第五轮中美战略与经济对话闭幕

    科技日报华盛顿7月11日电 第五轮中美战略与经济对话今天在华盛顿结束。中美双方围绕落实两国元首安纳伯格庄园会晤共识、推进中美新型大国关系建设，坦诚、深入地交换了意见，达成广泛共识，取得了重要和积极成果。

    在经济对话中，双方就事关两国和世界经济的全局性、长期性、战略性问题进行了坦诚、深入交流。双方承诺促进经济结构改革和可持续、平衡发展；在二十国集团、亚太经合组织等框架下加强宏观经济政策协调，推进国际金融机构改革；支持多边贸易体制，反对贸易保护主义，促进世界经济复苏与增长。

    双方同意以准入前国民待遇和负面清单为基础开展中美双边投资协定实质性谈判，及时与对方讨论重大经济政策；加强金融合作，包括金融机构监管执法、跨境监管、影子银行、场外衍生品、会计准则国际趋同、《美国海外账户税收合规法案》等领域的合作。

    美方承诺增加投资，提高储蓄率，削减赤字，降低债务，致力于实现中期财政可持续性，并高度关注货币政策的外溢性和国际影响。美方还承诺公平对待中国企业赴美投资，对包括国有企业在内的中国投资者保持开放的投资环境，美国外国投资委员会所有的投资审查都仅限于国家安全，而不是经济政策或其他国家政策；在出口管制体系改革过程中给予中国公平待遇，认真考虑中方关切。

    在战略对话中，双方就推进中美新型大国关系建设，增进战略互信，构建双方在亚太良性互动格局，拓展在气候变化以及中东、南亚等全球和地区热点问题上合作进行了坦诚、深入和建设性的对话。

    两国有关部门举行了第三次中美战略安全对话、第一次网络工作组会议等子对话，还进行了气候变化、海关、打击野生动植物非法交易、联合国维和、南亚事务、拉美事务等对口磋商。

    双方认为，中美关系正站在新的历史起点上，两国各自的成功攸关彼此利益，构建新型大国关系应该从亚太做起。中方阐述了在东海、南海等敏感问题上的原则立场，强调中国坚定捍卫主权和领土完整，同时主张由直接当事方通过协商谈判妥善处理和解决有关领土争议。中方敦促美方尊重事实，明辨是非，不做任何可能导致问题复杂化的事。双方还就朝鲜半岛局势进行了深入沟通，同意继续保持密切沟通和协调。

    中方阐述了在台湾、涉藏、涉疆、人权等问题上原则立场，强调应该尊重彼此主权和领土完整，尊重各自对社会制度和发展道路的选择，尊重彼此利益和差异性，妥善处理分歧和摩擦。

    双方同意加强两国高层交往和各层次对话磋商，决定继续改善和发展两军关系，探讨制订中美重大军事行动相互通报机制。积极扩大和深化气候变化、能源、科技、司法、海洋、海关、核安全、林业、反恐、执法等领域对话合作。在网络安全问题上，中方阐明了中国政府的原则立场。双方就网络工作组机制建设、两国网络关系、网络空间国际规则等问题进行了坦诚、深入交流，同意今年内再举行一次网络工作组会间会。

    汪洋强调，理解和互信是中美两国走向合作共赢的重要前提。相信中美战略与经济对话将继续成为扩大共识、深化合作的重要平台，在共同建设新型大国关系中发挥更加重要的作用。

    杨洁篪指出，构建中美新型大国关系，是一项艰巨的历史性任务，任重而道远。只要我们始终牢牢把握两国元首确定的方向，坚定信心，运用智慧，拿出行动，就一定能够完成这项前无古人、后启来者的伟大事业。
