Lesson44 Through the forest 穿过森林Mrs Anne Sterling did not think of the risk she was taking when she ran through a forest after two men. They had r

9、ushed up to her while she was having a picnic at the edge of a forest with her children and tried to steal her handbag. In the struggle, the strap broke and, with the bag in their possession, both men started running through the trees. Mrs Sterling got so angry that she ran after them. She was soon

10、out of breath, but she continued to run. When she caught up with them, she saw that they had sat down and were going through the contents of the bag, so she ran straight at them. The men got such a fright that they dropped the bag and ran away. The strap needs mending, said Mrs Sterling later, but t

37、的重要支撑产业;大力发展乡村旅游文化产业,是统筹城乡新农村建设的重要模式。在成都作为中国统筹城乡综合配套改革试验区的宏观背景下,郫县提出了以乡村旅游文化产业带动大成都经济圈旅游休闲产业的整体发展规划,对郫县丰富的乡村旅游资源进行全方位整合与再构,实现区域经济的可持续发展。旅游产业作为第三产业的核心产业,是郫县实现由传统县域经济向都市近郊型经济转型的关键产业和重要着力点。在此基础上,郫县提出了紧紧围绕“古蜀文化、乡村旅游、观光农业、商贸物流、生态人居”等五大重点,加快推进望丛古蜀文化产业园、农科村景区、横山运动休闲营地、滨河沿线生态休闲旅游产业带以及沙西线生态休闲旅游产业带、“三河”流域(走马河

45、游区BY FW项目以乡村田园资源、乡村风景资源、乡村民俗文化资源、乡村历史文化资源等等为依托,构建中国西部原生态乡村旅游文化资源与国际旅游产业理念相结合的乡村旅游产业链,致力于成为中国乡村旅游文化的精品项目。本项目突破了传统旅游产业单一发展的模式,结合成都进行新农村建设的一系列政策,进行一、二、三产业的复合架构与循环发展,促进乡村经济的可持续发展。本项目通过循环经济理念在项目区域内的运用,以及对水资源的循环利用和保护,实现整个区域循环经济技术的优化示范,在中国乃至世界提供一个充分利用循环经济技术的中国乡村旅游文化的旅游目的地;本项目通过乡村旅游文化产业的运作,在创造经济效益的同时兼顾社会效益和

46、生态效益的发展,为区域经济的腾飞创造稳定、持续的税收,大量解决农村社会劳动力的就业和增收问题。第二章 项目建设必要性2.1 顺应城乡统筹改革的大潮2007年6月7日,国家发展和改革委员会下发国家发展改革委关于批准重庆市和成都市设立全国统筹城乡综合配套改革试验区的通知。该通知要求试验区要从实际出发,根据统筹城乡综合配套改革试验的要求,全面推进各个领域的体制改革,并在重点领域和关键环节率先突破,大胆创新,尽快形成统筹城乡发展的体制机制,促进城乡经济社会协调发展。郫县作为成都的重要卫星城,经济发展迅猛,在城乡统筹改革中将成为引领改革的先锋力量,而本项目的建设正是顺应城乡统筹改革的大潮,通过大力发展乡

47、村旅游业带动农业产业结构调整,建立农民长效增收机制的有效途径。2.2 城乡一体化发展的需要自2003年以来,成都市就实施了以推进城乡一体化为核心、以规范化服务型政府建设和基层民主政治建设为保障的城乡统筹、“四位一体”科学发展总体战略,实施了一系列重大改革,开创了城乡同发展共繁荣的可喜局面。项目拟建地目前还是以传统农业为主,随着工业向园区集中,土地向业主集中,农民向城镇集中的“三个集中”政策的逐步推进,“蜀韵原乡”项目的实施为推动城乡一体化发展、改善乡村居住环境和健全各项综合基础配套有着积极的促进作用。2.3 符合地方旅游经济发展的需要成都作为中国的“第四城”,已凸现大都市的风范,区域内旅游资源十分丰富。旅游业不仅具有强大的经济拉动效应,同时还是一种“绿色经济”。“蜀韵原乡”项目的实施,可实现旅游资源差异化发展,实现区域旅游资源风格的互补,为都市不同结构、不同层次人群提供风格迥异的服务。同时,本项目顺应郫县旅游发展规划,是沙西线生态休闲旅游产业带中的重要组成部分,是对郫县整体旅游形象和服务功能的提升。2.4 建立起农民长效增收机制农民增收是“三农”问题的核心。加快农业和农村经济发展、努力增加农民收入是农业农村工作的重中之重。本项目的建设通过对项目规划区域内的农业产业结构的调整和优化,通过项目引进的农业投资和农业科技企业为支撑,形成全新的农业产业结构,促进农民增收长效机制的建立
