答工程现场条件；（四）施工招标答疑；（五）编制标底；（六）参与施工招标的开标、评标、决标工作；（七）根据不同合同形式，拟订施工合同。八、施工阶段全过程造价控制（一）制定现场控制造价步骤与措施;(二）编制核定各项施工图预算：(三）根据施工承包合同价、进度计划,编制各承包合同的明细工程款现金流量图表，根据工程进度编制工程用款计划书；（四）负责对施工单位上报的每月完成工作量月报表进行审核，并提供当月付款建议书，经业主认可后作为支付当月进度款的依据；（五）甲、乙双方提出索赔时，为双方提供确认、反馈索赔等咨询意见；(六)收集工程施工的有关资料，了解施工过程情况,协助业主及时审核因设计变更、现场签证等发生的费用，相应调整预算控制目标；（七）对分阶段竣工的分部工程,对其完工的结算及时进行核定，并向业主提供造价控制动态分析报告；（八)根据施工阶段的每月工作量与付款,核定各项变更费用，会同业主办理工程总结算;（九)编制合同执行情况专题报告,提供整套合同、结(决）算报告及各项费用汇总表交业主归档。九、其他（一)向业主提供国内和本市工程项目的造价咨询业务有关法律、法令、条例、规定、标准、规范和一般惯例的咨询服务；(二）向业主提供涉及委托工程项目的金额、材料、设备等造价信息和规定的咨询服务.附件二：上海市建设工程造价咨询服务性收费暂行标准表（差额定率累进收费）单位:序号收费项目计量单位划分标准（万元）1000以下(含1000)10003000（含3000）30005000（含5000)500010000（含10000)大于100001编制项目评估报告总投资0。450。400。330。250。132编制设计概算总投资1。101.000.850。700.403编制施工图预算建安工作量1.901.801。701。601.504编制标书、计算工程量、作标价建安工作量2.802。602。201.901。704-A计算工程量、作标价建安工作量1.901.801。701。601。504B编制标书建安工作量0。900。800.500。300.205设计招标全过程代理估算投资1。000.900。800。600。506施工监理招标全过程代理建安工作量1。101.000.850.700。607施工招标全过程代理建安工作量3.102.852。602.201。808施工阶段全过程造价控制(含预结算）建安工作量8。507。506.005。004。00备注:1、承接编制施工图预算、计算工程量、作标价或施工阶段全过程工程造价控制（含预结算）项目的，不包括钢筋及预埋件重量的计算.如需计算钢筋及预埋件重量的，每吨收费12元。2、装饰工程按本附件相应收费标准的70收取。(英文版 ) Two regulations promulgated for implementation is in the party in power for a long time and the rule of law conditions, the implementation of comprehensive strictly strategic plan， implementation in accordance with the rules and discipline to manage the party， strengthen innerparty supervision of major initiatives。 The two regulations supporting each other, the code adhere to a positive advocate， focusing on morality is of Party members and Party leading cadres can see， enough to get a high standard; rule around the party discipline, disciplinary ruler requirements, listed as ”negative list， focusing on vertical gauge, draw the party organizations and Party members do not touch the” bottom line .
