我国石油开采可持续发展研究-以大庆油田为例
摘要

石油是工业的血液，是国民经济发展的支柱能源。石油企业的

可持续发展涉及到国家能源安全，关系到社会稳定，对社会、经济的

可持续发展起着至关重要的作用。作为一种资源型产业，石油开采企

业可持续发展的核心问题是如何实现经济持续增长、 国家能源安全与

环境保护三者之间的协调。 而实现这种协调的基础就是要增强石油开

采企业的可持续发展能力。

本文总结了现有企业可持续发展研究成果，依据企业生命周期

理论、可持续发展要素整合理论和可持续发展实现途径，在评价石油

开采企业现状的基础上，对石油开采企业面临的机遇与威胁，企业具

有的优势与劣势进行分析， 研究石油开采企业可持续发展的基本条件，

提出石油开采企业的可持续发展的基本战略。 依据石油开采企业可持

续发展战略制定的基本思想和方法， 对大庆油田的可持续发展战略进

行了实证研究。分析大庆油田面临的环境及企业内部条件，对大庆油

田的竞争力进行评价，在此基础上，提出了大庆油田可持续发展的战

略思想，分别提出油气业务、油气紧密相关业务、油气一般相关业务

和非油气相关业务的发展方向及战略模式， 并给出大庆油田可持续发

展战略的保障措施。 希望本文的研究能够为石油开采企业制定可持续

发展战略提供有价值的参考。

Petroleum is the blood of industry, and the support energy for the

national economy development. The sustainable development of the

petroleum enterprises，which involve the safety of national energy source

and stabilization of society, is important for the sustainable

development of society and economy. As a sort of resource-based

industry, the key problem of the sustainable development for the

petroleum exploitation enterprises is how to carry out the coordination

among the sustainable development of economy, the safety of national

energy and the protection of environment. The foundation to realize the

coordination is enhance the sustainable development ability of petroleum

exploitation enterprises.

This paper sums up the past research achievement on the sustainable

development of enterprises, and according to the theory of enterprise fife

circle, factor integrating theory of sustainable development and realizing

approaches of sustainable development, on the basis of analysis of the

status in quo of petroleum exploitation enterprises, analyzes the

opportunity and threaten faced by petroleum exploitation enterprises and

the advantage and disadvantage of the enterprises, discusses the basic

conditions of sustainable development for petroleum exploitation

of petroleum exploitation enterprises. According the basic thought and

method for establishing the sustainable development strategy of

petroleum exploitation enterprises, the paper carry through the case study

for sustainable development strategy of Daqing Oilfield. The paper

analyzes the circumstances it faced and its internal conditions, evaluates

the competence of Daqing Oilfield, on the basis of this, puts forward

the strategy idea of Daqing Oilfield sustainable development strategy,

individually brings forward the development direction and

pattern for business of oil and gas, business correlative closely to oil and

gas, business correlative basically to oil and gas, and puts forward the

countermeasures for Daqing Oilfield sustainable development strategy. It

is hoped that the paper can provide valuable conference for establishing

sustainable development strategy of petroleum exploitation enterprises.
