1．编制说明 Notes
**项目是中外合资新建工程，**公司以EPC总承包方式承揽了**项目工程。在施工过程中，为了指导各专业按**项目里程碑和工程施工计划，按健康、安全、环保（HSE）管理体系和QA/QC管理程序的要求，有条有理地进行施工生产，使工程从开工到竣工，各专业、各个项目的施工顺序和工序衔接，以及各种资源条件，都能按预定的时间去完成，确保工程满足业主代表的要求，达到施工质量计划制定的质量目标，按合同工期全面地完成**项目的总体施工。特制订本施工组织设计。
This project is Sino-foreign joint investment, **公司 contracts **项目 by the manner of EPC general contract.This Construction Organizational Design is formulated by ** Petrochemical Construction Group Inc.: to direct each team to carry out construction work as scheduled in the milestone and project construction plan for **项目 and according to the requirements of Health, Safety & Environment (HSE) Management System and QA/QC Management Procedures; to ensure that the project, the construction sequence and the process flow, as well as various resources and conditions, can be accomplished as scheduled in the timetable from beginning to completion; to ensure the project can fulfill 业主代表 quality objectives as stipulated in the construction quality plan; and to complete the overall construction of **项目 as scheduled. So the Construction Execution Plan is developed as below:

整个工程的施工实行全面计划管理，为了保证计划的实施，必须坚持“以计划为中心，集中优势，保证重点，促进全局平衡发展”的原则，各专业施工队和各部门、各岗位施工人员的活动和一切工作，从工程任务的获得、施工准备、施工过程、竣工验收的全过程都要纳入计划的轨道。
Overall plan management shall be implemented for the construction of the entire project. To ensure the implementation of the plan, it is required to follow the principle of “with planning as the center, 业主loy advantageous forces to guarantee key project and promote the balanced development of the whole project”. All activities of each construction team, 业主artment and the workers on each post, as well as their work, ranging from acquisition of the task to construction preparation, construction process and completion acceptance, shall be included in the plan.

3. 项目概况 General introduction

3.1该项目工程范围:**台储罐的土建基础和储罐的现场制造、安装及相应的附属工程。主要工程实物量如下：

综合考虑**台储罐的分布区域、施工进度和施工队伍安排，我们将工作区域划分为A、B、C三个区，各区具体划分如下：
3.2 建设地点位于**，工地靠山临海，占地**平方公里（**亩），现场原为闲置状态，地势不平，风多风大，属台风多发地，必须认真作好防风抗风工作。
The tank area is located at **. The tank farms located at **. The work site is near the hills and facing the sea, and covering an area of ** square kilometers (**mu). The work site is previous spare land, which is rough, full of winds,or typhoons. Be sure to make good preparation work about the wind prevention.

3.3 工程特点：
Characteristics of Project
3.3.1 工程量大、HSE要求高、管理程序多,质量要求严格。
The construction area is big, with high quantity, high and strict quality demand. The requirements of HSE is strict, the management procedure of HSE is various.
3.3.2 工期紧：施工工期只有 11个月。去掉阴雨，台风的影响，实际有效施工工期还要减少，任务非常艰巨。
Pressing project time limit: the construction time is only 11 months. If considering the influence of drizzle and typhoon, the actual effective time is even shorter. The task is hard.
3.3.3建设区域范围广，施工区域分散，储罐规格数量多。
Construction fields are distributed dispersedly, the specifications of storage tanks vary and the number of tanks is high.
3.3.4工地紧靠海边，风多风大，属台风多发地，空气相对湿度大，施工时要采取必要的防护措施，保证施工安全和施工质量。
The site is close to the coast, featuring frequent and big winds and frequent typhoon and high relative humidity.
3.3.5 业主代表 提供的电力只能满足现场办公，施工用电必须由施工单位自行采用柴油机发电。
The power supplied by 业主代表 can only meet the requirements for site offices, while the power required by the construction needs to be generated by the construction units with diesel engines.
3.3.6南方气温较高，施工又跨越夏季，施工中应做好防暑降温工作，保证施工人员的身心健康。
The weather of the south part of china is very humid, and the project time spans the summer. Therefore, during the duration, make good preparation for the cooling of the site to ensure the health and safety of the staff.

4．施工部署 Construction arrangements
4.1 第一战役：施工准备 The first battle: the preparation work prior to the start of the construction
在这段时间里，工作内容包括：成立项目领导班子即工程施工项目部，完成各项施工计划，图纸会审和施工方案、施工技术措施的编制，施工人员体检计划，施工人员培训，施工人员资质检查，对施工人员进行技术交底，各类设备、机具的准备，施工台架及工卡具制作，现场临时设施建设，工艺准备，材料检查验收等。
During this step, major jobs are: incorporating the leadership of the project, that is the project management 业主artment to accomplish the various construction plans, including reviewing the drawings, construction plans, compiling the project technical measures, the staff’s body examination, training, qualification inspections, and the preparation works of the equipment, tools, work platforms, cards, temporary site facilities, works preparation, materials inspections, etc.

4.1.1施工组织和管理体制

4.1.2 建立严密的计划管理组织机构，搞好现场施工计划管理，做好重点部位和控制点的控制。项目施工计划管理小组人员由项目经理、计划工程师、总调度负责人、专职调度人员和各专业施工队长和各部门主要负责人共同组成，以便能动地掌握计划，管理计划和执行计划。

A.负责工程技术管理工作。贯彻本项目有关的技术法规和标准，质量方面的管理制度和规定，结合本项目的实际编制具体实施细则或办法，并组织实施。不断完善检验手段，保证适应的检验力量配备。

B.负责与设计口的技术联络，组织参加设计交底。

C.组织项目部施工前期技术准备，进行图纸会审，工艺评定，组织培训，攻关，编制施工技术方案（措施）/作业指导书和施工质量计划。

E.负责现场施工的技术管理，解决施工中的技术、工艺问题。

F.负责施工图纸、设计变更等工程技术文件的接收、发放和管理、归档工作。
Take charge of the receiving, filing, sending and managing of the deviation of the drawings, design, etc.

G .检查、收集班组施工记录，做好施工日记，整理交工资料。负责编制交工资料、竣工图和施工技术总结，对交工资料的及时性、准确性负责。

H.参加隐蔽工程检查和各工序之间交接检验工作，对检查确认结果负责。

4.1.3.2质检部
QA 业主artment
A.贯彻本项目有关的技术法规和标准，质量方面的管理制度和规定，结合本项目的实际编制具体实施细则或办法，并组织实施。
Carry out the relative rule regulation, quality management system and requirement, and organize the construction according to the concrete detail and method.

B.负责编制施工质量计划。
Be responsible for compiling the construction quality plan.

C.参加质量计划、施工技术方案、施工技术措施和工艺纪律的执行落实，检查施工中技术交底情况，监督特殊过程控制。

D..制订项目的质量控制程序和管理办法，确定质量控制点，明确质量控制的目标、措施、方法、和检测手段以及质量标准。

E.负责工程质量的日常管理工作，负责工程质量的检查验证和检验状态标识。

L.对特殊工种适时组织资格考试，保持持证上岗。对特殊工种持证上岗进行监督。

M.负责工程质量检验和评定，参与工程交工验收。

A.负责编制施工生产计划，合理安排劳动力资源。并不断进行优化、督促、协调和贯彻执行。
