软爬梯实行计划
1 Summary
概述
Soft ladders have been one of the primary climbing tools during the erection of steel frame. We have got rich experience and sufficient safety protection measures for using them. It has become a shining safety example with Zero Casualty and Zero Accident.
软爬梯一直是我们在钢架安装过程中主要的登高作业工具，已具备成熟的使用经验和安全防护措施，实现了零伤亡、零事故的安全典范。
Soft ladders are primary used during the hoist of steel frame column and erection work for operators working above the ground to climb the upright column and take the erection task of steel frame before the working platform is finished
软爬梯主要用于钢架立柱的吊装和从事安装作业，供高空作业人员攀爬立柱和在钢架未形成作业平台时从事钢架安装作业。
Operator shall take visual examination of the anti-falling protection instruments before use. Using protection instrument with any damage is strictly prohibited. Technician shall give the telling sb. one's real intentions for safty before attending the height work. And constructors shall give their signature after attend the telling sb. one's real intentions. Besides, squad/team leaders shall make thorough and particular analysis, and particular emphasis in the STARRT.
作业人员在使用坠落防护用品之前，应对防护用品进行外观检查，有损伤的防护用品严禁使用。参加高空作业的施工项目，技术员必须进行安全交底，施工人员参加交底后必须签字，同时班组长应在站班会上进行全面具体分析，重点强调。
Rigging engineer must ensure that the safety stress ability of the safety mooring, safety rope and the safety arrestor achieve 2268 Kg. HSE Dept shall rearrange related personnel to develop anti-falling protection if any of the following situations occurs: a. when the anti-falling procedure changes; b. when the protection equipment changes; c. when constructor disobeys the safety code of anti-falling protection.
起重工程师必须保证安全系索、安全绳和制动装置的安全受力能力达到2268kg。当出现下列情况时，HSE部门将重新组织相关人员进行坠落防护：a 坠落防护程序改变时；b 坠落防护设备改变时；c 施工人员违反坠落防护的安全规定时。
2 The erection of soft ladders ( for Ground Work)
软爬梯的安装（地面施工）
2.1 Inspection and safekeeping before erection
安装前的检查和保管：
2.1.1 Soft ladders must be provided together with the technical documents such as manufacturer’s certification and production date, etc. Inspection period: New soft ladders shall be inspected selectively before use while old ones inspected selectively every other year.
软爬梯必须有制造厂家合格证、生产年月等技术要求。检验周期：新爬梯使用前抽检一次合格，旧爬梯每2年抽检一次。
2.1.2 Quantity and Rule of Selective Inspection: Select 1 or 2 ladders from one batch for inspection. One defective piece of ladder means this whole patch is unqualified.
抽检数量及规则：每批抽取1-2条检验，有1条不合格，该批产品为不合格。
2.1.3 Visual inspection: the internal distance between the two puncheons shall be more than 45 cm. No crosspiece deficiency, no damage with the protective coat
外观检验：两立筋之间的内部距离应大于45cm，无缺档，保护层无破损现象。
2.1.4 Test method:
试验方法：
Static load test: A 500kg sandbag or other object equivalent in weight shall be tied to the end of the ladders and shall be hung vertically for 10 min. Check the puncheons and the ones without apparent stretch or crack shall be qualified.
拴挂500kg的沙袋或同等重量的物品，垂直悬挂10分钟的静载试验，检查立筋无明显拉长、无断裂现象为合格。
2.2 Storage and scrap
保管与报废
Soft ladders shall be stored appropriately when they are not in use. Prevent contact with high temperature, blazing fire and corrosive object. Prevent them from wet, mildew and moth. The ladders test to be unqualified by the project safety management department shall be scrapped. The scrapped ladders shall be marked with red and must not be used
不用时妥善保管，严禁接触高温、明火及有腐蚀性的物质，并注意防潮、防霉、防蛀。经工地安全管理部门检验为不合格的做报废处理，报废的爬梯不许再使用，涂红色标记。
2.3 Use
使用
Safety zone shall be set up by equipping safety guard rope around the steel column to be hoisted.
在即将起吊的钢架立柱周围拉设安全警戒绳，设置安全区。
During erection, install 2 sets of 2t riggings in the single bolt hole at the top of column and fasten them by anchoring 2 another riggings to the single hole. The lower part shall be pulled tightly in the vertical direction, and the bottom shall be anchored to the column. When the ladders must be prolonged, align the puncheons, twist the four points tightly and fold the surplus part, if any, and anchor it at 0.5m height above the ground. While hoisting, soft ladders shall be erected with the erection of the column.
安装时，在立柱上端单独的螺栓孔中，穿装两个2t卡环，软爬梯上端通过另外两个2t卡环固定在螺栓孔中的卡环上下方垂直拉紧。底端与立柱固定。当爬梯需加长时，立筋对正，把四点拧紧，若下部有多余部分，折叠起来固定在距地面0.5米高处。在吊装时，软爬梯随立柱一起立起。
Before using soft ladders, inspect them selectively (to test whether they are damaged or firm) and document them. Operators shall climb the ladders only after they are test to be fixed and signed in the check list by operators, supervisor and HSE personnel. After using them, remove them from upper to lower at one time, then use them in the next column erection or coil them and take them back.
使用前，对爬梯进行抽检（有无损坏、搭设是否牢固等），并作记录，由作业人员、主管人和HSE人员在检查记录单上签字确认，确定无误后方可攀登。使用完毕，必须从上至下一次性拆除完毕，继续用于下一层立柱吊装或盘好收回。
3 The erection of the fall speed controller
速差自控器的安装
3.1 The fall speed controller applies to the height work protection in jobsite. Each fall speed controller must be marked with the name of manufacture, certification, production date, etc.
速差自控器适用于施工现场的高处作业防护。速差自控器上必须标有制造厂家、合格证、生产年月。
3.2 Inspection
检验
3.21 Inspection period: The new fall speed controller shall be inspected selectively before use while old ones inspected per year.
检验周期：新速差自控器使用前抽检一次，旧速差自控器每年抽检一次。
3.2.2 Quantity and Rule of Inspection : Inspect 1-2 pieces of fall speed controller of each size. One defective means the whole patch is unqualified.
抽检数量及规则：每种规格的抽取1-2个检验，有1个不合格，该批产品不合格。
3.2.3 Visual inspection: Each time before it is used, the shrink rope shall be pulled out and inspected to ensure there is no break of the thread or section or damage caused by electric arc. The shrink rope shall be locked automatically while pulled violently and shall shrink and set free smoothly. The knob of the switch shall not fall off. There should be no mildew in girdles and no crack of snap rings.
外观检验：每次使用前应将收缩绳全部拉出，检查是否有断丝、断股、电弧击伤现象，猛力拉拽能自锁，收放自如。开关旋钮不脱落，腰带无霉变，扣环无裂纹。
3.2.4 Test method: Provide impact test for 2 meters by using a 100Kg sandbag hung below the fall speed controller. The ones which can shrink and set free smoothly, without any crack and the slide distance of which is less than 0.5m shall be qualified.
试验方法：用100kg的沙袋拴挂，做2米的冲击试验，能收放自如，无断裂现象，下滑距离小于0.5米为合格。
3.3 Storage and repair
保管与维修
3.3.1 The fall speed controller shall not be assembled or dismantled arbitrarily. Stop using it immediately if any malfunction occurs.
速差自控器上的各部件不得任意拆装，出现故障应立即停止使用。
3.3.2 Prevent the fall speed controller from rain and corrosive object.
速差自控器应防止雨淋、接触腐蚀性物质。
3.3.3 the shell, wire ropes and accessories shall be dismantled /assembled and repaired by manufacturer.
速差自控器的壳体、钢丝绳及附件的拆装、维修等应由制造厂方进行。
3.3.4 The fall speed controller shall be stored appropriately when they are not in use. Prevent contact with high temperature, blazing fire and corrosive object. Prevent them from wet, mildew and moth.
不用时要妥善保管，严禁接触高温、明火及有腐蚀性的物质，并注意防潮、防蛀。
3.4 Scrap: The fall speed controller shall be scrapped by the project safety management department if there is any thread crack of the rope or it cannot lock automatically.
报废：绳索有断丝现象，或不能正常自锁的由工地安全管理部门做报废处理。
3.5 use: Fix it at a firm place above (wrap the sharp edge in order to prevent the rope from being cut off). Make sure that it is reliable before use. Each time before used, the fall speed controller shall be inspected and it shall be taken back promptly after the work finished. The fasten manner we shall adopt in this project is to install a 2t rigging in the single bolt hole at the top of the column and hang the hook of the fall speed controller in the rigging. Besides, a piece of string shall be fasten to the end of safety rope of the self-locking utensil in order to prevent the suddenly retraction of the safety rope and to protect the self-locking utensil. The fall speed controller shall be hung higher and be used lower to prevent it from swing or collision. The horizontal displacement shall be made within a circular area whose center is the vertical line and whose radius is 1.5m.
使用：固定在上方牢固处(有棱角的地方加包角，防止割断绳子)，确保可靠后，方许使用。每次使用前必须进行检查。使用完毕，及时收回。在本工程中，我们将采用的固定方式是在立柱上端单独的螺栓孔中，穿装一个2t卡环，将自锁器的挂钩挂在卡环上，并在自锁器保险绳的下端拴接一根细绳，用以防止保险绳突然缩回，保护自锁器。速差自控器应高挂低用，应防止摆动碰撞。水平活动应在以垂直线为中心半径1.5m范围内。
4 Working process control
作业过程控制
4.1 Every operator who may climb the soft ladders must have the height work certificate and has passed the physical examination and entry training.
所有参加攀爬软爬梯的作业人员，必须持有高空作业证，并经过体检合格和入厂培训。
4.2 Climbing operator shall wear the safety belt securely (The safety belt shall be stored securely if they are not in use. Prevent contact with high temperature, blazing fire, corrosive object such as strong acid and strong alkali. Prevent from wet, mildew and moth .The belts tested to be unqualified by HSE shall be scrapped and shall be destroyed and not to be used any more). Each operator shall be equipped with two fasten slings, and at any circumstance at least one of them must be competent. The safety belt must to be connected with a fall speed controller. While climbing, do not connect the climbing self-locking utensil to the hook of the anti-falling rope of safety belt but the hook on the dorsal part of the safety belt. The safety belt must be hung at the hook of the fall speed controller.
攀爬作业人员在工作前，必须扎好安全带（不用时要妥善保管，严禁接触高温、明火、强酸、强碱等腐蚀性物质，并注意防潮、防霉、防蛀。经HSE部门检验为不合格的做报废处理，报废的安全带不许再使用，必须销毁），高空作业人员必须有两个系索，任何时候至少有一个起作用。攀爬时，不能将自锁器的挂钩连接在安全带防坠绳的挂钩上，而应该直接挂在安全带背部的挂钩上。
4.3 Operator working upper air must not carry any instrument during climbing the soft ladders. The instrument shall be packed and be lifted by hemp cord after the operator get to working position.
高空作业人员在攀爬软爬梯过程中，不得携带工器具，工器具应装入工具包，在作业人员到达作业位置后通过麻绳提上去。
4.4 After the erection and acceptance of each level of the steel frame, the main access of the Platforms, Staircases and Ladders must have been finished. Therefore, when the next level of the steel structure is being hoisted, the climbing start point can be on the top of the nether level instead of climbing from the ground again. Besides, after the erection of the every level of frame, a safety net shall be equipped in the upper surface so as to improve the safety of height work as effectively as possible.
在每层钢架安装验收完，梯栏平台的主要通道也随之完成，这样，可以做到在下一层钢架吊装时，软爬梯的攀登最低点在下面一层钢架顶端，而不是从零米再开始攀登。而且，在每一层钢架吊装完后，在其顶端平面层拉设安全网，以尽可能的提高高空作业的安全性。
5 The use of safety net
安全网的使用：
5.1 Mark:
标志：
Safety net must be provided together with producer’s documents such as brand name, name of manufacturer, certification, material specification, loading height, license etc.
安全网必须有商标、制造厂家、合格证、材料规格、负载高度、许可证编号等出厂文件。
5.2 Inspection:
检验
5.2.1 Inspection period: New safety nets shall be inspected selectively before use while the old ones inspected selectively once a year.
检验周期：新安全网使用前抽检一次，旧安全网每年抽检一次。
5.2.2 Selective inspection quantity and rule: Inspect 2 pieces of net from one batch. One piece of unqualified means this whole batch shall be unqualified.
抽检数量及规则：每批次抽取2张检验，有一张不合格，该批产品不合格。
5.2.3 Visual inspection: All the ropes (threads) of a same piece of safety net shall be made up of the same material. The distance between the puncheon and fasten rope shall be 0.5-0.7m.
外观检验：同一张安全网上的所有绳（线），必须为同一种材料，筋、系绳的间距0.5-0.7m；
5.2.4 Test method: After impacted by using of 100Kg sandbag, the break of the net rope, edge rope or fasten rope is not allowed (break of the puncheon is allowed). The impact test height is 10m for flat net and 2m for vertical net, which are the “S” points of safety department.
试验方法：用100kg的沙袋作冲击后，网绳、边绳、系绳都不允许断裂（允许筋绳断裂）；冲击试验高度，平网为10米、立网为2米，此点为安全部门的“S”点。
5.3 Use
使用
5.3.1 Period of validity: 2-3 years
有效期限：2－3年。
5.3.2 Using method: safety net is primarily used to prevent personnel from falling from height. Inspect before use and make sure that there is no defective that affect its use. While being erected, the net and component must be connected securely. The fasten point shall be well-distributed along the net and each fasten sling shall be tied with the support and the around edge ropes shall stick to the support. The knot shall be accordance with the principle of easy to tie, easy to untie but firm and not loose after being forced. The fiber rope, if any, shall also be connected with the support. Inspect the net weekly during it is in use. Clear the falling object promptly and continue to use it only after being inspected to be qualified. Replace the net promptly which has been impacted severely. The loading height of the safety net generally is no more than 6m, however, it may exceed 6m with the maximum of 10m according to the construction requirement. The safety net shall be inspected and accepted by safety personnel after completion of erection. The dismantlement shall be carried out only after approval of HSE personnel.
使用方法：主要用于高空人身坠落的预防。使用前进行检查，确保没有影响使用的缺陷。安装时，网与构件必须连接牢固，系结点沿网边均匀分布，安全网上的每根系绳都应与支架系结，四周边绳（边缘）应与支架贴紧，系结应符合打结方便，连接牢固又容易解开，工作中受力后不会散脱的原则。有筋绳的安全网安装时还应把筋绳连接在支架上。使用中每星期检查一次，及时清理网上落物，合格后方许继续使用，受到较大冲击后应及时更换。安全网的负载高度一般不超过6米，因施工需要可以超过6米，但最大不得超过10米。安全网搭设完毕必须经过安全员的检查验收合格，安全网的拆除须经过HSE人员的同意。
5.3.3 Storage: Safety net shall be stored and distributed by appointed personnel. During storage, the store must be ventilated, and safety nets shall be kept away from light, heat, corrosive chemical, wet, mildew and moth.
保管：安全网应有专人保管、发放；在贮藏中，必须通风、遮光、隔热，严禁与有腐蚀性的化学物品接触，并注意防潮、防霉、防蛀。
5.3.4 Scrap: If the break of the net rope or edge rope cannot be repaired, or the tendon and fasten rope is deficient in distance (standard distance: 0.5-0.7m) and cannot be repaired, or the net is mildewed, out of validity period or proved unqualified in the impact test, the safety net shall be scrapped after the inspection by the project safety management Dept. The scrapped nets shall be marked with red color and cannot be placed in jobsite.
报废：网绳、边绳断损不能修复、或筋、系绳不足（标准间距0.5-0.7m）而无法修复，或霉变、过期、冲击试验不合格的，经工地安全管理部门检验后做报废处理，报废的安全网涂红色标记，严禁放置在施工现场。

安全带必须合格，速差自控器要直接固定在安全带的“D”形环中，使用的安全带必须有两个长的系索。作业人员必须经过软爬梯使用培训。作业人员在攀爬时双手不得携带任何东西。
