主要建设条件1.2.3.1 建设用地与相关规划本项目建设地点已确定，位于阿克苏纺织工业城（开发区），占地面积150亩，土地使用请阿克苏纺织工业城与我公司织布项目用地相临配套规划。本项目为纺织项目，规划已通过阿克苏纺织工业城（开发区）规划建设局批准，符合阿克苏纺织工业城（开发区）城市建设及贸易加工区发展规划。1.2.3.2资源本项目的原料为原棉。原棉的需要量为每年8970万吨。原棉的主要来源于本项目法人所属的扎花厂提供。新疆光热水土资源丰富，宜棉区域广阔。2005年新疆棉花种植面积1747万亩，总产量189万吨，产量占全国棉花总产量的34%，已连续13年成为全国最大的棉花产区。从2006年起，新疆将把棉花生产的重点放在宜棉区和优质高产棉区，抓好高密度栽培、节水灌溉、病虫害综合防治和标准化管理等技术的推广普及，稳定面积，优化品种，提高棉花品质和单产。2006年，新疆棉花种植面积将保持在1700万亩，总产量达到190万吨。新疆维吾尔自治区的原棉供应充足，原材料供应有保障。1.2.3.3供水 该项目建设地位于阿克苏纺织工业城（开发区），供水阿克苏纺织工业城（开发区）解决，1.2.3.4供电 该开发工区现有110kV二级变电站一座，能满足该项目的使用要求。相关部门已出函承诺。1.2.3.5热能 本项目拟配备浙能集团供热，年需要热能 。1.2.3.6 邮电、交通条件 阿克苏纺织工业城（开发区）未来有较齐全的通讯设施、电信条件具备，满足建设和今后生产经营的要求。 阿克苏地区位于新疆维吾尔自治区天山南麓、塔里木盆地北缘，东经7803至8407，北纬3930至4241间，总面积132万平方公里。东接巴音郭楞蒙古自治州，西北同吉尔吉斯斯坦共和国、哈萨克斯坦共和国交界，南隔塔克拉玛干沙漠与和田地区相望，西南连接喀什地区和克孜勒苏柯尔克孜自治州，北以天山为分水岭同伊犁哈萨克自治州相连。阿克苏地区地处新疆南北疆交通要冲，是南疆重镇和交通枢纽，国道314线贯通全境，217线独库公路连接南北疆，县、乡公路已基本柏油化，形成国道、省道和县、乡公路纵横交错的公路交通网络。全地区总人口214万人，其中少数民族155万，占总人口的75.5%。是一个以维吾尔族为主体，38个民族聚居的地区。全地区辖库车、新和、沙雅、拜城、温宿、阿瓦提、乌什、柯坪8个县和阿克苏市，82个乡（镇），45个地方农林牧场，1137个行政村。地区驻阿克苏市。新疆生产建设兵团农一师所属的17个农垦团场分布在阿克苏地区境内。阿克苏市与库车民航机场与乌鲁木齐有定期航班。阿克苏市是全地区政治、经济、文化的中心，是地区党政军和农一师领导机关所在地。距和田约552公里，距喀什约466公里，距巴州库尔勒市约541公里，距乌鲁木齐约1000公里，距中吉乌什口岸约200公里，距吉尔吉斯斯坦首都比什凯克约530公里。1.2.3.7 项目实施单位新疆凤凰纺织有限公司，在制定项目规划的同时，按项目的要求落实项目资金，目前申报工作基本确定。（3）技术落实 该项目是棉产品加工和综合利用项目。项目寻求技术合作，项目咨询单位拟选择新疆轻工设计院，一直从事轻工产品加工、综合利用方面的研究和设计工作，积累了丰富的经验，有一大批科研成果，该院是甲级设计、甲级咨询、甲级总承包资格。该院的技术实力，优质的服务是该项目实施的技术保证。（4）管理落实 项目的实施单位，对项目的建设制定一整套管理制度，按照（开发区）和自治区的要求，严格按基本建设程序办理，在实施过程中严格招投制定，加强施工管理、监督、指导，协调各方面的工作，管理落实到实处，确保项目的顺利实施。（5）政府及有关部门大力支持 该项目是棉花深加工项目，符合国家产业政策，符合中央精神，符合纺织工业城整体规划和新疆维吾尔自治区“十二五”发展纲要的要求，有利于农产品种植结构的调整，有利于提高农民收入，有利于解决“三农”问题，具有显著的社会效益和经济效益。该项目取得了阿克苏纺织工业城（开发区）有关部门的大力支持，有了政府及有关部门的大力支持，该项目的实施也有了坚强的后盾。1.2.3.8在建项目的形象进度 该项目前期工作已作了充分的准备，项目的建议书已完成并报批，前期有关手续的办理，供电、供水已办理了供应承诺手续，初步规划已得到有关部门批准。土地征用，道路等设施能够配套，具备了项目建设的基本条件。1.2.4 项目总投资、投入总资金及效益情况 本项目总投资（建设规模）为16498.96万元，其中建设投资为14381.37万元，建设期利息486万元，铺底流动资金为489.48万元，认缴资本金总额为7856.85万元，流动资金为1631.59万元 产品市场供应预测2.1.1中国的棉纺织工业现状纺织工业一直在我国国民经济和外贸出口方面占有举足轻重的地位，我国已经成为世界上最大的纺织品生产国和出口国。2005年我国出口纺织品总值超过1175.35亿美元，仅次于机电产品。二十一世纪，纺织工业仍然是我国国民经济各行业中竞争力较强的行业，继续担负着出口创汇的重任，是充满朝气、蓬勃发展的重要产业。在受到世界经济衰退影响，纺织工业经济效益下滑的不利条件下，我国纺织工业仍然保持了纺织品出口世界第一的地位。中国纺织工业协会产业部发布的中国纺织工业发展现状与趋势提供的数据表明我国纺织品和服装出口呈稳步上升的趋势。表2-1
