1.0目的Purpose
通过对劳工、道德、环境进行风险评估与管理,以避免、降低管理风险。
Through risk assessment and management for labor, ethics and environment, in order to avoid and reduce the management risk.
2.0适用范围Scope
适用于本公司对劳工、道德、环境风险管理,也适用于对供应商分包商的社会责任风险评估管理。
Applies to risk management of labor, ethics, environmental of the company, applies to the risk
assessment management for supplier and subcontractor's social responsibility as well.
3.0定义:(无 ) Definition: None
4.0权责Responsibility
4.1行政部:组织对劳工、道德、环境风险进行识别评估及控制,制定管理方案,跟进各部门采取纠正预防措施;
Administration Dept: Organize identifying and assessing the risk of labor, ethic and environment,
establish the management method and follow up the implementation of each department for
corrective and preventive action .
4.2各部门:实施风险管理方案。
Each department: Implement risk management plan.
5.0程序内容Procedure
5.1风险等级的分类:Risk grade classification
5.1.1重大风险:可能导致严重违反相关法律法规;引起重大健康安全伤害;环境影响;导致发生重大火灾、爆炸或毒物泄漏事故;或导致重大人员伤亡或者重大经济损失。
Major risk: May lead to a serious breach of relevant laws and regulations; Cause significant damage for health and safety; The environmental impact; Result in a big fire, explosion or toxic leakage accident; Or cause heavy casualties or major economic losses.
5.1.2一般风险:可能导致人员轻微伤害或职业病、财产损失、工作环境破坏等。

5.2风险的调查识别与评估 Risk investigation, Identification and assessment
5.2.1原则Principle
5.2.1.1风险调查识别与评估应依据本规范5.1条款的分类及有关规定及标准,并结合公司实际情况,考虑过去、现在、将来三种情况;
Risk investigation, identification and evaluation should be based on the classification of the clause 5.1 of this procedure and related regulations and standards, and combined with the company’s actual situation, take three kinds of situation including past, present and future into consideration.
5.2.1.2风险调查识别与评估应全面仔细,涉及劳工、道德、环境三个方面,考虑法律法规、EICC标准、消防安全、机器安全、劳动职业安全、环境污染等。

5.2.1.3对重大风险要进行重点分析,要防止遗漏,特别是可能导致严重违法要特别关注,要分析现有管理状况与标准要求的差距,制订纠正预防措施。

5.2.2调查识别 Survey and identification
5.2.2.1 行政部组织人员对公司劳工、道德、环境管理现状进行调查,识别出管理风险,形成《社会责任风险调查识别与评估表》。
Administration department organize staff to investigate on the company's present management situation of labor, ethics and environment, identify the management risk, generate The Social Responsibility Risk Investigation, Identification and Evaluation Sheet.
5.3风险评估 Risk assessment
5.3.1风险评估方法 Method of risk assessment
5.3.1.1对一般因素、较易判断的行为性违章违规因素,采取直接是非判断法评价,评价结果分“轻微、可接受、不可接受”三种程度。
For general factors and behavioral violation factors which are easily to judge, The direct method of evaluation is judging right and wrong, the evaluation results are divided into three parts: mild, acceptable and unacceptable.
5.3.2风险评估原则与方法 Principle and method of risk assessment
在《社会责任风险调查识别与评估表》中进行打分,分别将每种指标的得分相加,构成评估
总得分,总得分R≧20分时,该风险判定为重大风险。
Grade on The Social Responsibility Risk Investigation, Identification and Evaluation Sheet, the total scores come from each index, when total score R ≧ 20 points, The risk is determined to be significant.
5.3.2.1严重性及影响程度:The severity and impact
A.影响小,无明显后果;(0-2分)
Less impact, no obvious consequences(0 to 2 points)
B.影响不大,产生的后果较轻微;(3-5分)
Small impact, light consequences(3 to 5 points)
C.影响大,产生的后果严重;(6-10分)
Significant impact, serious consequence(6 to 10 points)
5.3.2.2发生频率:Frequency of occurrence
A.极少发生;(0-2分)
Rare occurrence (0 to 2 points)
B.偶尔发生;(3-5分)
Occasionally happens (3 to 5 points)
C.经常发生;(6-10分)
Frequent occurrence (6 to 10 points)
5.3.2.3法律法规:Laws and regulations
A.无相关法律法规,影响不大或暂无影响;(0-2分)
No relevant laws and regulations, the impact is not big or no impact(0 to 2 points)
B.暂无法律法规参照,但仍产生较大影响,须进行控制;(3-5分)
No laws and regulations for reference yet, but there is still a larger impact, must be controlled. ( 3 to 5 points)
C.违反相关法律法规,后果较严重;(6-10分)
In violation of the relevant laws and regulations, the consequences are serious
(6 to10 points);
5.3.2.4涉及范围:Range
A.涉及面极小,属于个别情况;(0-2分)

B.涉及部份人员或区域;(3-5分)
Part of the people and area involved (3 to 5 points)
C.涉及的部门较多,范围广;(6-10分)
Involves more departments, wide range. (6 to 10 points)
5.3.3当下列情况不可接受,直接确定为重大风险:
The following situations is not acceptable, identified as significant risk directly:
5.3.3.1不符合劳工、道德、环境法律法规、EICC标准;
Do not conform to the labor, ethics, environmental laws and regulations, EICC standards.
5.3.3.2相关方严重抱怨或要求的;
Serious complain or request by related party.
5.3.4根据上述标准并结合5.1条款,进行评价,将结果填写于《劳工道德风险识别评估表》中。
Evaluate according to the standard and combined with 5.1 clause, fill in the
result in the Labor moral hazard identification and evaluation sheet.
5.3.5 对重大风险的需制定管理方案加以控制.
Formulate management plan for significant risk and control it.
5.4定期识别更新 Identify and update periodically
5.4.1至少每年一次对社会责任风险调查识别与评估,参与调查与风险评价的主要人员应接受过专业培训或对相关法律法规较为熟悉。当相关法律法规、相关方要求、生产现场发生变化,以及发生重大伤害与投诉时应临时增加调查识别与评估。
Investigate, identify and evaluate the social responsibility risk at least once a year , the main personnel involved in the investigation and risk assessment should be trained professionally or they are familiar to the relevant laws and regulations. Investigation, identification and evaluation should be increased temporarily when changes happened for the relevant laws and regulations, the relevant request, production site, and major damage and serious complaints occur.
