When Fire Control Center receive the fire signal from automatic fire alarm system:
消控人员接到火灾自动报警系统的火警报警信号：
Ø Inform the duty supervisor and securities nearby at once.
用对讲机立即告知当班主管和火警附近的保安员。
Ø Inform the operator by phone.
用电话告知总机。
Ø Report the fire location clearly by using standard language.l
使用标准语言报清楚火警具体位置。

When operator gets report from CCTV Room, the message must be immediately reported to following persons:
总机接到消控中心火警报告后，立即告知：
Ø Front Office: Assistant Manager
前厅部：大堂副理
Ø Engineering: Duty Engineer
工程部：值班工程师

Moving out to the scene of fire immediately when receive the fire alarm.
相关人员接到火警报告后立即赶往火警地点：
Ø Duty security supervisor and guards should carry the emergency lights and extinguishers.
保安部当班主管和保安部员工携带应急灯，灭火器。
Ø Front Office AM should carry the master key of hotel.
前厅部大堂副理带上酒店万能钥匙。

Ø Duty engineer should bring the lantern and other facilities.
工程部值班工程师携带应急照明灯及相关工具。

Arrive at the fire site, inspect the reason of the fire speedy and take the efficiency measures to control the situation.
上述人员到达火警现场后，应迅速查明火警因素，采用有效措施进行处置：
Ø If fire is caused by fog, smoke, powder or strong stimulate smell, firstly should make the venue airy, and relieve the fire alarm. Then inform the CCTV to reset the host fire device.
由于烟雾，蒸汽，粉尘，强刺激气味等引起的报警，因采用通风，即解除火警。告知消防中心将消防主机复位。
Ø If Fire alarm is caused by the automatic alarm system internal malfunction, the duty engineer should immediately arrange to repair the malfunction.
由于火灾自动报警系统内部故障引起的误警，值班工程师应立即安排维修，排除故障。
Ø Fire has been put out, inform the CCTV Room to enter fire alarm stage I, report the situation to all duty managers and department managers. Security manager need report the cause and processing situation to GM and prepare a detail analysis report after the event.
有明火但已被扑灭，告知消控中心进入一级火警程序，并告知值班经理和所属部门经理。保安部报告总经理灭火过程及火灾起因，事后做具体分析与报告。
Ø If fire is spreading speedy, inform CCTV Room to enter fire alarm stage Ⅱ immediately, take the efficiency measures to control the fire spreading.
有明火但火势较大，迅速告知消控中心进入二级火警程序，并采用有效措施控制火势蔓延。

To put out the fire speedy, ensure the safety of all the guests and hotel property.
迅速扑灭大火，保障酒店，客人和员工生命财产安全。

Advance the guest and staff’s ability of self-prevention and self-succor, use the fire extinguisher correctly to control the fire. Put out the fire at the beginning by good planning and organizing, lead the guest evacuation safety.
提高来宾员工的自防自救能力，对的使用灭火器材控制火势蔓延。有计划，有组织有准备地把大火扑灭在初始阶段，引导来宾安全疏散。

Under no circumstances is anyone to call the fire brigade directly，must get the command from the highest officer of hotel before call the fire brigade(119) through operator.
在任何情况下，任何人都不要直接打电话给政府消防队，必须在酒店最高管理者命令下，通过总机报政府消防队（119）。

Any staff discovering a fire or seeing smoke must dial “88119” to inform the CCTV Room of the detail location of the fire.
任何一名员工当发现有明火或见有起烟雾时，必须立即拔打“88119”告知消控中心，并告知起火地的具体位置。
Ø Do not panic. If the fire is small, try to extinguish the fire or hydrant. However, do not take any risk should you feel that the fire is unmanageable, for your own safety.
切勿惊恐，假如火势较小时应当试着用附近的灭火器材，如灭火器或消火栓进行扑救。然而当感觉火势扑救无法自我控制，危及到个人安全切勿承担风险。
Ø Reassure all guests to avoid panic. If an evacuation order is received (only under GM instruction), inform all guests in a calm manner and direct them to leave via fire staircases. “DO NOT USE ANY ELEVATOR FOR EVACUATION’.
安抚所有客人请勿惊恐。当接到疏散来宾的命令时，应告知所有来宾保持镇定并指引他们从防火楼梯进行疏散。“严禁使用电梯进行疏散”。

4. The fire is in a state that can be put out easily by the extinguisher or other means.
此类火灾能使用灭火器或其他物品将其扑灭。

Ø StageⅡFire Situation二级火灾情景

1. The fire is out of control beyond StageⅠ.
火情已超过一级火灾；
2. Spreading risk is conspicuous, generating much smoke.
火势有明显扩散趋势，并产生浓烟；
3. The fire is in a state which can be put out by the compulsory fire prevention team and Emergency Stand-by Team.
此类火灾可由义务消防队及紧急事故解决小组将其扑灭。

Ø Stage Ⅲ Fire Situation三级火灾情景

1. The fire presents a state of emergency. Out of control, beyond stageⅡ, with stronger smoke spreading upstairs.
火情已超过二级火灾，浓烟向上扩散；
2. The fire in a state with burning spreading horizontally and vertically
燃烧区域向四周迅速扩散；
3. The fire is in a state in which human and material damage is anticipated.

Ø StageⅠFire一级火灾

1. Report to: The Fire Control Room (Hotel guests will call Operator )

2. Reporting Method:通报方法：
* Reporting by the first observer – EMERGENCY TEL “88119”
第一时间发现火情者——拔紧急电话“88119”
* Mechanical alert – Automatic fire detectors, sprinklers and alarm system
机械设备报警——自动烟感报警器、自动喷淋和报警系统

Ø The change from stageⅡto Ⅲ fire will be decided by the judgment of the Fire Chief (Security Manager) in control of the fire site, and the change of fire situations by phase will be reported to GM in time.
二级火灾与三级火灾的划分由防火负责人（保安部经理）在火灾现场进行判断，火势情况的变化要及时通报给总经理。
* After insure stage Ⅲ fire, CCTV Room must get the command from the highest officer of hotel before call the fire brigade through operator.
确认是三级火灾后，消控中心必须得到酒店最高管理者的指令，通过总机向政府消防队报警。

Ø Control of stageⅠfire (action to be taken within three minutes)

1. Actions to be taken by the First Observer; to put out the fire by the extinguisher or other means, only by trained up person, without taking any risk.
第一时间发现火情者扑救行动；运用灭火器或其他灭火器材，但扑救人员必须是事先接受过培训且切勿承担危险。
2. Measures to be taken when the facilities on Fire Control Room indicate a fire; to be extinguished immediately by the fire extinguisher.
在消防控制设备显示出现有火灾时；立即由消防员用灭火器将其扑灭。

Ø Control of stageⅡfire (action to be taken within five minutes)
二级火灾的控制（扑救行动在五分钟内进行）

1. Fire fighting activities扑救行动：

The security manager will direct the activities in person at the fire site.
保安部经理将在火灾现场安排人员进行扑救；
. *Mobilize the compulsory fire prevention team and fire fighting team at the place of the fire and proceed with fire-fighting activities.
召集义务消防队，组织灭火作战组到火灾现场并进行火灾扑救工作；
* Mobilize the emergency stand-by team by confidential broadcast and assigned duties such as control of fire or prevention of property damage.
通过应急广播召集动员紧急事故解决小组并布置工作任务，如进行扑救或保护资产不受到破坏。

2. Fire fighting equipment灭火设备：
* All the fire fighting facilities owned by the hotel.
酒店所有灭火设备；
* Fire engines and equipment of the Government Fire Chief.
消防车和政府消防队所携带灭火设备；
* Guidance of Government Fire Squad to the fire place, - Bellboy, Security guard.
指引政府消防人员至火灾现场——门童、保安员。
* Fire fighting activities of the Government Fire Squad – to begin within 3 minutes after arrival.

* Electricity supply to fire point and emergency restoration of power when appropriate.

* Air conditioning maintenance team: manual control fan, damper, etc.

1. Overall mobilization of compulsory fire prevention team and emergency stand-by team.
召集义务消防队和紧急事故解决小组。
2. Support of Government Fire Fighting Squad.
需得到政府消防队的支持。
3. Request for support of Government Fire fighting Squad to be made by the Fire Chief and reports there on.
由最高防火负责人酒店总经理决定下达命令告知规定政府消防队救援并告知具体情况。
4. Bellboy & Security Guard: Lead and guidance of fire engineers.
门童和保安员：负责指引消防队员到火灾现场。
5. Security Guard: Maintenance of security system, internal and external.
保安员：严格把好人员的进出关。

Ø At the time of stageⅡfire: Observers to be deployed around the center of fire point to investigate and report possible cause to compulsory fire prevention team and Emergency Stand-by Team.
二级火灾时：安排专人对火灾点进行仔细观测、调查，必要时可告知义务消防队和紧急事故解决小组。

Ø At the time of stage Ⅲ fire: To make an intensive check of the vulnerable places around the center if the fire partition line to prevent spread of the fire horizontally and vertically, and to prepare for the spreading of fire by mobilizing the fire fighting equipment in the Neighborhood Fire Defense Squad and Emergency Stand-by team.
三级火灾时：假如火势已得到控制，不再扩散，应对火源中心附近重点部位作彻底检查，并且消防队员和紧急事故解决小组要随时准备好灭火器材，以免火势进一步扩散。

* The fire fighting installations on the fire partition line will be closed automatically or by manual operation to prevent spread if the fire.
防火分离线上的灭火设备装置将会自动关闭或手动控制火势的扩散。

4. Channeling of information of relevant departments:

1. Taking primary actions, reporting by telephone.
采用扑救行动，并同时电话报告防火负责人。
2. After completely extinguishing the fire, reporting in writing.
将火灾完全扑灭后，将火灾详情记录下来。
3. Under emergency circs call up compulsory fire prevention team responsible for the area of the fire point and its immediate floor and adjacent floors.
紧急情况下召集义务消防队、分派至火灾现场和火灾现场的相近楼层。
