下级向上级汇报情况篇一：下级向上级汇报工作 报 告 下级向上级汇报工作 反映情况答复询问报送文件和物品时写的文书或者有关部门和领导机构 按法定程序和工作需要向特定会议所作的报告统称工作报告。 工作报告大体分以下四种类型 一会议报告。即本部门、本单位的工作进行到某一阶段向某种形式的会 议就工作状况、主要成绩、经验教训、存在问题和下一步打算等所作的报告。如党代会、人代会上的工作报告各单位、各部门的工作会议或一个单位全体成员大会上的报告等。会议报告要求把本部门、本单位在一定时期的或某一方面的工作做一回顾把成绩讲够问题讲透还要从中得出应有的经验教训提出下一步工作的指导方针任务和措施提交会议讨论、修改、审定。有的要经过表决批准形成正式文件公布、下发或者上送有的则只要求讨论不需要表决批准。这类报告具有总结性、指导性和号召性事先需要作充分的准备了解情况搜集资料座谈讨论反复研究。形成初稿后还要听取有关方面的意见讨论修改。它力求做到摆情况既要全面又要突出重点讲成绩和缺点要恰如其分谈体会要有针对性从实践中提炼概括出规律性的东西从理论和实践的结合上说明问题讲方针、任务要明确具体既要用可能达到的最高标准要求又要有实现这些要求的切实可行的措施。使人们看到听到报告之后能达到统一思想提高认识明确任务受到鼓舞去为实现报告提出的任务积极奋斗的目的。 比如胡耀邦同志在中国共产党第十二次全国代表大会上的报告全面开创社会主义现代化建设的新局面就是会议报告的典范。这个报告在总结三十年来我国社会主义革命和建设的正反两个方面丰富经验的基础上为全党全国人民制订了一套全面开创社会主义现代化建设新局面的正确纲领。 首先它用了一个高度概括的、十分贴切、醒目而又鼓舞人心的标题使人一看就明确了这篇报告的主旨。因此它很快传遍了祖国的各个角落成了广大群众奋斗的方向和行动的指针。 其次它的正文除开头一段略作交代和一个概括性的结尾外共分了六大部 分。 第一部分回顾了粉碎江青反革命集团以来特别是党的十一届三中全会以 来所取得的历史性胜利“我们已经在指导思想上完成了拨乱反正的艰巨任务在各条战线的实际工作中取得了拨乱反正的重大胜利实现了历史性的伟大转变。”在这个基础上提出了党在新的历史时期的总任务即“团结全国各族人民自力更生艰苦奋斗逐步实现工业、农业、国防和科学技术现代化把我国建设成为高度文明、高度民主的社会主义国家。”这一部分文字不多但内容丰富十分准确精练地肯定了六年来我们所取得的成绩使人明确方向增强信心为下面提出开创新局面的各任务奠定了基础。在文意、文气上给人以顺理成章、水到渠成感觉。 第二部分讲经济建设。报告从我国实际情况出发确定了到本世纪末我国 社会主义经济建设的战略目标、战略重点、战略步骤和四条方针原则提出了一套完整的经济发展纲领既明确具体又有充分的科学根据。 第三部分讲精神文明建设。着重指出在建设社会主义物质文明的同时一 定要建设高度的社会主义精神文明这是建设社会主义的一个战略方针问题社会主义精神文明是社会主义的重要特征社会主义精神文明包括两个方面即文化建设和思想建设等等。 第四部分讲社会主义民主。从我国人民民主专政的国家制度出发指明了 建设高度社会主义民主和处理阶级斗争的原则、方针。第一句话就提出“社会主义的物质文明和精神文明建设都要靠继续发展社会主义民主来保证和支持。”这就把这一部分和前两部分紧密地联结在一起使人感到一种内在的有机的密不可分的联系。 第五部分讲对外政策。概括地论述了我国对外关系的方针原则。第六部 分讲党的建设。着重讲了当前必须解决好的四个问题即健全党的民主集中制使党内政治生活进一步正常化改革领导机构和干部制度实现干部队伍的革命化、年轻化、知识化、专业化加强党在工人、农民、知识分子中的工作密切党同群众的联系有计划有步骤地进行整党使党风根本好转。报告的最后总结性地提出今后五年实现三个根本好转的任务即财政经济状况的根本好转社会风气的根本好转党风的根本好转提出台湾回归祖国为完成祖国统一大业而奋斗的任务指出我们的四化事业必胜但还有困难一定要把马克思主义的普遍真理同中国的实际结合起来丰富和发展马克思主义、毛泽东思想。结尾号召继承先烈遗志紧密团结争取胜利。 这篇(转载于:www.cSSyq.co m 书 业 网:下级向上级汇报情况)报告思想深刻论说精辟内容丰富新颖是指导我国社会主义现代化建 设的宏伟纲领也是对马克思主义、毛泽东思想的丰富和发展。文章结构严谨围绕开创社会主义建设新局面这个中心一环扣一环前后呼应浑然一体语言准确鲜明富有鼓动性和说服力。 写好会议报告除了材料的充分准备外在思想和文字表述上还需要注意以下几个问题 一是避免假。这里说的假主要不是指故意说假话编造假情况。这种事除 了象林彪、“四人帮”那样的阴谋家、野心家和品质极端恶劣、别有用心、或沽名钓誉而又独断专行的少数人外一般情况下是很少见的。因为会议报告需要有关领导集体讨论还要和群众见面故意编造假情况一般是行不通的。会议报告的假主要表现在不从本单位的实际情况出发而是按照社会上的时髦观点或个别领导人的好恶去剪裁本单位的工作实际。所谓经验、体会也常常不是自己工作中提炼概括出来的真知灼见而是套用外来的思想观点截取本单位的个别例证编在一起。听起来有观点有例证说得头头是道但却不真实。报告失真还有一个原因是以偏概全任意拔高。有的为了某种需要把本单位的次要问题说成主要问题把不带普遍性的经验说成普遍性经验把偶然发生的不典型的事例说成是必然出现的反映本质的事例有的报告为了突出本单位的成绩千方百计拼凑材料把小事说大好事说圆而对工作的失误和问题则能掩则掩或轻描淡写一笔带过或归于客观抹杀、缩小主观原因。有的报告名为加强思想性实质则是故意拔高。这种情况更多地出现在报告修改者之手。他们常常凭主观想象搞“思想飞跃”使报告失去真实。 二是防止“大”。一说写报告就摆开大架子洋洋数万言似乎这样才有“气势” 才够“份量”才能显出“水平”。这是报告的一种通病一种顽症。有的同志不论撰写什么报告都要从形势讲起引出几种思想几条任务几点体会几项措施再谈若干条问题大一、二、三小1、2、3再加甲、乙、丙丁?6?7?6?7一旦拉起架子文章势必越写越长。结果是“写起来费劲看起来头痛”浪费了不少时间和精力。其原因从写作方法上讲主要是作者不懂得对情况进行分析和提炼概括不懂得抓住关键突出中心找出规律选择具有典型意义的事例而是不分主次地把凡是做过的工作都一一罗列出来引申发挥或者把讨论中领导同志从不同角度讲的观点拉扯在一起统统罗列出来臃肿庞杂如同得了“肥胖病”。从思想方法上看主要是某些人好大喜功认为报告长才说明工作做得多成绩大。实际上工作做多做少成绩是大是小与报告的长短并不能成正比。长的报告固然能容纳较多的内容但并不一定能说明工作做的多少和好坏。反之如果只是不分主次地罗列现象缺乏集中概括本来是很有成效的工作也可能被淹没在长篇大论之中不能给人留下深刻的印象。同样短的报告只要能抓住问题的本质加以提炼概括反而能突出本单位的特点引起人们的重视。三是克服空。空和长常常是孪生兄弟。空的突出表现是没有切实的内容“戏 不够用话凑”。有的整篇报告都是干巴巴的说教没有能给人以启迪的思想观点没有能吸引人的典型材料没有生动活泼的语言有的缺乏针对性不提出问题不分析问题更没有解决问题的措施有的却是抽象的“放之四海而皆准”的大道理还有的是穿靴戴帽套话连篇等等。这样的报告在会上讲往往是“台上一大套台下睡大觉”。送到领导机关也常常是有关领导草草浏览一下就扔到案头让它“休息”去了。写这样的报告实际上是极大的浪费。克服空的办法首先是坚持三不写。没有充足的材料不写没有理出明确的观点不写没有典型情况不写。其次是从构思的时候起对于写什么不写什么突出什么简化什么要认真安排。写完初稿后把一般化、概念化、没有针对性的东西压缩到最少程度把可有可无的事例、语言全部删去。 四是防止乱。乱即报告的内容不统一思路不明晰观点不准确缺乏逻辑性。有些报告听了、看了使人不知所云理不出头绪抓不住要点。有的内容前后矛盾否定于前又肯定于后有的则是主次颠倒因果颠倒东一榔头西一棒子没有内在联系分不出子午卯酉有的在关键问题上用词不准确使人产生歧义有的报告则把互不相关的内容凑在一起都想说都说不清楚等等。造成乱的原因首先是对本单位的情况研究得不透没有充分的调查讨论概括不出规律性的东西。其次是文章结构纷乱条理不清详略失当思想跳跃段落与段落之间没有必然的逻辑联系任意堆砌疙疙瘩瘩读来听来十分吃力。再次是不讲究遣词造句说过头话绝对话模棱两可的话甚至说颠三倒四的话让人莫明其妙。 二情况报告。就是下级对上级反映情况的报告。有的是本单位本部门的工作到一定阶段时向上级汇报工作情况、下情上知使上级及时掌握工作的进度成绩与不足困难与问题以及下一步打算等以求及时得到指导和支持。这类报告写法上和会议报告类似。不同的是除其中少数经领导批转下发外一般只向上送不必在会上宣读更无须在特定大会上讨论篇二：报告是下级单位向上级单位或业务部门汇报工作 报告是下级单位向上级单位或业务部门汇报工作,反映情况和问题,提出建议或意见,答复上级单位询问事项的报请性公文.将有关事项向上级报告,目的是沟通上下级之间的关系,传达信息,使上级在决策和指挥工作时有据可依.不要求上级作出答复. 一,种类 (一)工作报告 下级单位向上级汇报某项工作或某一阶段工作的进展,成绩,经验,存在的问题及今后的打算等. (三)正文 报告的正文分为缘由,事项和结尾三部分. 缘由是报告的基础,说明发文的原因,依据和目的,或是由于形势发展的要求,或是由于工作的需要,或是由于上级的指示等等.这部分要写得比较概括,把有关情况交代清楚就行了,不用展开. 事项是报告的主体和核心部分.这是需要上级了解的主要内容,要交代清楚.工作报告写的是工作情况,问题和今后打算等;情况报告写发生的具体事件,处理情况以及教训等;答复报告的内容比较简单,上级问什么就答什么. 结尾是一些习惯用语,如"特此报告","特此报告,请审查"等,它另起一行.
