三开篇语
自第十一个五年规划以来，中央政府出台了一系列鼓励发展新能源电动汽车的政策，十二五规划中新能源被列为中国汽车行业今后5年发展的重中之重，作为国家节能减排的重要组成部分，新能源汽车更是被列为加快培育和发展的七大战略性新兴产业之一。意在新能源电动汽车实现弯道超车领跑在世界的前面。
2008年御捷人以“敢为人先”的精神和全球的视野，挑战美国金融危机带来的风险，抓住历史机遇，把4.2亿人民币投入在全封闭三轮电动摩托车和低速电动轿车项目上。从此御捷人将满腔的热情投入到这一低碳、环保、神圣的绿色产业上。
御捷人用了两年多的时间按着乘用车的标准建立起一座现代化的工厂和成功的开发了两款三轮电摩轿和低速电动汽车。
御捷人开发的全封闭三轮电动摩轿彻底颠覆了现有市场产品的传统设计概念，用汽车的标准和设计理念打造出一款全新的全封闭三轮电动摩轿。“摩托车的价格，汽车级的享受”满足了现有和潜在客户进一步要求，拉动和扩大全封闭三轮摩托车这一细分市场。

目前，御捷三轮电动摩轿已取得国际订单6300台，低速电动轿车已取得DOT、EEC等多项认证，产品已向东南亚、非洲、欧美洲等国际市场销售。
2010年第二十五届全世界电动车大会高级论坛在深圳召开，国内外专家一致认为发展低速电动轿车是中国实现弯道超车的唯一的正确途径。

河北御捷车业有限公司成立于2009年5月，注册资本8000万元人民币，占地450亩，投资4、2亿元建设了具有轿车生产工艺的冲压、焊装、涂装、总装四大车间，是国内首个集开发、制造、销售、服务四位于一体的并具备大批量生产三轮摩托车和低速电动车的专业厂家。御捷车业公司是河北省第一家列入国家三轮摩托车生产一级目录企业，是全国第一家通过工信部批准的电动三轮摩托车生产企业。具备年产15万辆三轮摩托车和5万辆低速电动车的生产能力。

2009年5月22日 河北御捷车业有限公司在河北注册成立
2009年6月 《年产15万辆三轮摩托车项目》在河北省发改委备案，该项目已经全部竣工并具备三轮摩托车生产条件。
2009年09月 第一辆全封闭三轮摩托车在清河试制成功
2010年3月23日在全体员工的努力下，整车下线
2010年8月由河北省工信厅呈文报工信部，冀工信呈【2010】326号，该项目的两个产品（电动三轮摩托车和燃油三轮摩托车）委托天津摩检所检测，已出合格报告，特申请工信部予以生产准入验收，并将河北御捷车业有限公司及三轮摩托产品列入国家《车辆生产企业及产品公告》目录。

冲压车间
冲压车间建筑面积8700m2拥有10台大型冲压机。整体车身47个部件完全自主冲压完成，高精度的三维测量系统，保证整体车身误差小于国际标准。
原板采用高标准冷轧特种钢板，常温冲压成型，使车身无温差变化。高碳钢模具，完全达到无痕成型要求，自动卷边系统，让车身强度更高，吻合度更精密。
配套设备有液压上扎机，电动展平机，微机数控平板床，自动测据剪切机等。
焊装车间
焊装车间占地12400平方米，由大型全自动流水线纵横相连，西门子全自动钳具，是完全按轿车标准设计完成，三维整体坐标检测装置全程跟踪，以达到尽善尽美，116组日本进口水冷式无焊焊钳，使车身每个部件亲密无间，内置板模承重设计，使轿车技术在摩托车型完美到极致。
涂装车间
涂装车间占地12000平方米，拥有脱脂、去油、反复盥洗、电泳、磷化、纯水净洗自动降升池16座，风帘无味喷涂，完全采用德国技术，全封闭车间设置，高净化吸气系统是按轿车标准设计完成，彻底喷雾柴油式烘干系统，使车身表面光滑，明亮，无任何腻平处理的车身，再经过四次表漆处理，以达到同行业中先进水平，自动流水线更为产量提供了硬件保障。
总装车间
总装车间占地16000平方米，拥有120米长四动力宽带流水线，使涂装车间车身在空中导链进入总装车间时就切入组装生产线，67道无间工艺，单一独立的组装系统，使每个岗位责任清晰，技术娴熟，安装到位，在流水线末端为车辆防漏采用高压喷淋系统检测；灯光检测是采用日本技术设备，对灯光照明进行高精度测量，并配备了动力平衡检测，噪音检测，减震检测，电路检测等工艺。
