前言Foreword

本规定是根据中国石化（1998）建标字2号文的通知，由北京燕山石油化工有限公司对《工程建设交工技术文件规定》SH3503-1993进行修订而成。
This regulation is the revision of “Standard for technical documents of project construction completion” SH3503-1993 Prepared by Beijing Yanshan Petrochemical Co. Ltd according to the notice under Doc. JB Zi No. 2 (1998) of SINOPEC Corporation
本规定共分3单和2个附录，这次修订的主要内容有：
This regulation consists of 3 sections and two appendices. The major revised content in this revision are:
1 明确了炼油、石油化工生产装置及其配套工程中下述项目交工技术文件格式应执行相应标准或有关部门的规定：
Having defined that the technical documents for construction completion of the following items for oil refining and petrochemical production facilities and the auxiliary works shall comply with the associated standard or the regulation of the related departments:
——铁路、公路、港口码头、电信工程、35kV以下送变电工程、工业电梯；
Railway, highway, port and harbour, telecommunication engineering, power transformation and distribution works below 35kV and industrial elevators;
——油田、长输管道和城镇建设工程；
Oil field, long-distance pipeline and cities and towns construction works.
——工业建筑物、构筑物；
Industrial building and structure;
——锅炉安装、压力容器现场组焊和特种设备安装工程。
Boiler installation, site assembly and installation of pressure vessel, and installation of special equipment;
2 规定了应在工程承包合同中明确建设单位、施工承包单位和监理单位关于交工技术文件的管理责任。
Having defined the relevant management responsibilities of the Employer, the Contractor and the Engineer regarding the technical document for construction completion that should be cleared in the Project Contract Agreement.
3 对交工技术文件的幅面、份数和用计算机编制交工技术文件作出了规定；
Specified the size of paper and copy number of the technical document for construction completion, and the cyber-edition of the technical document for construction completion.
4 增加了由设计单位负责绘制最终版施工图的规定；
Added the provision that the design institute shall be responsible for preparing the final version of the construction drawings.
5 对交工技术文件的表格进行了增补、合并、修改和必要的删减；
Made the supplementation, incorporation, modification and necessary deletion of the tabular forms for technical document of construction completion.
6 细化了附录B《交工文件表格使用说明》的内容。
Detailed the content of Appendix B “Directions for Use of Tabular Forms of Completion Document”.
在修订过程中，针对原规定存在的问题，进行了广泛的调查研究，总结了近年来石油化工工程建设交工技术文件编写经验，并征求了有关设计、施工、生产等方面的意见，对其中的主要问题进行了多次讨论，最后经审查定稿。
During the revising period, extensive investigation and research against the existing problems in the previous version has been performed. Experience on the preparation of the technical document for construction completion of petrochemical industrial project in recent years has been summarized and consultation for the comments from the corresponding design institute, construction company, production units etc. have been conducted. And discussions for many times have been executed in respect to the major issues thereof prior to finalizing the edition.
本规定由中国石化集团施工规范管理站管理，具体解释工作由中国石化集团北京燕山石油化工有限公司工程质量监督站负责。
This regulation is administered by Construction Specification Management Station of SINOPEC Corporation while the specific interpretation of it is responsible by the Project Quality Supervision Station of Beijing Yanshan Petrochemical Co. Ltd. of SINOPEC Corporation

1. 总 则
General
1.0.1 为加强基本建设工程管理，保证工程质量，根据国家有关部门对基本建设工程竣工验收的有关规定和标准的要求，结合石油化工工程建设的实际情况，特制定本规定。
In order to strengthen the management of capital construction project and ensure the project quality, this regulation is prepared according to the requirements of related regulations and standards on the completion acceptance of capital construction project made by the related state departments and combining with the practical situations of the petrochemical project construction.
1.0.2 本规定适用于炼油、石油化工生产装置（以下简称石油化工装置）及其配套设施的新建、扩建和改建工程。
This regulation is applicable to the new construction, expansion and reconstruction of the oil refining and petrochemical production facilities (hereinafter in “petrochemical facilities”) and its supporting facilities.
1.0.3 石油化工工程建设中有关铁路、公路、港口码头、电信工程、35kV以上送变电工程、工业电梯以及涉及油田、长输管道和城镇建设等工程的交工文件内容及格式应按相关行业标准或有关部门的规定执行。
The content and format of the technical document for construction completions for the petrochemical project construction regarding railway, highway, port and harbour, telecommunication engineering works, power transformation and distribution works below 35kV, industrial elevator and the works related to the oil field, long-distance delivery pipeline and cities and construction of towns shall comply with the relevant trade standard or the provisions of the relevant department.
石油化工工程中的工业建筑物、构筑物所用的交工文件内容和格式，除本规定所列表格外，还应按国家标准及有关行业标准或工程所在地建设行政主管部门的规定执行。
Besides for the tabular forms listed in this regulation, the content and format of the technical document for construction completions for the industrial building and structure of the petrochemical project shall also comply with the national standard and relevant trade standard or the provisions of the local construction administrative department of the project situated.
1.0.4 锅炉安装、压力容器现场组焊和特种设备安装工程的交工文件应按建设单位所在地锅炉压力容器和特种设备安全监察机构认可的内容和格式执行。
The technical document for construction completions for boiler installation, site assembly and welding of pressure vessel and the installation of special equipment shall be consistent with the content and format approved by the safety supervision organization of boiler pressure vessel and special equipment of the project situated.
1.0.5 本规定所列的交工文件是施工承包单位在施工过程中形成的技术资料，应做为工程竣工档案资料的一部分。在办理工程交工时，施工承包单位应按本规定的要求向建设单位提交工程建设交工技术文件（以下简称交工文件）。
The technical document for construction completion listed in this regulation is the technical data produced during the construction process of the construction contractors, it shall be used as a part of the as-built archive. During the project handover, the construction contractors shall submit the technical document for construction completion (hereinafter called as “Completion Document”) to the Employer in accordance with the requirement of this regulation.
1.0.6 建设单位与施工承包单位签订工程承包合同或与工程承包单位签订工程项目总承包合同时，应在承包合同中明确规定对交工文件的要求和参与工程建设各方关于交工文件的管理责任。
The requirements on the Completion Document and the management responsibility for the Completion Document of each participating construction party of the project shall be clearly specified in the contract at the time of signing the Construction Contract between the Employer and the Construction Contractor or signing the General Contract between the Employer and the Project Contractor.
1.0.7 交工文件应具有真实性、完整性和系统性。建设单位、监理单位和施工承包单位应从工程开始就指定有关部门和人员负责交工文件的编写、整理、签证和汇总，并负责办理交接。
The Completion Document shall be of authenticity, integrity and systematicality. The Employer, the Engineer and the Contractor shall assign the relevant departments and personnel to be responsible for the compiling, sorting, attestation and summarization of the Completion Document and for the handover formalities.
2. 交工文件的内容及份数Content and Copy Number of Completion Document
2.01 交工文件应包括下列内容：
Completion Document shall include the following content:
1 施工组织设计；
Construction Organization Plan;
2 工程技术专题洽商记录；
Record of negotiation for specific engineering techniques;
3 设备、材料代用单；
Substitution permit for equipment and material;
4 设备、材料、半成品的质量证明文件和按规定进行抽查的检测、复验报告；
Quality certifications for equipment, materials and semi-products and the relevant spot-test and re-test reports in accordance with the specification;
5 综合及通用部分的交工文件；
Completion Documents for comprehensive and general parts;
6 建筑工程交工文件；
Completion Documents for building project;
7 设备安装工程交工文件；
Completion Documents for equipment installation work;
8 管道安装工程交工文件；
Completion Documents for piping installation;
9 电气安装工程交工文件；
Completion Documents for electrical installation;
10 仪表安装工程交工文件；
Completion Documents for instrument installation;
11 设计变更文件；
Documents of design change;
12 竣工图。

2.0.2 各类工程交工文件的内容和格式除必须符合本规定的要求外，遇有下列情况之一时，按下列规定确定：
Besides the requirements of this regulation, the content and format of the Completion Document of various project shall be determined according to the following regulations in case of any occurrence below:
1 目前尚无适用规范的工程，应由施工承包单位与建设单位参照设计规定或设备说明书协商确定；
For the project not available with applicable specification, the determination shall be made through the negotiation between the Contractor and the Employer referring to the design or equipment instructions;
2 有关规范已有规定而本规定未列入（见1.0.3条、1.0.4条），应采用相应规范的规定或有关部门颁发的规定；
For which defined in the related specification but not incorporated in this regulation, the stipulations of the related specification or the regulation issued by the department concerned shall be adopted;
3 有关规范和本规定同时列有同类表格时，应优先先用本规定列入的表格（见附录A），表格的使用说明参见附录B。
In case that there is similar tabular forms described in both the related specification and this regulation, those in this regulation shall be in first priority (see Appendix A). See Appendix B for the use of the forms.
2.0.3 施工承包单位同建设单位提供交工文件的份数为二份，但其中设备、材料、半成品的质量证明文件可只提供一份原件。当承包合同对交工文件份数另有规定时，应按合同规定执行。除向建设单位提交的交工文件外，施工承包单位应自行保存一份交工文件（可不包括竣工图），以备查阅。
The Completion Document submitted to the Employer by the Contractor shall be in two copies, however, the certifications of equipment, material and semi-product can be only the original. If otherwise specified on the copy numbers of the Completion Document in the Contract, the contract shall be complied with. In addition to the Completion Document submitted to the Employer, the Contractor shall keep one copy by himself (possibly excluding the as-built drawings) for future reference.
2.0.4 国外引进工程交工文件的内容、格式及份数，除国外承包商有特殊要求外，应按本规定执行。
Unless otherwise specified the special requirement by the foreign Contractor, the content, format and copy numbers of the Completion Document for the foreign introduced project shall abide by this regulation.
3. 交工文件的编制及交付

3.1 交工文件的编制及整理
Preparation and Sorting of Completion Documents
3.1.1 施工承包单位应根据本规定和有关标准、规范的要求，在施工过程中，组织施工人员及时认真填写施工原始记录，并在交工前由施工技术人员按本规定第2章的要求编制各专业的交工文件。
The Contractor shall organize the construction technicians to carefully and timely complete the original construction record during the construction period according to the requirement of this regulation and the related standard and specification, and prior to the handover of works, the Completion Document for each speciality shall be prepared by the construction technicians in accordance with the requirements in Chapter 2 of this regulation.
3.1.2 所有原始记录及有关资料均由施工承包单位自行保存，其保存期限应按有关规定执行。当建设单位有特殊要求需施工承包单位提供某些原始施工记录时，应经双方协商同意，并由施工承包单位一并编入交工文件有关案卷。
All the original data and related information shall be kept by the Contractor himself with the keeping life conforming to the related specification. When the Employer has any special requirement for provision of certain original construction record upon approval of both parties, the Contractor shall compile this record into the related file.
3.1.3 建设单位在施工过程中应协助施工承包单位及时整理交工文件，并按规定会同有关单位（如设计单位、监理单位、工程质量监督机构、生产单位等）办理签证确认手续，各方均不得拖延。
The Employer shall assist the Contractor to sort the Completion Document in due course during the construction period and handle the formalities of signature and confirmation together with the related unit (such as the design institute, the Engineer, project quality supervision organization and production unit, etc). Delay of any party is forbidden.
凡需两个以上单位见证确认的交工文件，施工承包单位应按合同规定的提前时间书面通知对方，如对方不能按时到达，即作为放行处理，并在该交工文件中签字确认。
In regard to any Completion Document needed to be witnessed and confirmed by two or more units, the Contractor shall notice the other party in writing in advance in accordance with the Contract. If the other party unacceptable to be available timely, it shall be considered as release, the Contractor shall confirm it by signing in such Completion Document.
3.1.4 隐蔽工程施工记录应由施工承包单位在施工过程中会同建设／监理单位及相关部门及时确认。
The construction record for the concealed works shall be timely confirmed during the construction period by the Contractor jointly with the Employer/the Engineer and the units concerned.
