(2) Accuracy is reflect the objective situation of the project

(3) System means the preparation works should be continuously, the staff of the preparation works should not be replaced, the contents and time of the data should be coherent mutually.

17、4) Scientific means doing everything according to the objective laws, from the reality, the preparation of the data should be planned in advance, the contents should be concise, but also reflect the whole picture of the quality of the project, cannot be fabricated and gather chaos material together
