项目建设必要性2.1 顺应城乡统筹改革的大潮2007年6月7日，国家发展和改革委员会下发国家发展改革委关于批准重庆市和成都市设立全国统筹城乡综合配套改革试验区的通知。该通知要求试验区要从实际出发，根据统筹城乡综合配套改革试验的要求，全面推进各个领域的体制改革，并在重点领域和关键环节率先突破，大胆创新，尽快形成统筹城乡发展的体制机制，促进城乡经济社会协调发展。郫县作为成都的重要卫星城，经济发展迅猛，在城乡统筹改革中将成为引领改革的先锋力量，而本项目的建设正是顺应城乡统筹改革的大潮，通过大力发展乡村旅游业带动农业产业结构调整，建立农民长效增收机制的有效途径。2.2 城乡一体化发展的需要自2003年以来，成都市就实施了以推进城乡一体化为核心、以规范化服务型政府建设和基层民主政治建设为保障的城乡统筹、“四位一体”科学发展总体战略，实施了一系列重大改革，开创了城乡同发展共繁荣的可喜局面。项目拟建地目前还是以传统农业为主，随着工业向园区集中，土地向业主集中，农民向城镇集中的“三个集中”政策的逐步推进，“蜀韵原乡”项目的实施为推动城乡一体化发展、改善乡村居住环境和健全各项综合基础配套有着积极的促进作用。2.3 符合地方旅游经济发展的需要成都作为中国的“第四城”，已凸现大都市的风范，区域内旅游资源十分丰富。旅游业不仅具有强大的经济拉动效应，同时还是一种“绿色经济”。“蜀韵原乡”项目的实施，可实现旅游资源差异化发展，实现区域旅游资源风格的互补，为都市不同结构、不同层次人群提供风格迥异的服务。同时，本项目顺应郫县旅游发展规划，是沙西线生态休闲旅游产业带中的重要组成部分，是对郫县整体旅游形象和服务功能的提升。2.4
