今年是中国共产党诞生九十周年，也是实施十二五规划的开局之年。面对严峻复杂的国际经济形势，我们实施积极的财政政策和稳健的货币政策，着力稳物价、调结构、促改革、惠民生，国民经济继续保持平稳较快发展，物价较快上涨势头得到控制，城镇就业进一步扩大，人民生活水平有了新的提高。实践证明，党中央、国务院采取的方针政策是正确的。
回首过去，我们为新中国取得的辉煌成就感到无比自豪。展望未来，我们对祖国的前途满怀信心。我们要坚定地走中国特色社会主义道路，毫不动摇地把社会主义现代化事业推向前进。
要大力推动科学发展。牢固树立科学发展的理念，加快转变经济发展方式，建设资源节约型和环境友好型社会，实现速度与结构、质量、效益的统一，提高发展的全面性、协调性、可持续性，使发展的成果造福当代、惠及子孙。要大力保障和改善民生。始终把改善人民生活放在各项工作的首位，解决好人民群众最关心、最直接、最现实的利益问题。保持物价总水平基本稳定，落实房地产市场调控政策和保障性住房建设计划，加强安全生产和食品药品安全监管，完善社会保障体系，保护生态环境，让人民群众生活得幸福、安全，更有尊严。
要大力推进改革开放。继续推进经济体制、政治体制、文化体制、社会体制等各个方面的改革，破除影响经济发展与社会和谐的体制机制障碍，不断激发经济社会发展的活力。扩大对外开放，大胆学习和借鉴世界各国创造的一切优秀文明成果，为人类文明进步做出更大贡献。
要大力维护社会公平正义。努力改变收入分配不公和差距扩大的现象，走共同富裕之路。保障人民的民主权利，维护司法公正，坚决反对腐败，妥善化解各种社会矛盾。营造有道德、讲诚信、守秩序的社会环境，使我们的社会更加和谐有序。
总之，我们所做的一切，都是为了增进人民的福祉。要通过坚持不懈的努力，使发展更加科学、民生更加改善、社会更加公正，建设一个富强民主文明和谐的社会主义现代化国家。

我们高兴地看到，今年的中英关系精彩纷呈。温家宝和副分别访英，王岐山副和戴秉国国务委员先后来英与英方领导人共同主持中英经济财金对话和中英战略对话。这些访问和对话进一步增进了双方共识，即以新思维、新方式推进合作，又要处理好分歧，相互尊重，相互适应，求同存异，共谋发展。今年以来，中英经贸继续保持两位数增长，特别是英国对华出口继续保持强劲势头，今年1-8月同比增长28.6%。当前，英国对华出口在其前15大出口目的国中增长最快。中国对英投资继续在各国中名列前茅。中英人文交流日益密切和深化，汉语热在英不断升温;再过几个月，来自中国四川的两只大熊猫就要作为中英友谊的使者到英国安家落户。
