2、on 14 Appendices 15 15 Brilliant Executive Summary With the fast growth of college graduate population, it is more and more difficult for students to find a job. Under this circumstance, setting up new businesses is becoming an effective way out. The government of China is layi
3、ng great effort to encourage students to start up businesses. “Booming private capital is key to overall economic development”, says Prime Ministry Wen Jiabao. However, the lack of knowledge and experience is setting obstacles for the students. Therefore, we need urgently to strengthen students’ abi
4、lity in doing business. This proposal aims at introducing how the organization “Brilliant” plans to carry out the project of fostering entrepreneurship of college students in Hangzhou, and asking for a fund of 833,000 yuan to support the project. Statement of Need According to
5、the Ministry of the Human Resource and Social Security of People’s Republic of China, the number of graduate students reached 6.99 million in 2013. It is the greatest number of students ever since China was founded. However, as the economic growth rate slows down, the increase in the number of jobs
6、falls short of the increase in the number of graduate students. According to a survey conducted to 500 companies in February, the expected recruitment rate would drop by 15% in 2013. That means, the graduate students are facing a tougher employment environment and the society is facing more unemploy
7、ment problems and other related economic and social problems. Hangzhou, as one of the First-tier cities, with 446.7 thousand college students, is undoubtedly facing the same problems too. Hangzhou has a GDP of 701.9 billion in 2011, and the annual economic growth rate has been above 10% since 2003.
8、 Although the government in Hangzhou has been encouraging graduate students to become entrepreneurs, the confidence index in setting up businesses is falling in the recent years and reached the lowest point of 80.11 in 2012. According to statistics, 1/3 of the graduates who started their own busines
9、s three years ago gave up their business. One of the biggest reasons is that the graduate students lack ability and experience in running businesses. As a result, many graduate students have to take jobs with lower wages or longer working hours or simply become unemployed. The employment report of C
10、hinese graduates showed that about 14% of graduate students are underemployed. Underemployment is defined by International Labor Organization an underutilization of the productive capacity of the employed population. Underemployment has significant impact on the society. It is associated with many o
11、f the same consequences that come with unemployment such as decreased national productivity, heavier social burdens, increased risk of depression and stress, lower self-esteem and low subjective well-being (American Psychological Association). Statistics also show that the job satisfaction degree w
12、as not high for graduates. It’s only 35% for those who graduated in 2008 and have been in the work force for 3 years, 47% for those who graduated in 2011 and have been in the work force for half a year. Low job satisfaction could lead to poor work performance, higher employee turnover rates and high
13、er stress. Therefore, it is urgent that students be equipped with skills and experience to start up businesses. It is the requirement of the economic development in Hangzhou today and in the future. Setting up businesses not only helps graduates themselves to find a job, it also creates jobs for ot
14、hers and promotes economic growth. Statistics show that China's small and medium-sized enterprises account for 99.9% of the total enterprises. And they provide over 84% of the jobs, 71% of sales revenue, 50% of the tax revenue, 66% of invention patents, 82% of the new product research and developmen
15、t, 68% of foreign trade exports. Therefore, setting up businesses is an effective and productive way to solve the problems of unemployment and underemployment. The following section will offer more detailed description about the project. Project Description Goal: To foster entrepreneurship of th
16、e college graduates in Hangzhou who want to set up businesses. Objective: -To establish centers in each Higher Education Zone in Hangzhou to carry out the program. -To provide practical business knowledge, skills and experience to college graduates in Hangzhou who want to start up businesses
17、through trainings and internships within 6 months. And therefore, improve the probability of success in running businesses. -To help solve the unemployment and underemployment problems in Hangzhou, and to help improve the economic performance. -To promote innovation and enrich the diversity of t
18、he market Plans of Action Establish centers in each Higher Education Zone in Hangzhou There are 4 main Higher Education Zones in Hangzhou, Xiaoheshan Higher Education Zone, Xiasha Higher Education zone, Binjiang Higher Education Zone and Zijingang Higher education zone. Brilliant plans to build o
19、ne center in each of the Higher Education Zone. And the main center will be in the largest Higher Education Zone, Xiasha Higher Education Zone. The centers will be used mainly for offices to do administrative works. Classrooms and equipment are saved as these resources are available in schools. Tra
20、ining Brilliant will provide training each week on Saturday. The training will provide different kinds of lectures, for example, management skills, communicating skills, leadership building and so on. Besides, Brilliant will also hold conferences and seminars and invite people from different profes
21、sional field such as successful entrepreneurs to give speeches and offer advice. In this way, students could solve the questions about running businesses and gain more experience from these people. Internships Brilliant will also provide students with various internship opportunities. Brilliant w
22、ill cooperate with different kinds of companies so that the students have more alternatives to choose from. For example, state-owned enterprises, Collective enterprises and small and medium sized enterprises. The internship will run from 3 weeks to 3 months, depending on the companies students are c
23、hoosing. Publicity For publicity, Brilliant will firstly build a website where students could sign in and learn about latest information. Campus conferences and lectures will also provide publicity. Brilliant will hold competitions each semester to encourage students to carry out their ideas as
24、 well as to publicize ourselves. Each month, Brilliant will publish some magazines and handouts and distribute to students for free, which is also a way for students to become familiar with the organization. Staff The program will be managed by project coordinators Rainie Hu and Lisa Fu. And addit
25、ionally, Brilliant needs 1 secretary at each center, 1 web designer and 1 accountant, which add up to 8 persons. Summary During the first three months, Brilliant will recruit employees and negotiate with the universities and companies for possible cooperation. Meanwhile, our website will be open
26、for students to sign in. Then, students will be offered with lectures and speeches of different subjects. After that, students will be sent on internship. In order to put this project into action, we need 833,000 Yuan. It will be used for renting centers, paying for the publicity, the training and
27、the employees and so on. Detailed information will be included in the budget section of this proposal. The following section will describe how the project will be evaluated. Project Evaluation In order to assess the effectiveness of the project, Brilliant will survey students during and after t
28、he semester. After the first month, Brilliant will find out how many students signed in by checking our website system. During the first three months of training, Brilliant will constantly evaluate students’ attendance for the lectures. After that, Brilliant will investigate how many students take t
29、he internships and how they find the lectures and internships. This also helps to identify the achievements and areas for improvement of our organization. Further investigation will be carried out after one year, aiming to find out how many students actually set up their businesses and how the busin
30、esses run. Brilliant will carry out the evaluation by doing surveys and interviews. Besides, Brilliant will also collect feedbacks from internship companies. Our website system and our faculty will help to assess students’ improvement and levels of participation. Also, students are required to writ
31、e reports after the internship. The lecturers will evaluate the reports to determine if the organization has reached its goals. Budget Brilliant also did a careful calculation about the budget. The fund will be spent on personnel, offices and equipments, advertising, travel cost and miscel
32、laneous expenses. We got a final amount of 833,000 yuan. The following statement shows the detailed information about the budget. Personnel The monthly salaries for the accountant, the web designer and the coordinators add up to 28000 Yuan. These individuals will be employed on a full-time basi
33、s. The coordinator will be responsible for negotiating with companies and school for possible cooperation and supervising how the project works out. The organization will spend 18,000 Yuan per month for 6 lecturers and 6,000 Yuan for professors and businessmen who are invited for speeches and confer
34、ences. The lectures will be carried out once a week while the conferences and speeches will be held once a month. Offices and equipments The organization needs to establish one office in each zone. The rent for the three offices is calculated at 13,500 Yuan per month. And for each office, 2 compu
35、ters, one printer, one air conditioner and furniture will be needed. The prices of each item are calculated according to the current market price and are listed in the following chart. The rent for classrooms and teaching facilities are saved as they are available on campuses. Advertisement Th
36、e advertisement fee is calculated at 1,200 Yuan per month, which includes magazines, free handouts, and posters. Travel Cost The travel cost is calculated at 1,200 Yuan per month. The coordinators will pay regular visit to companies to discuss possible corporations and get feedbacks. The cost is
37、included in the budget. Miscellaneous Expenses The budget will also include miscellaneous expenses such as utility bills and stationeries, which is calculated at 1,500 Yuan per month in each office. Sum The budget is calculated on a one-year base, the total expense is 833,000 Yuan. Therefore,
