Appendix 1 Technical specification
1 General 总则

1.1 本技术规范适适用于河北王滩电厂4台600WM机组烟气脱硫工程。本规范书包含旁路挡板门本体、辅助设备系统功效设计、结构、性能、安装和试验等方面技术要求。
This specification is applicable for Hebei Wangtan Power Plant 4X 600MW FGD project. This Specifications covers the technical requirements for the functional design, construction, performance, installation and commissioning of the bypass dampers with accessories system.

1.2 本技术规范所提出是最低程度技术要求，并未对一切技术细节做出要求，也未充足引述相关标准和规范条文。供方确保提供符合本技术规范要求和现行中国或国际通用标准优质产品。
The contents of the specification are the minimum requirements, neither providing any technical details, nor referring to provisions of the relevant standards/specifications. The Supplier shall develop and supply qualified products based on the specification and present international codes and standards.

1.3 供方确保提供设备应完全符合本技术规范要求。
The Supplier shall guarantee that the supplied equipment is in full compliance with this the requirements herein.

1.4 供方提供设备应是全新和优异，并经过2年以上运行实践已证实是完全成熟可靠产品。同时必需满足国家相关安全、环境保护等强制性法规、标准要求。
All equipments and components shall be advanced, new, complete in technology and process with experience at least two (2) years and reliable products. In addition, the delivery shall be conducted in accordance with the compelling requirements of applicable safety and environment laws and standards.

1.5 凡在供方设计范围之内外购件或外购设备，供方应最少要推荐2至3家产品供需方确定，且需方含有选择权利，而且需方有权单独采购，但技术上均由供方负责归口协调。
For any equipment and parts to be imported, within the Supplier’s scope of design work, the Supplier shall recommend at least 2 –3 manufacturers for the confirmation of the Buyer. And the Buyer shall have right to choose the manufacturer and to solely purchase materials. However, the Supplier shall offer interface and coordination technically.

1.6 在签署协议以后，到供方开始制造之日这段时间内，需方有权提出因规范、标准和规程发生改变而产生部分补充修改要求，供方应遵守这个要求，具体内容由供需双方共同约定。
During the time period from the conclusion of contract to the commencement of the Supplier’s fabrication, the Buyer is entitled to request modification due to the change of specifications, standards and/or codes. The Supplier shall comply with the request.

1.7 本技术规范所使用标准，如碰到和供方所实施标准不一致时，按较高标准实施，但不应低于最新国家标准。假如本技术规范和现行使用相关中国家标准准和中国部颁标准有显著抵触条文，供方立即书面通知需方进行处理。对于引进技术产品，应根据引进技术所在国相关标准实施。
In the event that the standards adopted by this specification are different from those used by the Supplier, the more stringent governs, but not lower than the latest national standards.

1.8 全部文件中单位均采取国际单位制。设备标识采取KKS系统。
The international unit system shall be applied for measurements and KKS used for identification.

1.9 假如供方没有以书面方法对本规范书条文提出异议，均被视为接收和同意。如有差异之处，不管多么微小，均应进行说明和澄清。
All contents of this specification shall be considered accepted and agreed if there is no disagreement in writing presented from the Supplier. In case of discrepancy, no matter how minor it is, it shall be explained and clarified.

1.10 协议中同一参数出现不一致时，将根据满足工程质量及有利于需方要求标准修改确定。
In the event that the values of a parameter are inconsistent in the contract, its value shall be modified and determined in a way most favorable to quality and the Buyer.

2 General Description of Project工程概况

2.1 概述general

河北大唐王滩发电厂一期工程建设4×600MW燃煤汽轮发电机组，留有再建设2400MW可能。
Hebei Datang Wangtan Plant Phase I Project consists of 4×600MW coal-fired turbine power units, with a possibility of future construction of another 4×600Mw units.

2.2场地条件和自然条件Site and natural conditions

2.2.1厂址概述 Plant site description

河北大唐王滩发电厂在唐山市海港开发区境内（乐亭县王滩镇），距海边约1公里，西北距唐山市95公里，东北距秦皇岛港73海里，西南距天津新港84海里。
Hebei Datang Wangtan Power Plant is at Tangshan Haigang developing zone (Leting county Wangtan Town), about 1km away from the sea, 95km from Tangshan city (northwest), 73 miles from Qinhuangdao harbor (northeast) and 84 miles from Tianjin Xingang harbor (southwest).

FGD装置部署在烟囱后面、占地面积2×145×68m2区域内，本期工程共四台机组。
FGD is located behind the stack, covering 2×145×68m2 . The Phase I project consists of four units.

厂址建筑场地类别为III类场地，设计地震分组为第一组，场地特征周期为0.45s。
The building ground class of plant area is III, and the design seismic group is group 1, with a ground cycle characteristic of 0.45s.

2.2.4 地震烈度Seismic conditions
厂区处于地震相对稳定区，按最新“中国地震动参数区划图”（国家标准GB18306－），厂址区域地震动峰值加速度为0.15g，对应地震设防烈度为7度。
The plant is located in the relative stable area. According to the latest national standard GB18306－ “China Seismic Parameters Diagram” , the peak seismic acceleration at the plant is 0.15g, with a corresponding seismic intensity of 7 degree.

4 Technical Conditions技术条件
4.1 General Description总则

The design, manufacture, inspection and test of the flue gas damper shall meet the relevant requirements stipulated in the latest international standards and regulations and the complete set shall be the imported products from foreign countries. Quality control plan and quality inspection plan shall be laid out according to the requirements in this specification before doing processing and shall be submitted to the demander for confirmation and approval.
烟气挡板设计、制造、检验和试验应根据国际最新标准和规范相关要求实施。成套设备应从国外进口。加工前根据本规范书要求，编制质量控制计划和质量检验计划报需方认可。

To ensure that the onsite erection work can go smoothly, pre-assembly of the structural parts shall be done before they are dispatched from the factory so as to ensure the onsite assembly size. Bidders are required to list in the bidding documents the structural parts that need to be pre-assembled before dispatched from the factory.
为确保现场安装工作顺利进行，结构件在出厂前应进行预组装工作以确保现场组装尺寸。要求投标方在投标书中列出需要在出厂前进行预组装结构件清单。

Anti-corrosive measured shall be taken for all equipment and parts that may possibly contact the corrosive medium.
全部可能和腐蚀介质接触设备、部件全部需要防腐。

All lining surface shall meet the requirements of DIN28053 or requirements of other equivalent standards.
全部内衬表面须满足DIN28053或其它相同标准要求。

Nondestructive testing shall be carried out for 100% factory welding seam of all lining surface.
全部内衬表面工厂焊缝100%进行无损检测。

The welding seam surface shall have a smooth transition and the arc radius of fillet weld shall meet the lining requirements.
焊缝表面平滑过渡，角焊缝圆弧半径满足内衬要求。

4.2 Performance Requirements性能要求

The supplier assures that the performance design parameters of the flue gas damper brought forward by the demander can be met and can realize reliable, safe and long operation when in the range of working capacity.
卖方确保满足需方提出烟气挡板性能设计参数，在工作容量范围内，均能长久安全稳定运行。

4.2.1 Flue Gas Damper烟气挡板

For flue gas damper, louver type, twin blade structure should be adopted.
烟气挡板应采取百叶窗式双挡板结构型式。

There shall be 100% air tightness under the design pressure and the design temperature.
在设计压力和设计温度下应有100%气密性。

The complete set of flue gas damper shall include framework, double layer board, actuator, hand wheel as well as all necessary sealing members and control parts of sealing air system. Additionally, flexible, reliable and convenient operation of all necessary isolation dampers is required.
整套烟气挡板应包含框架、双层板、实施机构、手轮及密封空气系统全部必需密封件、控制件等。同时要求全部必需隔绝挡板操作应是灵活可靠和方便。

Under the maximum differential pressure, flue gas damper can be operated and closed tightly without curve or lock. When damper is at the full open or full closed location, it can match with the locking system. The design and location of damper shall make the ash deposit or dust deposit on damper piece lessened to least.
烟气挡板应能够在最大压差下操作，关闭严密，不会有弯曲或卡住，而且挡板在全开和全闭位置和锁紧装置要能匹配，挡板设计要使挡板片上积灰或积尘减至最小。

All bearings of the running gears of axis or dampers shall be provided with lubricating oil. The obvious marks identifying the damper's location shall be made at the end of axis and interlock limit switch shall be provided.
轴或挡板工作齿轮全部轴承应注入油润滑。在轴末端装有指示挡板位置显眼标志。并配有联锁限位开关。

The maximum operating force for hand-wheels shall not exceed 140N. Lifting lug or lifting hole shall be set at the appropriate place outside the framework to facilitate transportation and erection.
手轮操作最大力不得超出140N。框架外部合适位置处应设有吊耳或吊孔, 以方便运输和安装。

Each damper part shall be designed to have enough strength to bear all the high temperature drift range of the flue gas without damage, cohere, deformation or leakage.
每个挡板零部件应设计有足够强度, 能承受烟气全部高温偏移范围，没有损伤，粘连，变形或泄漏。

Each damper part shall be designed according to the maximum design positive pressure value and negative pressure value that will possibly happen.
每一挡板部件应按可能发生最大设计正压和负压值来设计。

Each damper and drive device shall be designed to bear corrosion of surrounding medium under all operation conditions.
每一挡板和驱动装置应设计成承受全部运行条件下周围介质腐蚀。

The internal parts (including the damper piece) of the damper can be conveniently and quickly moved or replaced from the damper framework, which is installed on the flue gas duct. The external parts of the damper can be moved or replaced when the damper is in working condition.
挡板内部部件(包含挡板片) 全部应能方便而快速地从安装在烟道上挡板框架上拆卸或更换。而其外部部件全部应能在挡板处于工作状态下拆卸或更换。

Bolt and flange connection shall be adopted for framework. The supplier shall provide the flange (including the counter flange of the damper, bolt and nut) mounted on the existing flue gas duct. Special attention should also be given to the welding of stainless steel and common steel so as to minimize corrosion.
框架应是螺栓和法兰连接。卖方应提供现有烟道上安装法兰(包含挡板门反法兰及螺栓、螺母)。尤其要注意不锈钢和一般钢焊接，以将腐蚀减小至最低限。

The materials of bypass damper vane (clean flue gas side) are the materials whose grade is equivalent to DIN1.4529 or better material. The materials of sealing strip and bolt are the materials equivalent to DIN2.4605 or alloy steel C276. The outer surface of the damper shall be made of the materials equivalent to carbon steel Q235 or better materials than that. The lining materials are the materials equivalent to DIN1.4529 or better materials than that. The selection of the material cannot release the responsibility of the supplier to select right material.
旁路烟道挡板框架叶片和轴材料是等级相当于DIN1.4529或愈加好材料，挡板密封片和螺栓是相当于DIN2.4605（合金钢C276）材料。挡板外表面用相当于碳钢Q235或愈加好材料制作，内衬材料等级相当于DIN1.4529或愈加好材料。这些材料要求并不减轻卖方正确选择材料责任。
